CALL TO ORDER The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Fred Poe, Council member Eugene Cerino, and Council/Committee member Trish Borden was excused. Staff in attendance were Public Works Director Frank A. Curtie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Utility Planning Engineer Nass Diallo, Transportation Planner Nick Afzali, Utilities Engineer Dwight Holobaugh, Traffic Engineer Steve Mullen, Chris Thorn Water Quality Programs Manager, Don Wright staff member, and Public Works Secretary Laurie Scheder. Guests in attendance were John Raeder from the Chamber of Commerce and Cathleen Cart, Inc. of C.C.I. H. ISSUES A. ORDINANCE NO. 4876, AUTHORIZES THE ACCEPTANCE AND EXPENDITURES OF A $100,000 GRANT FROM THE TRANSPORTATION IMPROVEMENT BOARD (Tin) FOR THE DESIGN AND CONSTRUCTION OF PR 592 City Engineer Dennis Dowdy presented Ordinance No. 4876. The Public Works Committee recommended approval to the Council at their June 17, 1996 meeting. B. ORDINANCE NO. 4877, AUTHORIZES THE ACCEPTANCE AND EXPENDITURES OF A $545,232.91 GRANT FROM THE TRANSPORTATION IMPROVEMENT BOARD (TIB) FOR PRE-DESIGN AND RIGHT-OF-WAY FOR PR 562 City Engineer Dennis Dowdy presented Ordinance No. 4877. The Public Works Committee agreed to approve this Ordinance noting changes to the Exhibit. To be presented to City Council on July 1, 1996. C. ORDINANCE NO. 4878, AMENDS CHAPTER 13.04 ENTITLED WATER SERVICE - GENERAL REGULATIONS, TO CHANGE THE RATE STRUCTURE FOR WATER UTILITY CUSTOMERS This Ordinance was discussed af[er Consent item B. CONSENT A. 5-YEAR RIGHT-OF-WAY USE APPLICATION TO HAVE OUTDOOR SEATING, USING PORTION OF THE CITY SIDEWALK OFF OF "A" STREET SW FOR PASTIME TAVERN, INC. The Public Works Committee denied the application for outdoor seating; to be granted for special events (i.e. Good 'ol Days) only. The long-term use of public sidewalks for sale of alcoholic beverages is not considered in the best interest of the public. IV. INFORMATION OR DISCUSSION A. 6-YEAR TRANSPORTATION IMPROVEMENT PROJECTS (TIP) City Engineer Dennis Dowdy and Traffic Engineer presented the revised 6-year Transportation Plan. Being satisfied with the corrections, the Public Works Committee recommended approval to the Council at the July 1, 1996 meeting. B. CAPITAL STATUS REPORT City Engineer Dennis Dowdy and Senior Engineer Dennis Selle answered various questions and concerns from the Public Works Committee members. Item of discussion was the timing and completion of the racetrack improvements. C. UPDATE ON EMERALD DOWNS Public Works Director Frank A. Currie and Utilities Engineer Dwight Holobaugh presented several alternatives and options regarding water rates. Discussion of phasing implementations of full depreciation funding was held at length, along with analysis of impacts to both single-family and multi-family residential customers. The Committee gave direction to limit the alternative selections to two. The first being a funding shortfall of approximately $280K, and the second being a shortfall of approximately $500K. The Public Works Committee members will consider the remaining two alternatives prior to the July 1, 1996 meeting, at which a decision is expected.
