CALL TO ORDER The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Trish Borden and Council/Committee member Fred Poe. Staff in attendance were City Engineer Dennis Dowdy, Utility Engineer Dwight Holobaugh, Utility Planning Engineer Nass Diallo, Utilities staff member Don Wright, Finance Director Diane Supler, and Public Works Secretary Laurie Scheder. Guests in attendance were Cathy Carr of Cathleen Can', Inc., and John Raeder from the Chamber of Commerce. I. CALL TO ORDER H. ISSUES A. ORDINANCE NO. 4848, AUTHORIZES THE ACCEPTANCE AND EXPENDITURES OF FEDERAL ISTEA PRESERVATION FUNDS OF $433,882.00 FOR RESURFACING AND REPAIRING ARTER/AL STREETS City Engineer Dennis Dowdy presented Ordinance No. 4848 authorizing acceptance and expenditure of Federal ISTEA Preservation Funds. A general discussion was held. Modification of proposed street maintenance listing to be completed and available for the City Council meeting of April 1, 1996. The Public Works Committee recommended approval with the acknowledgment of the discussed modification. It was agreed that staff will present alternate estimates for dealing with the condition of Oravetz Road at the Workshop on April 1 st, and that the Chairperson will determine during the Council meeting the appropriate amendments to the Ordinance. B. ORDINANCE NO. 4849, AUTHORIZES THE ACCEPTANCE AND EXPENDITURE OF $75,000 OF CATEGORY "Z" FUNDS FROM THE STATE LEGISLATIVE APPROPRIATION FOR THE STUDY OF TRAFFIC IMPACTS CAUSED BY THE REOPENING OF THE STAMPEDE PASS ROUTE BY THE BURLINGTON NORTHERN-SANTA FE RAILROAD City Engineer Dennis Dowdy discussed Ordinance No. 4849; he stressed the need for the City of Auburn to conduct their own study. RESOLUTION NO. 2721, APPROVES INTERLOCAL AGREEMENT 2 BETWEEN COVINGTON WATER DISTRICT, KING COUNTY WATER DISTRICT 111, AND THE CITY OF AUBURN Let the record show no decision to be made until Cost of Study (water rates) is completed. D. RESOLUTION NO. 2729, AUTHORIZES THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT FOR PROFESSIONAL REAL PROPERTY APPRAISAL SERVICES FOR 1996 BETWEEN THE CITY AND CLENDANIEL, LEMA & WATTS, INC. City Engineer Dennis Dowdy reviewed Resolution No. 2729 renewal of Consultant Agreement. The Public Works Committee recommended approval to the Council at their April 1, 1996 meeting. IV. CONSENT A. CHANGE ORDER NO. 1 FOR PR 573A, CONTRACT 95-19, WITH M.A. SEGALE, INC. IN THE AMOUNT OF SEVENTY-SEVEN THOUSAND THREE HUNDRED THIRTY-THREE DOLLARS AND THIRTY-ONE CENTS ($77,333.31) See CONSENT item C. B. FINAL PAY ESTIMATE FOR PR 573A, CONTRACT 95-19, EMERALD DOWNS ROADWAY IMPROVEMENTS, IN THE AMOUNT OF SEVENTY- THREE THOUSAND FOUR HUNDRED SIXTY-SIX DOLLARS AND SIXTY- FOUR CENTS ($73,466.64) See CONSENT item C. C. RIGHT-OF-WAY APPLICATION FOR A 5-YEAR TERM WITH CONDITIONS, ON THE WEST SIDE OF "D" STREET SE BETWEEN "D" PLACE SE AND 37TH STREET SE The Public Works Committee approved CONSENT items A., B. and C. WATER P~ATES - ORDINANCE REVISIONS The utilities staff presented data requested by the Public Works Committee members. It was decided to continue the discussion at the April 1, 1996 Workshop.
