L CALL TO ORDER
The meeting was called to order at 5:35 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Tdsh Borden and
Council/Committee member Fred Poe. Staff in attendance were Public Works Director
Frank A. Curfie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle,
Transportation Planner Nick Afzali, Utilities Engineer Dwight Holobaugh, Traffic
Engineer Steve Mullerr, Building and Land Use Code Enforcement Manager Tony Baca,
Finance Director Diane Supler, and Public Works Secretary Laurie Scheder.
Guests in attendance were Ken Kinared and Chuck Henderson of Henderson Homes.

IV. INFORMATION OR DISCUSSION
A. BUDGET BRIEFINGS (1 HOUR)
Public Works Director Frank A. Curfie presented the Public Works budget.
Distribution was made of the proposed 1997 budget. Discussion, lasting
approximately one hour, was held by the Public Works Committee and City staff
members.
Council member Poe requested to be briefed in more detail on the Capital Project
budgets for streets and utilities. Staff agreed to arrange.
A presentation of the Building Division; Permits and Inspections, Building
Maintenance, Engineering Division; Plans and Services, Arterial Street Fund;
Maintenance and Operations Division; Street, Water, Sewer, Storm Drainage,
Equipment Rental and Solid Waste.

B. TRANSPORTATION PLAN - FINANCIAL STRATEGY AND
CONCURRENCY MANAGEMENT
Traffic Engineer Steve Mullen presented additional information as requested by the
Public Works Committee; capital funding requirements necessary to support Level
of Service C, D and E. Also, discussed preservation needs and total funding needs
for the transportation plan.
A more detailed discussion of funding strategies to be presented at the next Public
Works meeting on October 28, 1996.
C. BILATERIAL COMPLIANCE AGREEMENT WITH DOH FOR LEAD AND
COPPER IN WATER
Utilities Engineer Dwight Holobaugh distributed the Bilateral Compliance
Agreement for Public Works Committee information. Dwight indicated the
significance of the document and requested their review and comments, if
necessary.
