I. CALL TO ORDER
The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, CounciL/Committee member Don Kurle and
Council/Committee member Pat Bums. Staff in attendance were Public Works Director
Frank A. Curfie, Asst. Public Works Director Mice Conrad, City Engineer Dennis
Dowdy, Senior Engineer Dennis Selle, Utility Planning Engineer Nass Diallo, Storm
Drainage Engineer Tim Carlaw, and Utilities Engineer Dwight Holobaugh, Traffic
Engineer Steve Mullen, Land Use and Code Enforcement Manager Tony Baca, Finance
Director Victor Thompson, and Airport Manager John Anderson. Guests in attendance
were Ken Kinared of Henderson Homes, John Raeder from the Chamber of Commerce,
and Cathy Can' of Cathleen Can', Inc. (C.C.I.)
City Engineer Dennis Dowdy informed the Public Works Committee of corrections and
additions:

7. Revision of Street Names at Howard Road and old Oravetz Road.
IL INFORMATION OR DISCUSSION
A. AIRPORT BUDGET BRIEFING (JOHN ANDERSON - 5 MIN.)
Airport Manager John Anderson presented the proposed budget for 1996.
B. PUBLIC WORKS BUDGET BRIEFING:
1. MAINTENANCE AND OPERATION (ALICE CONRAD - 15 M1N.)
Assistant Public Works Director Mice Conrad provided budget data for
water, sewer, storm, equipment rental and solid waste for 1996.

2. BUILDING AND BUILDING MAINTENANCE (TONY BACA - 10
MIN.)
Tony Baca, Land Use and Code Enforcement Manager discussed the 1996
building and building maintenance budget with the Public Works
Committee.
3. ENGINEERING AND 102 (1/2 CENT GAS TAX) FUND (DENNIS
DOWDY - 12 MIN.)
City Engineer Dennis Dowdy briefed the Public Works Committee on the
proposed 1996 engineering and 102 fund.
4. WATER, SEWER AND STORM ENTERPRISE FUNDS (DWIGHT
HOLOBAUGH- 15 MIN.)
Utilities Engineer Dwight Holobaugh summarized the proposed enterprise
funds for water, sewer and storm.
5. ENGINEER PROGRAM IMPROVEMENTS AND QUALITY
CONTROLS (DENNIS DOWDY - 12 MIN.)
City Engineer Dennis Dowdy commented and briefed the Committee on
requested program improvements and development of quality controls.
6. CAPITAL PROJECT STATUS REPORT
Due to time restraints, the status report was not discussed. The Committee
was asked to review items 3, 7, 9, 10, 13, 15 and 16.
7. REVISION OF STREET NAMES AT HOWARD ROAD AND OLD
ORAVETZ ROAD
City Engineer Dennis Dowdy briefed the Committee regarding portions of
Howard and Oravetz Road and the name change to Riverwalk Way.
Ill. ISSUES
A. RESOLUTION NO. 2674 FOR WSDOT TEMPORARY EASEMENT
City Engineer Dennis Dowdy discussed Resolution No. 2674.
Being satisfied with the discussion, the Public Works Committee accepted and
approved the resolution.

B. REVIEW AND APPROVE REVISED MINUTES FOR SEPTEMBER DATED
SEPTEMBER 11, 1995.
The Public Works Committee accepted and approved the revised minutes.
IV. CONSENT
A. AWARD CONTRACT 95-19, PR 573A EMERALD DOWNS ROAD
IMPROVEMENTS TO THE LOWEST BIDDER
See V. REMINDER
V. ' REMINDER - THE CITY COUNCIL WILL RECONVENE FOR THE PURPOSE OF
AWARDING THE CONTRACT FOR PR 573A, EMERALD DOWNS ROAD
IMPROVEMENTS AT 7 PM, SEPTEMBER 25, 1995 IN THE COUNCIL
CHAMBERS.
V. ADZIOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7:15 p.m.
