I. CALL TO ORDER
The meeting was called to order at 4:30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Trish Borden and
Council/Committee member Fred Poe. Staff in attendance were Public Works Director
Frank A. Curde, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Utility
Planning Engineer Nass Diallo, Utilities Engineer Dwight Holobaugh, Finance Director
Diane Supler, staff member Don Wright, and Public Works Secretary Laurie Scheder.
Guest in attendance was Cathy Carr of C.C.I.
12I. ISSUES
A. RESOLUTION NO. 2753, FIXES 7:30 PM ON AUGUST 5, 1996 AS THE
TIME AND DATE FOR A PUBLIC HEARING BEFORE THE CITY
COUNCIL ON THE 1997-2002 SIX-YEAR TRANSPORTATION
IMPROVEMENT PROGRAM
City Engineer Dennis Dowdy requested a Public Hearing for the 1997-2002 Six-
Year Transportation Improvement Program. The Public Works Committee
recommended approval to the Council at their July 1, 1996 meeting.
B. ORDINANCE NO. 4878, REPEALS THE AUBURN CITY CODE, CHAPTER
13.04 ENTITLED "WATER SERVICE - GENERAL REGULATIONS" AND
ADOPTS A NEW AUBURN CITY CODE CHAPTER 13.06 ENTITLED
"WATER UTILITY GENERAL REGULATIONS"
Utilities Engineer Dwight Holobaugh presented the Ordinance containing the
sr~allest rate increase of the two alternatives remaining, as selected by the Public
Works Committee during its meeting of June 17, 1996. A detailed discussion was
held as to the rate's affect on residential customers.
The Public Works Committee recommended adoption to the to the Council at their
July 15, 1996 meeting.
C. ORDINANCE NO. 4879, PROVIDES A RATE EXEMPTION FOR
RESIDENTIAL CUSTOMERS WHO USE KIDNEY DIALYSIS MACHINES
IN THEIR HOME AND UPDATES THE "UTILITY RATE EXEMPTION"
CHAPTER
Ordinance No. 4879 will return to the Public Works Committee on July 22, 1996
with requested changes.

D. ORDINANCE NO. 4882, ADDS A NEW SUB SECTION TO SECTION
10.36.300 ENTITLED "PROHIBITED PARKING AREAS - NORTHWEST
AUBURN"
City Engineer Dennis Dowdy presented Ordinance No. 4882. The Public Works
Committee recommended approval to the Council at their July 1, 1996 City
Council meeting.
IH. CONSENT
A. GRANT PERMISSION TO ADVERTISE FOR PR 586, NORTH CENTRAL
REGIONAL STORM FACILITIES PHASE 1B, PUMPING STATION
The Public Works Committee recommended approval of CONSENT items A. and
B. to the Council at their July 1, 1996 meeting.
B. TEMPORARY RIGHT-OF-WAY USE PERMIT #15-96 FOR ADA, TO CLOSE
DOWNTOWN STREETS FOR THE ANNUAL SIDEWALK SALE; EAST
MAIN STREET TO "A" STREET SW INCLUDING "B" STREET NE (TO
THE ALLEY) AND THE "B" STREET PEDESTRIAN MALL (7 AM
THURSDAY, JULY 25, TO 9 PM ON SATURDAY, JULY 27, 1996)
The Public Works Committee recommends approval of consent item B.
IV. INFORMATION OR DISCUSSION
NONE
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 5:30 p.m.
