L CALL TO ORDER
The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Fred Poe. and
Council/Committee member Gene Cerino. Council/Committee member Trish Borden was
excused. Staff in attendance were Public Works Director Frank A. Curfie, City Engineer
Dennis Dowdy, Senior Engineer Dennis SeHe, Transportation Planner Nick Afzali,
Utilities Engineer Dwight Holobaugh, Traffic Engineer Steve Mullen, Finance Director
Diane Suplet, Water Compliance Progntms Coordinator, Chris Thorn and Public Works
Secretary Laurie Scheder.
Guests in attendance were John Raeder from the Chamber of Commerce; Ken Kinared,
Henderson Homes; Jim Bakhe and John Lotovset, Gedecky Properties, and Craig Stone of
W.S.D.O.T.

A. PERMISSION TO ADVERTISE FOR PR 545 AND PR 577, ALL TRAFFIC
SIGNAL IMPROVEMENT PROJECTS
The Public Works Committee recommends approval of Consent Item A.
B. AWARD SMALL WORKS CONTRACT NO. 96-15, PR 576, 1996
CHANNELIZATION PROGRAM, TO APPLY-A-LINE ON THEIR LOW BID
OF SIXTY-TWO THOUSAND NINE HUNDRED DOLLARS AND TWENTY-
FIVE CENTS ($62,900.25)
The Public Works Committee recommends approval of Consent Item B.

HUNDRED FIFTY-FIVE DOLLARS AND NO CENTS ($14,555.00)
The Public Works Committee recommends approval of Consent Item C.
D. FIVE YEAR RIGHT-OF-WAY USE APPLICATION NO. 27-96 FROM
CUGINI FLORIST FOR FENCING IN THEIR DUMPSTERS, SUBJECT TO A
LETTER FROM RST DISPOSAL REGARDING GARBAGE PICK-UP
The Public Works Committee recommends approval of Consent Item D.
IV. INFORMATION OR DISCUSSION
A. WSDOT PRESENTATION ON STATE ROUTE 509
Craig Stone of the Long Range Planning Committee for W. S. D. O. T. presented a brief
overview of the proposed State Route 509 improvements. It was agreed that the
performed alignment alternate does not impact Auburn.
B. TRANSPORTATION PLAN FINANCE CHAPTER
City Engineer Dennis Dowdy presented the Transportation Plan Chapter 4, Funding
Strategies. A copy of the draf~ strategy and the briefing slides will be provided to
committee members. During the next session, discussion will continue..
C. TERRACE DRIVE NON-MOTORIZED OPTIONS
Senior Engineer Dennis Selle discussed Terrace Drive non-motorized options. The street
section west bound will be within the proposed 60 foot right of way to accommodate the
future 44 foot wide street section with sidewalks on both sides. The curb and gutter side
of the street section will be adjacent to the plat. The City will participate in the
construction of sidewalks adjacent to the plat from the easterly plat access road to W St.
NW and consideration will be given to improving the existing gravel shoulder along the
north side of S 316th from W St. NW to Evergreen Heights School. This will enhance
pedestrian access.

· * D. MIT SANITARY SEWER AGREEMENT
City Engineer Dennis Dowdy briefed the Public Works Committee on the status of the
MIT Sanitary Sewer Agreement. The Agreement has been reviewed by the Muckleshoot
Indian Tribe and returned with suggested changes. City staff is reviewing and will return
comments to the Muckleshoot Indian Tribe.
* * E. CAPITAL PROJECT STATUS REPORT
City Engineer Dennis Dowdy and Senior engineer Dennis Selle addressed various
questions fi'om the Public Works Committee.
* * F. LID SCHEDULE INFORMATION
City Engineer Dennis Dowdy told the Public Works Committee that we expect to come to
the October 14th session to brief LID #346 and to set the final assessment roll public
hearing.
* * G. REPORT ON GEODEKE NORTH DEVELOPMENT OPTIONS
Water Compliance Programs Coordinator Chris Thorn reported to the Public Works
Committee the wetlands mitigation investigation. The Public Works Committee directed
this matter go before the full Council Executive Session on October 7, 1996.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7:25 p.m.
