L CALL TO ORDER
The meeting was called to order at 4:35 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Trish Borden and
Council/Committee member Fred Poe. Staff in attendance were Public Works Director
Frank A. Curfie, City Engineer Dennis Dowdy, Senior Engin~r Dennis Selle, Utility
Planning Engineer Nass Diallo, Utilities Engineer Dwight Holobaugh, Traffic Engineer
Steve Mullen, Development Engineer Ozzie Carrasquilla, Finance Director Dianne Supler,
Public Works Secretary Laurie Scheder, and staff member Don Wright. Guests in
attendance were Cathy Carr of C.C.I., lohn Raeder from Chamber of Commerce,
Attorney at Law Tom Mortimer, Chris Pitre of Pacific Groundwater Group (P.G.G.).
NOTE: for the record, II. ISSUES items and IV. CONSENT items were mistakenly
reversed.
11 ISSUES IV. CONSENT
A. AWARD CONTRACT NO. 96-04, MS 713, SR 167/15TH STREET NW
SOUTHBOUND RAMPS EMERALD DOWNS ROADWAY
IMPROVEMENTS TO THE LOWEST QUALIFIED BIDDER
The Public Works Committee recommended approval of CONSENT items A. and
B. to the Council at their March 4, 1996
B. STREET DELAY AGREEMENT FOR COX AND WOODWARD FOR HALF-
STREET IMPROVEMENTS
See CONSENT item A. above.
IV. CONSENT 11 ISSUES
A. ORDINANCE NO. 4834 AUTHORIZES THE ACCEPTANCE AND
EXPENDITURE OF GRANT FUNDS FROM WASHINGTON STATE
TRANSPORTATION IMPROVEMENT BOARD
City Engineer Dennis Dowdy presented Ordinance No. 4834. Being satisfied with
the response, the Committee recommended approval to the Council at their March
4, 1996 meeting.
B. RESOLUTION NO. 2719 DECLARES THE AUTHORIZATION TO SURPLUS
CITY-OWNED REAL PROPERTY LOCATED IN THE VICINITY OF 'T'
STREET NE AND 18TH STREET NE

City Engineer Dennis Dowdy presented Resolution No. 2719. He noted the
revised changes to the Resolution. The Committee recommended approval to the
Council at the March 4, 1996 meeting.
C. RESOLUTION NO. 2722 AUTHORIZES THE MAYOR TO EXECUTE A
PURCHASE AND SALE AGREEMENT FOR THE PURCHASE OF TWO
PARCELS OF PROPERTY LOCATED IN THE VICINITY OF "R" STREET
SE AND HOWARD ROAD FOR THE PURPOSE OF CONTROLLING
FLOODING IN THE A/LEA
City Engineer Dennis Dowdy and Utilities Engineer Dwight Holobaugh presented
Resolution No. 2722; a general discussion was held. Being satisfied, the
Committee recommended approval to the Council at their March 4, 1996 meeting.
D. RESOLUTION NO. 2723 AUTHOR/ZES THE MAYOR AND CITY CLEPxK
TO EXECUTE AN INTERLOCAL AGREEMENT BETWEEN KING COUNTY
METRO AND THE CITY OF AUBURN TO DO WORK RELATING TO THE
COMMUTE TRIP REDUCTION ACT (CTR)
City Engineer Dennis Dowdy and Traffic Engineer Steve Mullen urged the Public
Works Committee to recommend approval to the Council at their March 4, 1996
meeting. Traffic Engineer Steve Mullen stated that Metro does an excellent job.
The Committee recommended approval to the Council at their March 4, 1996
meeting.
IV. INFORMATION OR DISCUSSION
A. PUBLIC WOKKS COMMITTEE WO1LKSHOPS
The City staff and Public Works Committee members discussed scheduling of
meetings and workshops. A tentative schedule has been established for the months
of March and April, 1996.

The purpose of the "workshops" is to address current year work program.
B. CAPITAL STATUS REPORT
City Engineer Dennis Dowdy and Senior Engineer Dennis Selle updated the Public
Works Committee members. Senior Engineer Dennis Selle noted the proposed
"B" Street NW LID is to be postponed until 1997, due to current workload and
staffing considerations and establishment of the LID and property acquisition.
C. WATER RESOURCE SUBJECTS (45 MINUTE PRESENTATION)
Utilities Engineer Dwight Holobaugh, City staff members and various consultants
presented information relating to the Rate Study, Intertie Agreements and their
relationship to water resources.
The Public Works Committee approved Muckleshoot Indian Tribe Water
Resources oversight of $25,000.00; a mid-year budget adjustment to be done.
D. MUCKLESHOOT SANITARY SEWER CONNECTION AGREEMENT
City Engineer Dennis Dowdy introduced a draft Agreement for review and
consideration. The Committee approved the Agreement; a mid-year budget
adjustment to be done for approximately $90,000.00.
E. ENERGY EFFICIENCY STUDY
City Engineer Dennis Dowdy briefed the Public Works Committee on the Water
Resource Program and the Production Meter Calibration.
A mid-year budget adjustment to be done for approximately $22,000.00.
F. CLEANUP OF STORM UTILITY PROPERTY NORTH OF FULMER FIELD
City Engineer Dennis Dowdy advised the Committee that clean-up of property
began on February 26, 1996.

G. SOLE SOURCE FOR NORTH CENTRAL STORM PUMPS
Utilities Engineer Dwight Holobaugh advised the Public Works Committee that a
resolution is to be prepared for approval at the March 4, 1996 Council meeting.
H. CITY EMERGENCY PROJECTS (REIMBURSEMENT FOR FLOOD
DAMAGE)
City Engineer distributed a handout on flood damage and responded to questions
~'om the Public Works Committee members.
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7:30 p.m.
