I. CALL TO ORDER
The meeting was called to order at 5:36 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Don Kurle and
Council/Committee member Pat Bums. Staff in attendance were Public Works Director
Frank A. Curfie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle and, Utility
Planning Engineer Nass Diallo, Utilities Engineer Dwight Holobaugh, Traffic Engineer
Steve Mullen, City Attorney Michael Reynolds, Staff member Don Wright. Guests in
attendance were Cathy Carr of Cathleen Carr, Inc. (C.C.I.), Attorney at Law Tom
Mortimer, Fred Poe, Eugene Cerino and Gene Stidham.
City Engineer Dennis Dowdy brought corrections and additions to the attention of the
Public Works Committee.

Corrections to change 53rd to 32nd Street SE
H. ISSUES
A. ORDINANCE NO. 4800, ADD A NEW SUB SECTION TO AUBURN CITY
CODE CHAPTER 10.36 STOPPING, STANDING AND PARKING, SECTION
1036.310, PROHIltITED PARKING AREAS
City Engineer Dennis Dowdy presented Ordinance No. 4800 and recommended
approval to the Public Works Committee with the correction to change 53rd Street
SE to 32nd Street SE.
The Public Works Committee recommended approval to the Council at the
November 6, 1995 Council meeting.
B. RESOLUTION NO. 2670, TO PURCHASE TAX LOT PARCEL NO. 052105-
9038 AS OFFERED BY KING COUNTY FOR PUBLIC ROADWAY AND
UTILITY PURPOSES
City Engineer Dennis Dowdy gave a brief presentation and Gene Stidham directed
his comments and concerns to the Committee and staff.

C. RESOLUTION NO. 2678, TO EXECUTE INTERLOCAL AGREEMENT NO. 1
BETWEEN THE CITY AND KING COUNTY WATER DISTRICT NO. 111
FOR THE 132 AVE. SE INTERIM INTERTIE PROJECT
City Engineer Dennis Dowdy presented Resolution No. 2678; a general discussion
was held.
Being satisfied with the response, the Public Works Committee recommended
approval at their November 6, 1995 Council meeting.
D. RESOLUTION NO. 2680, TO EXTEND WATER AND SANITARY SEWER
FRANCHISES WITH KING COUNTY
City Engineer Dennis Dowdy briefed the Public Works Committee on the urgency
of adopting the Resolution.
The Public Works Committee recommended approval to the Council at the
November 6, 1995 Council meeting.
llI. CONSENT
A. UTILITY BILL ADJUSTMENT TO ACCOUNT #242.2760 IN THE AMOUNT
OF FOUR HUNDRED NINETY-FOUR DOLLARS AND FIFTY-FIVE CENTS
($494.55) TO ROBERT AND LINDA HERMAN

B. CHANGE ORDER NO. 1 FOR TOTEM ELECTRIC, PR 511 - SIGNAL
INTERCONNECT, IN THE AMOUNT OF SEVENTEEN THOUSAND SEVEN
HI. YNDRED THIRTY-FIVE DOLLARS AND NO CENTS ($17,735.00)

C. CHANGE ORDER NO. 2 FOR TOTEM ELECTRIC, PR 511 - SIGNAL

CONSENT Items A through C were approved by the Public Works Committee.

IV. INFORMATION Og DISCUSSION
A. WATER COST OF SERVICE STUDY
The Utilities Division of the Engineering staff updated the Public Works
Committee on the Water Cost Service Study. Additional information forthcoming
before the Study will be considered complete.
B. WATER RESOURCES PUBLIC SURVEY
Utility Planning Engineer Nass Diallo distributed a sample survey form and
requested comments from Public Works Committee members to be readdressed at
a later meeting.
C. CAPITAL PROJECT STATUS REPORT
City Engineer Dennis Dowdy and Sr. Engineer Dennis Selle briefed the Public
Works Committee on the current status of projects.
D. ENGINEER WORKLOAD MANAGEMENT
City Engineer Dennis Dowdy summarized the achievements of the Engineering
Section management; and discussed upcoming improvements. City Engineer
Dennis Dowdy will return with additional information from time to time.
E. CROSSWALK PRESENTATION
Traffic Engineer Steve Mullen distributed a handout and discussed the findings of
various surveys; City Policy was discussed and will again be discussed at a later
Public Works Committee meeting.
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7:25 p.m.
