CALL TO ORDER The meeting was called to order at 5:35 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Trish Borden and Council/Committee member Fred Poe. Staff in attendance were Public Works Director Frank A. Curfie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Utility Planning Engineer Nass Diallo, Utilities Engineer Dwight Holobaugh, Traffic Engineer Steve Mullen, staff member Don Wright, Public Works Secretary Laurie Scheder, Planning Manager of Intergovernmental Affairs Lisa Clausen, and Planning Director Paul Krauss. Guests in attendance were Ken Kinared of the Lakeland Company, Cathy Can' of C.C.I., Inc., and John Lashley. The Committee Chairman Rich Wagner introduced Councilmembers Trish Borden and Fred Poe to City staff and guests. CALL TO ORDER H. PUBLIC INPUT A. JOHN LASHLEY UTILITY ADJUSTMENT REQUEST Public Works Director Frank Curfie presented back-up information and a history of the water consumption. Mr. John LashIcy distributed information regarding the monthly average consumption from 1992 through 1995. A general discussion was held; the opinion of the Public Works Committee was to adjust the billing based on a 70 cfs consumption average for billing purposes for March and May of 1995. The staff.will process a standard adjustment form and submit as a Consent item at the next Public Works meeting to be held on January 22, 1996. PUBLIC WORKS COMMITTEE MINUTES JANUARY 8, 1996 PAGE 2 OF 5 IH. ISSUES A. ORDINANCE NO. 4821 - AMENDS AUBURN CITY CODE CHAPTER 10.36 STOPPING, STANDING AND PARKING, SECTIONS (VI. LOADING ZONES), 10.36.480 IDENTIFICATION, 10.36.490 COMMERCIAL LOADING ZONES DESIGNATED, 10.36.500 PASSENGER LOADING ZONES AND REPEALING 10. 36.510 SHORT-TERM LOADING ZONE S Traffic Engineer Steve Mullen introduced Ordinance No. 4821 requesting amendments to City Code Chapter 10.36. Being satisfied with the response, the Public Works Committee recommended approval to the City Council for their January 16, 1996 meeting. B. ORDINANCE NO. 4827 - IS A COST OF LIVING ADJUSTMENT TO SEWER UTILITY CUSTOMER RATES FOR AN INCREASE OF 3.2% THAT INCLUDES A $1.15 METRO INCREASE PASS THROUGH City Engineer Dennis Dowdy addressed Ordinance No. 4827; explaining the annual rate increase from Metro. Utility Planning Engineer Nass Diallo answered questions regarding the percentage factor and how the amount was determined. The Public Works Committee recommended approval to the City Council for their January 16, 1996 meeting. C. ORDINANCE NO. 4828 - IS A COST OF LIVING ADJUSTMENT TO STORM DRAINAGE UTILITY CUSTOMER RATES FOR AN INCREASE OF 3.2% City Engineer Dennis Dowdy presented Ordinance No. 4828; Councilmember Poe requested more information on historical and present revenue position, and further explanation of how the "factor" affects the actual rate increase for parcels which have high percentages of impervious area. RESOLUTION NO. 2694 - AUTHORIZES THE MAYOR AND CITY CLERK TO EXECUTE A TECHNICAL SERVICES AGREEMENT BETWEEN THE CITY OF AUBURN AND TECHSTAFF, INC. TO PROCURE TEMPORARY STAFF THKOUGH THE END OF 1996 City Engineer Dennis Dowdy presented service agreements for Techstaff and Yoh Company procuring temporary staff for 1996. The Public Works Committee recommended approval to the City Council at their January 16 meeting. E. RESOLUTION NO. 2698 - AUTHORIZES THE MAYOR AND CITY CLERK TO EXECUTE A TECHNICAL SEKVICES AGREEMENT BETWEEN CITY OF AUBURN AND H. L. YOH COMPANY TO PROCURE TEMPORARY STAFF THROUGH THE END OF 1996 See ISSUE D. IV. CONSENT A. UTILITY BILL ADJUSTMENT REQUEST TO ACCOUNT #419.0370 IN THE AMOUNT OF ONE THOUSAND NINE HUNDRED TWENTY-THREE DOLLARS AND SEVENTY-FIVE CENTS ($1,923.75) TO AUBURN HII.LS MOBILE HOME PARK City Engineer Dennis Dowdy brought an error to the attention of the Public Works Committee. The dollar amount should be $2,523.75; noted, corrected and approved. B. UTILITY BILL ADJUSTMENT REQUESTS TO ACCOUNT #419.0990 IN THE AMOUNT OF SIX HUNDRED SIXTY-FOUR DOLLARS AND SIXTY- FIVE CENTS ($664.65) TO C & O INVESTMENTS, ACCOUNT #242.1080 IN THE AMOUNT OF ONE THOUSAND TWENTY-THKEE DOLLARS AND NINETY-TWO CENTS ($1,023.92) TO SKYLARK MOBILE HOME PARK, TO ACCOUNT #323.1830 IN THE AMOUNT OF EIGHT HUNDRED EIGHTEEN DOLLARS AND NINETY-NINE CENTS ($818.99) TO TIMBEKLAND SAVING BANK, TO ACCOUNT #503.3420 IN THE AMOUNT OF TEN THOUSAND EIGHT HUNDRED TH/RTY-NINE DOLLARS AND EIGHTY-TWO CENTS ($10,839.82) TO AUBURN MANOR MOBILE HOME PARK Approved. CHANGE ORDER NO. 1, CONTRACT 95-15, PR 519, NORTH CENTRAL STORM BASIN IMPROVEMENT WITH ROBISON CONSTRUCTION IN THE AMOUNT OF FIFTY-FOUR THOUSAND FIVE HUNDRED NINE DOLLARS AND FORTY-TWO CENTS ($54,509.42) City Engineer Dennis Dowdy presented Change Order No. I; Councilmember Poe questioned the dollar amount. Being satisfied with the response, this item was approved. D. PERMISSION TO ADVERTISE FOR PR 557, 1995 STORM, SEWER AND WATER IMPROVEMENTS AT TEN DIFFERENT LOCATIONS WITHIN THE CITY City Engineer Dennis Dowdy requested permission to advertise. The Public Works Committee requested maps and additional storm drainage data. Consent item D. will be presented to the Public Works Committee at a later date. E. FINAL PAY ESTIMATE NO. 7 TO APPLY-A-LINE FOR TWO HTINDRED THIRTY-ONE DOLLARS AND SIXTY CENTS ($241.60)FOR PR 555, 1995 CHANNELIZATION, CONTRACT 95-04 City Engineer Dennis Dowdy presented this item and the Public Works Committee approved it. F. DESIGNATE A 1996 SOUTH KING COUNTY REGIONAL WATER ASSOCIATION (SKCRWA) REPRESENTATIVE FOR 1996 Noted and approved that Frank A. Curde, Director of Public Works is the representative and Dwight L. Holobaugh, Utilities Engineer, is our alternate representative. G. DESIGNATE A 1996 INTERIM WATER GROUP REPRESENTATIVE Noted and approved, Frank A. INFORMATION OR DISCUSSION A. ESHB 1724 PERMIT PROCESS LEGISLATION Discussion moved to the Planning Community Development Committee (P.C.D.C.) meeting of January 8, 1996 held at 7:30 p.m. B. PUBLIC WORKS COMMITTEE SCHEDULE Committee Chairman Wagner discussed the meeting schedule and requested that the Public Works Committee Agenda packets be mailed to each Committee member on Thursdays prior to the scheduled meetings. It was determined that the Committee will continue to meet on the second and fourth Mondays of each month at 5:30 p.m. C. ORIENTATION REQUESTS Public Works staff members will provide a listing of City facilities and Committeemembers will schedule tours accordingly. D. UTILITIES STATUS REPORT Utilities Engineer Dwight Holobaugh updated staff and Committeemembers on various utility projects. Items discussed were Water Comprehensive Plan, Rate Study Interim Intertie CIP Program, 2771h, and North Central Storm System. Committee Chairman Wagner suggested the Utilities Section develop a monthly or quarterly report. E. EMERGENCY SEWER REPAIR, PR 584 LIPDATE City Engineer Dennis Dowdy updated Committeemembers on the sewer repair. V.
