I. CALL TO ORDER
The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner was absent and excused from the meeting,
Council/Committee member Don Kude and Council/Committee member Pat Burns. Staff in
attendance were City Engineer Dennis Dowdy, Utilities Engineer Dwight Holobaugh. Guests in
attendance were Ken Kinared of Henderson Homes, John Raeder from the Chamber of
Commerce, and Cathy Carr of Cathleen Carr, Inc. (C.C.I.)
City Engineer Dennis Dowdy informed the Public Works Committee of corrections and
additions:

A. ORDINANCE NO. 4799, ACCEPTING GRANT FUNDS FOR PR 513
City Engineer Dennis Dowdy presented Ordinance No. 4799, Acceptance of Grant
Funds. The funds being accepted are the City's 1995 and 1996 shares of Federal ISTEA
Street Preservation Funds. These funds are eligible for use in the Sidewalk Program.
Being satisfied with the explanation, the Public Works Committee recommended
approval to the Council at the October 16, 1995 meeting.

E. for the City Council meeting of October 16, 1995.
F. CHANGE ORDER NO. 1 FOR TOTEM ELECTRIC, PR 511 IN THE AMOUNT OF
SEVENTEEN THOUSAND SEVEN HUNDRED THIRTY-FIVE DOLLARS AND
NO CENTS ($17,735.00)
Withdrawn until further notice.
G. CHANGE ORDER NO. 2 FOR TOTEM ELECTRIC, PR 511 IN THE AMOUNT OF
FOUR THOUSAND SIX HUNDRED FORTY-FIVE DOLLARS AND THIRTY-

V. INFORMATION OR DISCUSSION
A. PAYBACK AGREEMENTS UPDATE
Utilities Engineer Dwight Holobaugh updated the Public Works Committee and staff of
current Payback Agreements. The Engineering staff has developed a method for
improved control and status.
B. PUBLIC NUISANCE BRIEFING
City Engineer Dennis Dowdy requested the Public Works Committee review the present
Public Nuisance Ordinance.
The City Attorney and other staff members from Public Works Building Division will be
present to discuss this Ordinance (to be discussed) at a later date.
ARer some discussion in an attempt to focus on identifying the Council's concerns
regarding the dwelling conversion on 371h Street SE, which was a topic of interest
during the October 2, 1995 Council meeting, it was determined that the Committee
desires a briefing on whether or not the dwelling converson was permitted and complies
with zoning regulations.

Cathy Can' of Cathleen Can', Inc. (C.C.I.) distributed the draf~ for cost of service study. She
presented an overview of the findings of the study and will return 50 the Public Works
Committee meeting on October 23, 1995 to address questions and concerns.
Utilities Engineer Dwight Holobaugh distributed the proposed Well Head Protection Public
Involvement Plan and requested a review; to be discussed at the October 23, 1995 Public Works
meeting.
VI. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 5:55 p.m.
