L CALL TO ORDER
The meeting was called to order at 5:35 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Trish Borden and
Council/Committee member Fred Poe. Staff in attendance were Public Works Director
Frank A..Cf~rde, City Engineer Dennis Dowdy, Utility Planning Engineer Nass Diallo,
Transportation Planner Nick Afzali, Utilities Engineer Dwight Holobaugh, Traffic
Engineer Steve MuHen, Finance Director Diane Suplet, and Public Works Secretary
Laurie Scheder.
Guests in attendance were Jim Bahke, Evelyn Clair, Elaine Emerson, Ana and Necati
Aktoprak, Rick Pierce, Cathy Can' of C.C.I., Ken Kinared of Henderson Homes.
'IV. INFORMATION OR DISCUSSION
C. GEODECKY GOLF DRIVING RANGE
Committee Chairman Rich Wagner suggested we take Agenda items out of
schedule order to accommodate the guests in attendance.
A general discussion was held giving a brief history of the Geodecky property. Jim
Bahke stated he had a client that was interested in purchasing or leasing the land
for a driving range. Committee Chairman Wagner stated a lease option would be a
better method. to proceed with the proposal, and that the Public Works Committee
will review.
The next item for discussion was not on the Agenda. Citizens from the Forest
Ridge area came to 'discuss the Land Clearing Ordinance.
City Engineer Dennis Dowdy stated he has begun a preliminary study of the
Ordinance reviewing with other cities and the City Attorney. City Engineer
Dowdy and staff will review and make suggested revisions and retum to the Public
Works Committee at the next scheduled Workshop. This Ordinance item to be
advertised as a Public Meeting.

ii. ISSUES
A. ORDINANCE NO. 4859, TO INCLUDE EXPENDITURE AND
APPROPRIATION TO THE ACCEPTANCE OF $75,000 IN CATEGORY "Z"
GRANT FUNDS FOR A TRAFFIC IMPACT STUDY
City Engineer Dennis Dowdy requested we remove Ordinance No. 4859 from
Issues. It may or may not be returned at a later date.
B. ORDINANCE NO. 4851, AMENDS CITY CODE SECTION 10.36.225,
OBSTRUCTING POST OFFICE BOXES PROHIBITED
City Engineer Dennis Dowdy submitted Ordinance No. 4851. Being satisfied, the
Public Works Committee recommended approval to the City Council at their May
6, 1996 meeting.

IV. INFORMATION OR DISCUSSION
A. TRANSPORTATION COMPREHENSIVE PLAN
Traffic Engineer Steve Mullen distributed data and discussed the Corridor LOS
strategies. The Public Works Committee acknowledged that the additional shorter
corridors evaluated seem more appropriate to affording a method of system
management and further designated three additional corridors. Staff will revise the
corridor maps and redistribute to the Committee members. Staff will now proceed
to bring back to the Committee Capital Improvements relative to the designated
corridors to be considered in the formation of the Six-year Traffic Improvement
Program (TIP).
B. UTILITY SERVICE BILLING ADJUSTMENT POLICY
City Engineer Dennis Dowdy reviewed with Committee members a draft of
suggested procedures to be utilized for all utility adjustments. Corrections and
deletions were noted. In particular, the Committee sees a need for an appeal
process. Staff to return with con'ected procedures for review by Public Works
Committee members.

D. CAPITAL PROJECTS STATUS REPORT
City Engineer Dennis Dowdy requested and received comments on the status
report.
E. WATER RATES
Utilities Engineer Dwight Holobaugh and staff members distributed additional data
to support changes to the water rates. A general discussion was held. Utilities
staff will return with additional data.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7:30 p.m.
