L CALL TO ORDER
The meeting was called to order at 5:40 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Trish Borden and
Council/Committee member Fred Poe. Staff in attendance were Public Works Director
Frank A. Curfie, City Engineer Dennis Dowdy, Utility Planning Engineer Nass Diallo,
Transportation Planner Nick Afzali, Utilities Engineer Dwight Holobaugh, Traffic
Engineer Steve Mullen, Finance Director Diane Suplet, Planning Director Paul Krauss,
Senior Planner Bob Sokol, City staff member Don Wright, Council member Gene Cerino
and Public Works Secretary Laurie Scheder.
Guests in attendance were King County Surface Water Management Terry Butler, Ken
Kinared of The Lakeland Company, Consultant Attorney Tom Mortimer, Mark Utting and
Nancy Riccio of P.G.G., John Raeder of the Chamber of Commerce, and Jim Bakke of
Geodecke Properties.
II. ISSUES
A. ORDINANCE NO. 4923 - TO ACCEPT $100,000 IN GRANT FUNDS FROM
THE FEDERAL RAILROAD ADMINISTRATION FOR THE DOWNTOWN
MASTER PLAN UPDATE. THE PROPOSED LOCAL MATCH OF $75,000 IS
THE LEGISLATIVE TRANSPORTATION COMMITTEE GRANT FOR THE
BNRR STAMPEDE PASS STUDY
City Engineer Dennis Dowdy requested Ordinance No. 4923 be pulled from the
agenda. City staff is waiting for Legislative clarification. Confirming no local
match is intended.

A. FINAL PAY ESTIMATE FOR PR 505, CONTRACT NO. 95-07, AUBURN
WAY NORTH TO WOODWORTH & COMPANY IN THE AMOUNT OF
$74,115.33

IMPROVEMENT PROJECT
The Public Works Committee recommends approval of Consent item B.
C. STREET DELAY AGREEMENT FOR BREWER CHRYSLER-PLYMOUTH
FOR SIDEWALK AND ILLUMINATION IMPROVEMENTS
The Public Works Committee recommended approval of Consent item C.
IV'. INFORMATION OR DISCUSSION
· A. KING COUNTY JOINT WETLANDS BANKING PRESENTATION
Water Quality Programs Coordinator Chris Thorn presented the King County
Wetlands Banking Proposal. A general discussion was held. SAMP Plan
completion; funding and purchase of land were discussed.
The Committee is of the opinion that City participation should proceed only after
the Corps completes SAMP and issues a regional permit for Mill Creek.
Reservations about purchasing more wetlands, while we already own substantial
amounts awaiting some beneficial use, were expressed. Also that this is premature
until City Storm Comprehensive Plan is updated and that these funds compete with
other more worthy capital projects.
Committee Chairman Wagner requested the date of the Storm Drainage Plan
completion.
Council member Poe asked for updated maps; if they were not cost prohibitive.
B. COMPREHENSIVE TRANSPORTATION PLAN - FINANCE CHAPTER
City Engineer Dennis Dowdy presented the financial chapter of the Comprehensive
Transportation Plan. It was noted that with current revenue sources, the long-
term capital and preservation needs far exceed the level of financing available.
That the Council needs to consider more than just Level of Service (LOS) in
setting the policy and strategy for developing the total system. That establishing a

LOS too high tends to divert funds from repairing and maintaining our existing
streets. That perhaps we should begin to favor repairing existing infrastructure
before committing to build more which we cannot afford to maintain,
Committee Chairman Wagner voiced a strong desire to proceed expeditiously to
adoption.
C. DRAFT MUCKLESHOOT SEWER CONNECTION AGREEMENT AND PR
560, MUCKLESHOOT SANITARY SEWER VAULT SMALL WORKS BID
City Engineer Dennis Dowdy updated the Public Works Committee on the current
status of the draft Muckleshoot Sewer Agreement. The Mucldeshoot Indian Tribe
is reviewing the Agreement and the City is waiting for revisions.
The sanitary sewer vault design is nearly complete and ready for advertisement. It
was noted that the schedule for completion is very tight and that the City may need
to go to construction prior to the agreement execution. Staff will keep the
Committee appraised of developments.
· D. AQUIFER CHARACTER PRESENTATION - 20 MINUTES
Consultant Attorney Tom Motimer updated the Public Works Committee on the
progress, study approach and goals of the Aquifer Study. P.G.G consultant
presented a brief overview of date and findings collected to date.
E. PIERCE COUNTY PAA COMPREHENSIVE AGREEMENT
Utilities Planning Engineer Nass Diallo discussed the status of the Pierce County
PAA Comprehensive Agreement. It is the general consensus that Lakeland Hills
(pierce County) will be annexed to Auburn.
F. DRAFT AGREEMENT AND ROW PERMIT WITH WORLD COM
City Engineer Dennis Dowdy is reviewing and drafting the Right-of-way Permit
and Agreement with World Corn; will return to Public Works at a later date.
G. LID 346/PR 513 NE AUBURN SIDEWALK IMPROVEMENT ASSESSMENT
ROLL
City Engineer Dennis Dowdy distributed the Assessment Roll for LID 346; the
Public Works Committee is aware of mail out the week of October 28, 1996.

H. CAPITAL PROJECTS STATUS REPORT
City Engineer Dennis Dowdy answered general questions regarding the Capital
Status Report.
· * I. DRAFT REQUEST FOR PROPOSALS (RFP) FOR GEODECKE NORTH
Water Quality Programs Coordinator Chris Thorn and staff requested direction
~'om the Public Works Committee on the sale or lease of the Geodecke north
property.
The Public Works Committee requested further financial data be provided and
discussion to be held at a later date. In general the Committee favored:
1. Presenting in RFP as much information as possible without committing
City staff
2. Better definition of constraints and requirements.
3. State minimum acceptable offer.
4. Known required improvements such as half-street.
5. Location where wetland fills maybe mitigated.
6. Consider only sale or lease offers.
7. Contingent upon successful processing through SEPA.
8. Allow each developer to determine the lot line between upland and
wetland.
· * J. DRAFT METRO TURNBACK AGREEMENT
Utilities Engineer Dwight Holobaugh presented the proposed Metro Turnback
Agreement for further review and discussion.

There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7:30 p.m.
