CALL TO ORDER The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Trish Borden and Council/Committee member Fred Poe. Staff in attendance were Public Works Director Frank A. Currie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Transportation Planner Nick Afzali, Utilities Engineer Dwight Holobaugh, Traffic Engineer Steve Mullen, staff member Don Wright, Planning Director Paul Krauss, Intergovernmental Affairs Manager Lisa Clausen, M & O Manager Alice I. Conrad, Street Division Supervisor Steve Bowen, Sewer/Storm Division Supervisor Mike Martin, Water Division Bill Scheder, Solid Waste Division Supervisor, Auburn Police Dept. Sgt. Marty Brunette and Public Works Secretary Laurie Scheder. Guests in attendance were Attorneys at Law Craig Coorobs and Tom Mortimer, Chamber of Commerce member John Raeder, Henderson Homes representative Ken Kinaxed, Geodecke property representatives John Latouseki and Jim Bakke, The Lakeland Company representative Rich Pierce, resident of J Street Fred Stevens, Auburn School District representatives Kip Herron and Bob Poldervart, Regional Transit Association representative Val Batey and Eracon representative Steve Nelson. II. ISSUES A. ORDINANCE NO. 4859 - REPEALS ORDINANCE NO. 4849 THAT APPROVED THE ACCEPTANCE AND EXPENDITURE OF SEVENTY- FIVE THOUSAND DOLLARS ($75,000) IN STATE FUNDING FOR THE STUDY OF TRAFFIC IMPACTS CAUSED BY THE REOPENING OF STAMPEDE PASS ROUTE BY THE BURLINGTON NORTHERN-SANTA FE RAILWAY City Engineer Dennis Dowdy directed attention to proposed Ordinance No. 4859. The Public Works Committee recommended the repeal of Ordinance No. 4849 to the Council at their August 19, 1996 meeting. B. ORDINANCE NO. 4898 - AMENDS AUBURN CITY CODE TO REFLECT NO PARKING BETWEEN 8 PM AND 6 AM ON 4TH STREET SE, BOTH SIDES, FROM ITS INTERSECTION WITH THE SOUTHERN LEG OF "T' STREET SE EASTERLY TO ITS EASTERN TERMINATION IN A CUL-DE- SAC City Engineer Dennis Dowdy introduced Ordinance No. 4898 and Ordinance No. 4899. The Public Works Committee reserved approval, subject to receiving the petition from residents. Signs to read "No Parking from Sunset to Sunrise". ORDINANCE NO. 4899 - AMENDS AUBURN CITY CODE TO REFLECT NO PARKING BETWEEN 8 PM AND 6 AM ON "V' PLACE SE, BOTH SIDES, FROM ITS INTERSECTION WITH 4TH STREET SE SOUTHERLY AND EASTERLY TO ITS EASTERN TERMINATION IN A CUL-DE-SAC See ISSUES B. D. RESOLUTION NO. 2759 - AUTHORIZES AN AGREEMENT WITH THE TMODEL CORPORATION FOR REVISION TO THE EXISTING TRANSPORTATION MODEL FOR THE CITY OF AUBURN. THE PLANNING DEPARTMENT IS CONTRIBUTING TEN THOUSAND DOLLARS ($10,000) FROM A CURRENT GRANT AND THE ENGINEERING DIVISION WILL FUND THE REST THROUGH THEIR APPROVED PROFESSIONAL SERVICES BUDGET City Engineer Dennis Dowdy presented Resolution No. 2759. The Public Works Committee recommended approval to the Council at their August 19, 1996 meeting. E. RESOLUTION NO. 2769 - AUTHORIZES THE ACQUISITION OF PROPERTY NECESSARY FOR THE IMPROVEMENT TO THE SR 18/"C" STREET SW INTERCHANGE RAMP, PR 529. RIGHT-OF-WAY FUNDS FOR THIS PROJECT ARE PROVIDED BY STATE TRANSPORTATION IMPROVEMENT BOARD AND FEDERAL ISTEA DOLLARS City Engineer Dennis Dowdy presented Resolution No. 2769. The Public Works Committee recommended approval to the Council at their August 19, 1996 meeting. F. RESOLUTION NO. 2771 - THE REGIONAL TRANSIT AUTHORITY (RTA) BOARD HAS APPROVED A REVISED PHASE ONE FINAL PLAN, "THE TEN-YEAR REGIONAL TRANSIT SYSTEM PLAN," TO SUBMIT TO THE VOTERS WITHIN THE RTA DISTRICT BOUNDARY AT THE NOVEMBER 1996 ELECTION A general discussion regarding Resolution No. 2771 was held. The staff, Committee members and Vat Batey from the Regional Transit Association participated. The Public Works Committee requested that this issue be tabled and returned to the Committee on August 26, 1996. · PUBLIC WORKS COMMITTEE MINUTES AUGUST 12, 1996 PAGE 3 OF 5 G. RESOLUTION NO. 2770 - AUTHORIZES THE EXECUTION OF INTERLOCAL AGREEMENT NO. 3 FOR THE ALGONA WATER INTERTIE PROJECT Utilities Engineer Dwight Holobaugh directed attention to Resolution No. 2770. The Public Works Committee recommended approval to the Council at their August 19, 1996 meeting. H. RESOLUTION NO. 2721 - AUTHORIZES THE EXECUTION OF INTERLOCAL AGREEMENT NO. 2 BETWEEN COVINGTON WATER DISTRICT, KING COUNTY WATER DISTRICT NO. 111 AND THE CITY OF AUBURN. THIS AGREEMENT IS CONSISTENT WITH THE JOINT OPERATING AGREEMENT OF THE SOUTH KING COUNTY REGIONAL WATER ASSOCIATION The Public Works Committee recommended that this issue be tabled and returned to the Committee on August 26, 1996 with additional information related to how the parties will finance and secure their obligations to Auburn during construction. CONSENT A. FINAL PAY ESTIMATE #4 FOR PR 566, CONTRACT 96-02, THE AUBURN AND KING COUNTY WATER DISTRICT #111 WATER SYSTEM INTERTIE, TO J.J. SPRAGUE IN THE AMOUNT OF TWELVE THOUSAND ONE HUNDRED FIFTY-SEVEN DOLLARS AND FIFTY- SEVEN CENTS ($12,157.57) The Public Works Committee approved CONSENT item A. B. AWARD PR 591, CONTRACT 96-11, WELL #7 AT CITY PARK, TO CHARON DRILLING, INC. ON THE LOW BID OF ONE HUNDRED THIRTY-FIVE THOUSAND NINE HUNDRED FORTY DOLLARS ($135,940) The Public Works Committee approved CONSENT item B. C. APPROVE CHANGE ORDER NO. 6 FOR PR 573B, CONTRACT 95-25, EMERALD DOWNS ROADWAY IMPROVEMENTS, TO R.W. SCOTT CONSTRUCTION IN THE AMOUNT OF NINETY-NINE THOUSAND SEVEN HUNDRED THIRTY DOLLARS AND FIFTY-NINE CENTS ($99,730.59) The Public Works Committee approved CONSENT item C. PUBLIC WORKS COMMITTEE MINUTES AUGUST 12, 1996 " ' ' PAGE 4 OF 5 D. 5-YEAR RIGHT-OF-WAY USE PERMIT APPLICATION//20-96 FROM THE CASE CORPORATION (FORMERLY 2702 WEST VALLEY HIGHWAY) FOR A MONITORING WELL IN CITY RIGHT-OF-WAY LOCATED AT 26TH STREET NW OFF OF WEST VALLEY HIGHWAY NORTH The Public Works Committee approved CONSENT item D. IV. INFORMATION OR DISCUSSION A. M & O WORK PRESENTATION - 30 MINUTES M & O Manager Alice I. Conrad and staff members Bill Scheder, Water Division Supervisor, Mike Martin Sewer/Storm Supervisor, Steve Bowen, Street Division Supervisor, and Dick Sulser, Solid Waste Supervisor gave a brief overview of functions and workloads of Maintenance and Operations Division. B. TRANSPORTATION PLAN A general discussion was held regarding the Transportation Plan. The Public Works Committee was requested to make comments to staff prior to the next Public Works Committee meeting on August 26, 1996. It was also decided to set aside one hour for discussion at the August 26, 1996 meeting. C. .j. STREET PARKING City Engineer Dennis Dowdy discussed with City staff and Public Works Committee members alternatives to solving the .j. Street parking issue. Staff agreed to work with Auburn School District officials to recommend an appropriate solution at the next Public Works Committee meeting on August 26, 1996. D. GEODECKY REQUEST FOR PROPOSALS Utilities Engineer Dwight Holobaugh advised the Public Works Committee of wetland alternatives; study costs will be less than $5,000. WAKAZURU PROPERTY This item was postponed until the August 26, 1996 Public Works Committee meeting. F. PR 589 STREET PRESERVATION BIDS STRAIGHT TO COUNCIL City Engineer Dennis Dowdy notified Public Works Committee that due to time constraints this bid may go straight to Council for approval. G. MUCKLESHOOT GLOBAL AGREEMENT Public Works Committee moved this item to a full Council Workshop on August 19, 1996 at 5:30 p.m. H. NEELEY PROPERTY This item was tabled until the next Public Works Committee meeting on August 26, 1996. I. BRIEFING ON KENT'S SOUTH 277TH PRO3ECT This item was tabled until the next Public Works Committee meeting on August 26, 1996. V.
