HomeMy WebLinkAbout03-18-1996PUBLIC WORKS COMMITTEE MINUTES March 18, 1996 L CALL TO ORDER The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Trish Borden and Council/Committee member Fred Poe. Staff in attendance were Public Works Director Frank A. Curtie, City Engineer Dennis Dowdy, Transportation Planner Nick 'Afzali and Traffic Engineer Steve Mullen. Guests in attendance were __~one) TOPICS A. Stampede Pass/BNSF Operations Issue - Impact on City Transportation System The following was presented and discussed. No actionswas taken. Present Model results ofblockage impacts due to Stampede Pass .Discuss options as to how to proceed with Transportation Plan 1. Continue process, as is; ignore Stampede Pass issue for now and deal with impacts as best we can. 2. Revise approach to accommodate BNSF Stampede Pass option, and attempt to maintain LOS -- results in entirely new list of deficient roadways. 3. Continue process - attempt to offset BNSF impacts as much as possible within existing flamework -- Legislature authorized $75,000 to evaluate impacts of Stampede Pass opening, Plan could adopt mitigation measures, by reference, that result from evaluation B. RENEWED INTEREST IN CORRIDOR LOS The following was presented and discussed. No actionswas taken. 1. Travel time through the corridor. 2. Weighted average intersection delay. 3. Average intersection.delay at signalized intersections. 4. Average travel speed. 5. Re-define corridors and limits. Further discussion, if appropriate, about emphasis on internal trip-making versus motorists "just passing through" Auburn.
