L CALL TO ORDER
The meeting was called to order at 5:40 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Trish Borden and
Council/Committee member Fred Poe. Staff in attendance were Public Works Director
Frank A. Curfie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Utility
Planning Engineer Nass Diallo, Transportation Planner Nick Ab. ali, Utilities Engineer
Dwight Holobaugh, staff member Don Wright, Finance Director Diane Supler, Planning
Director Paul Krauss, and Intergovernmental Affairs Manager Lisa Clausen of the
Planning Department, and Public Works Secretary Laurie Scheder.
Guests in attendance were Cathy Cart of CCI, Inc., John Raeder from the Chamber of
Commerce, Vern Krinke the Sec-Treas of River Park Estates, and Bob Poldervardt and
Kip Herren of the Auburn School District.
IL PUBLIC INPUT
A. RIVER PARK ESTATES STREET DEDICATION
City Engineer Dennis Dowdy introduced Vern Krinke, the Sec-Treas. of the River
Park Estates. Mr. Krinke returned to the Public Works Committee to update staff
and the Public Works Committee members on the response of the homeowners in
River Park Estates. The River Park Estates Homeowners have been requesting
dedication of the private streets since 1988. The maintenance of the streets will
cost $100,000.00 and the Homeowners Association is requesting support from the
City of Aubum. The Public Works Committee will review the request, plan to
tour the streets and will respond to River Park Homeowners Association at a later
date.
B. AUBURN I-HGH SCHOOL PAKKING COMPLAINT
Public Works Director Frank A. Curfie presented a map displaying the current
parking situation surrounding Auburn Senior High. A petition to remove timed
parking zones was submitted for students at Auburn Senior High.
A general discussion was held; Public Works staff is to prepare an ordinance to
remove the restriction on 51 additional parking spaces. This ordinance is to be
presented to City Council on April 15, 1996.

A. ORDINANCE NO. 4850 REPEALS CITY ORDINANCE NO. 4832 PASSED
FEBRUARY 5, 1996 AS THE GRANT WAS PREVIOUSLY APPROVED BY
COUNCIL ON OCTOBER 16, 1995 PER ORDINANCE NO. 4799
City Engineer Dennis Dowdy requested repeal of Ordinance No. 4850. The Public
Works Committee recommended approval to the City Council at their April 15,
1996 meeting.
B. ORDINANCE NO.'4851 AMENDS CITY CODE, SECTION 10.36.225,
OBSTRUCTING POST OFFICE BOXES PROHIBITED. THE CHANGE IS
MEANT TO REFLECT THE ACTUAL HOURS OF MAIL DELIVERY PER -
THE AUBURN OFFICE OF THE US POSTAL SERVICE
City Engineer Dennis Dowdy presented Ordinance No. 4851. Council member
Poe requested we further investigate enforceablility of the Ordinance and return to
Public Works at a later date.
C. ORDINANCE NO. 4856 AUTHORIZES THE ACCEPTANCE AND
: EXPENDITURE OF EIGHT HUNDRED THOUSAND DOLLARS
($800,000.00) OF FEDERAL ISTEA-STP FUNDS FOR THE DESIGN AND
RIGHT-OF-WAY ACQUISITION OF PR 529, THE SR 1~8 WESTBOUND
RAMPf'C" STREET SW
City Engineer Dennis Dowdy requested the acceptance of Ordinance No. 4856.
The Public Works Committee recommended approval to the Council at their April
15, 1996 meeting.
D. RESOLUTION NO. 2734 AUTHORIZES THE CITY TO SURPLUS CITY-
OWNED REAL PROPERTY. THE PROPERTY HAS BEEN UTILIZED BY
CENEX FOR MORE THAN THIRTY YEARS
City Engineer Dennis Dowdy introduced Resolution No. 2734. The Public Works
Committee recommended approval to the Council at their April 15, 1996 meeting.
IV. CONSENT
A. FINAL PAY ESTIMATE FOR CONTRACT NO. 95-27, TO R.W. SCOTT
CONSTRUCTION IN THE AMOUNT OF TWENTY THOUSAND SIX
HUNDRED FORTY-SEVEN DOLLARS AND FOUR CENTS ($20,647.04)

members.. It was decided to continue the discussion at the April 15, 1996
workshop.

C. CONTRACT PROCUREMENT PROCESS PRESENTATION

D. RTA PROPOSAL PACKETS
The RTA packets were distributed to staff and Public Works .Committee members.
Lisa Clausen of the Planning Department reviewed and answeredvarious questions
by staff and Committee members. She urged Committee members to review the
packets, as the draft resolution is to be prepared and available for the Public
Heating on April 24, 1996.

NOTE: THE lAKELAND HILLS SOUTH UTILITY SERVICES AGREEMENT WILL
BE PRESENTED AT THE NEXT PCDC MEETING (APRIL 8). TRAFFIC
AND UTILITY ISSUES WILL BE DISCUSSED.
