CALL TO ORDER · The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth, Committee Chairman Wagner, Council/Committee member Kurle and Council member Borden. Council/Committee member Burns arrived at 6: 15. Staff in attendance were Public Works Director Frank Curde, City Engineer Dennis Dowdy, Planning Director Paul Krauss, Senior Engineer Dennis Selle, Utility Planning Engineer Nass Diallo, Transportation Planner Nick A&ali, Utilities Engineer Dwight Holobaugh, Traffic Engineer Steve Mullen, Senior Planner Bob Sokol, Associate Planner B. Sanders, Assistant Parks Director Dick Deal, Contracts Administrator Caroline Bergt. Guests in attendance were Attorney at Law Tom Mortliner, John Raeder from the Chamber of Commerce, Roger Thordarson, Director of Transportation for the Auburn School District, Glen Crow of Crow & Associates and T.B.D., and Paul Franks of Paul Franks Architects. H. ISSUES A. ORDINANCE NO. 4801, AMENDS A SUBSECTION TO AUBURN CITY CODE CHAPTER 10.35 STOPPING, STANDING AND PARKING, SECTION 10-36.310, PROHIBITED PARKING AREA - SOUTHEAST AUBUR~ City Engineer Dowdy presented the ordinance and answers questions about the location of the affected area. The Public Works Committee recommended approval to the Council at the ' November 20, 1995 Council meeting. B. RESOLUTION NO. 268 1, AUTHORIZES THE MAYOR AND CITY CLERK TO TERMINATED CERTAIN SIDEWALK CONSTRUCTION DELAY AGREEMENTS WHERE THE SIDEWALK IMPROVEMENTS HAVE BEEN COMPLETED City Engineer Dowdy recommend approval to the Public Works Committee as the terms of these agreements have been met. The Public Works Committee recommended approval to the Council at the November 20, 1995 Council meeting. C. ORDINANCE NO. 4804, AUTHORIZES THE ACQUISITION OF PROPERTY FOR INTERSECTION RIGHT-OF-WAY RELATED TO PR573B BY EM1NENT DOMAIN. Senior Engineer Selle answered questions from the Committee and explained that this is permission to start the process while negotiations continue. Committee requested that maps be included for presentation to the Council. The Public Works Committee recommended approval to the Council at the November 20, 1995 Council meeting. HI. CONSENT A. VEHICLE SURPLUS & SALE REQUEST See Consent Item D. B. STREET DELAY AGREEMENT FOR 10428 AUBURN BLACK DIAMOND ROAD, WALTER AND RENE SZAFRYK See Consent Item D. C. STREET DELAY AGREEMENT FOR 2710 24 STREET SE, RONALD AND ALICE BOgMAN See Consent Item D. D. RIGHT-OF-WAY USE PERMIT APPLICATION #30-95 FROM T.B.D., INC./BURGER KING FRANCHISE AT 1520 SUPERMALL WAY City Engineer Dowdy reviewed the changes made to the agreement based on the Committee's concerns and replied directly to each question posed by members at the last meeting. Committee members expressed a strong concern about the liabilities posed by the Flyover itself and how the City can be assued of compensation and/or protection from liability. Staff agreed to further research solutions. The Committee agreed to approve with the provision that the City Engineer telepole members when the appropriate revisions are known. Consent Items A through D were approved by the Public Works Committee. IV. INFORMATION OR DISCUSSION A. NON-MOTORIZED PLAN STUDY SCOPE Associate Planner, B. Sanders summarized the scope of work for this project setting out how the consultant and City staff will work with the public to do the early stages of planning. , ;PUBLIC WOKKS COMMITTEE MINUTES NOVEMBER 13, 1995 PAGE 3 OF 3 B. FUNDING FOR PR 502, LID 341 (37TH STREET SE) COSTS City Engineer Dowdy briefly informed the Committee about the budget amendment that will go through the Finance Committee to authorized General Fund monies to pay for additional costs. Committee asked for a cost breakdown which staff agreed to provide. C. RAILROAD TRAFFIC SIGNALS Traffic Engineer Mullen in response to the recent school bus train accident in Chicago reviewed for Committee members how railroad signals for gated crossings are coordinated with the City's signals to assure track clearance. Both railroads inspect all crossings monthly for preemption and safety. All crossings in the City are working well. The Washington Utilities and Transportation Commission will be doing a safety inspection news conference on Monday, November 20, at 10:00 am in Auburn as an example of how this system works. Mr. Thordarson from the Auburn School District talked about the training local bus drivers receive and rules in place that would avoid a similiar accident here. D. WATER RESOURCE STATUS REPORT Utilities Engineer Holobaugh and Attorney Tom Mottimer reviewed several water issues that are in the process or upcoming. E. WATER RATES STUDY Utilities Engineer Holobaugh distributed a'handout regarding rates. Committee members requi~sted a Council Workshop, to include all incoming Council members, regarding water issues during the first part of December. F. BRIEFING ON 277TH FUNDING City Engineer Dowdy gave a brief overview explaining how this will be coordinated with the City of Kent and include utility improvements as well as street improvements. V.
