L CALL TO ORDER
The meeting was called to order at 4:30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Fred Poe,
Council/Committee member Trish Borden and Council member learme Barber. Council
member Sue Singer arrived at 5:10 p.m. Staff in attendance were Public Works Director
Frank A. Curde, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Utility
Planning Engineer Nass Diallo, Transportation Planner Nick Afzali, Utilities Engineer
Dwight Holobaugh, Traffic Engineer Steve Mullen, and Contracts Administrator Caroline
Bergt, staff member Don Wright. Guests in attendance were Cathy Caff of CCI, and John
Raeder from the Chamber of Commerce

II. ISSUES
A. ORDINANCE NO. 4830, AME~S CODWIlED CITY ORDINANCE
CHAPTER 13.41 RELATING TO UTILITY SYSTEMS DEVELOPMENT
CHARGES FOR WATER AND SEWER
City Engineer Dowdy introduced the ordinance and noted the changes
incorporated since the last presentation to the Committee. Holobaugh replied to
several questions raised by Committee member Borden. Being satisfied with the
response, the Public Works Committee recommended approval to the City Council
for their February 20, 1996 meeting.
B. ORDINANCE NO. 4834, AMENDS AUBURN CITY CODE CHAPTER 10.12
TRAFFIC REGULATIONS, SECTION 10.12.110 INCREASES AND
DECREASES ON ARTERIALS
City Engineer Dowdy introduced the ordinance to increase the speed limit on 37th
St. SE to 35 mph. At~er a lengthy discussion it was decided to leave the speed
limit at the current 30 mph.

C. RESOLUTION NO. 2718, 1996 ENGINEERING/SURVEYING SERVICES
AGREEMENT WITH INCA ENGINEERS, INC.
City Engineer Dowdy presented the resolution for project surveying for 1996.
Committee member Poe asked that Item 2, under Compensation be renegotiated to
state that the daily rate will not exceed $895.00. The Committee recommended
approval to the City Council at the February 20, 1996 meeting, if the change to the
contract is made.
D. RESOLUTION NO. 2721, INTERLOCAL AGREEMENT 2 BETWEEN
COVINGTON WATER DISTRICT, KING COUNTY WATER DISTRICT #111,
AND THE CITY OF AUBURN
Holobaugh briefed the Committee. It was decided that due to time constraints and
the significance of the project, that presentations at the February 26 and March 11
Public Works Committee would be made before this resolution was acted upon.

The Public Works Committee recommended approval of the Consent items A and
B to the Council at their February 20, 1996 meeting.

INFORMATION OR DISCUSSION
A. TRANSPORTATION COMPREHENSIVE PLAN
Dennis Dowdy gave the members a handout introducing the 6-year TIP briefly
discussing it's importance and how it will work this year with concurrency. Nick
Afzali did a short overview of the rating system. Dowdy passed out a proposed
strategy for Committee members to review and comment on about funding
restraints.
B. WATER 'RATE STUDY
Cathy Carr of CCI handed out information on the Water Rates Study for the
members to review and quickly touched on the high points.
C. CAPITAL PROJECTS STATUS REPORT
Due to time constraints, Discussion items C through F were held over for the next
Public Works Committee meeting to be held on February 26, 1996.
D. UPDATE ON BNSF PLANS FOR STAMPEDE PASS
See Discussion item D. above.
E. CLEANUP OF STORM UTILITY PROPERTY NORTH OF FULMER FIELD
See Discussion item D. above.
F. ENERGY EFFICIENCY STUDY
See Discussion item D. above.
