PUBLIC WORKS COMMITTEE MINUTES CiTY CL~'Rtf$ OFFICE'
L CALL TO ORDER
The meeting was called to order at 5:35 p.m. Those in attendance were Committee
Chairman Rich Wagner, Council/Committee member Trish Borden and
CounciVCommittee member Fred Poe. Staff in attendance were Public Works Director
Frank A. Currie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Utility
Planning Engineer Nass Diallo, Transportation Planner Nick Af'zali, Traffic Engineer Steve
Mullen, Finance Director Diane Supler, staff member Don Wright, and Public Works
Secretary Laurie Scheder.
Guests in attendance were John Raeder, Chamber of Commerce Ken Kinared from The
Lakeland Company, Shirley Hays Marroguin of King County Water Pollution Control
Division, Tim LaPorte from the City of Kent Depa~ment of Public Works Engineering
Division.
II. ISSUES
A. RESOLUTION NO. 2795, AUTHORIZES THE EXECUTION OF A
FACILITIES ACQUISITION AGREEMENT WITH METROPOLITAN KING
COUNTY WHICH WILL ALLOW THE CITY TO TRANSFER INTEREST IN
THE WEST VALLEY INTERCEPTOR SEWER, THE LAKELAND HILLS
PUMP STATION AND THE LAKELAND HILLS FORCE MAIN TO THE
COUNTY
City Engineer Dennis Dowdy presented Resolution No. 2795 and gave a brief
history of the Agreement.
Being satisfied, the Public Works Committee recommended approval to the
Council at their December 16, 1996 meeting.

A. FINAL PAY ESTIMATE #7 FOR PR 5 13A, CONTRACT 95-21, LID 346
RESIDENTIAL SIDEWALK IMPROVEMENTS IN THE AMOUNT OF
SEVEN THOUSAND FOUR HUNDRED TEN DOLLARS AND TWENTY-
EIGHT CENTS ($7,410.28) TO D.A. ZULUAGA
The Public Works Committee recommends approval of CONSENT item A.
B. PERMISSION TO ADVERTISE FOR BIDS FOR PR 560, MUCKLESHOOT
SEWER SYSTEM, FLOW CONTROL VAULT
The Public Works Committee recommends approval of CONSENT item A;
conditions of approval will be the signed Agreement with IV[IT and receipt of the
Tribe's deposit.
C. PERMISSION TO ADVERTISE FOR BIDS FOR PR 567, SOUTH CENTRAL
STORM IMPROVEMENT
The Public Works Committee recommends approval of CONSENT item B.
IV. INFORMATION OR DISCUSSION
* A. KING COUNTY WATER POLLUTION CONTROL - NEW REGIONAL
WASTEWATER SERVICES PLAN (20 MINUTES PRESENTATION)
Shirley Hays Marroquin from King County presented and made distribution of
proposed strategies to meet future wastewater service needs. She encouraged
staff and the Public Works Committee to become involved in the process; through
suburban cities.
B. BRIEFING ON PR 562, S. 277TH PROJECT
Tim LaPone, from the City of Kent, gave a brief presentation of the S. 277th
project.
C. TRANSPORTATION PLAN
Committee Chairman Rich Wagner proposed that the Public Works Committee
delay the Transportation Plan completion for six months, pending better data
regarding the BNSF Railroad and funding of grade separation crossings. The
Committee members feel it would present a much more accurate picture of level of

service. After some discussion, staff agreed to continue work on an aggressive
schedule and provide additional modeling results as soon as possible.
The Committee may benefit from a concurring presentation by the City's
Consultant. Staff agreed to check on the possibility of having the Consultant
explain the relationship between LOS and traffic impact fees.
It is the Public Works Engineering staff's opinion to continue with the original plan
and amend the plan, if necessary. At the next session, the Committee and staff will
review street preservation concerns and standards.
Various methods of establishing level of services standards were discussed. Staff
is to return to Public Works Committee with additional data in two weeks.
D. "F' STREET LID COSTS
City Engineer Dennis Dowdy requested additional funds ($5,000.00) to complete
additional study of the LID. The Public Works Committee felt that the burden of
the study should be placed on the Developer.
E. CAPITAL PROJECTS STATUS REPORT
Senior Engineer Dennis Selle answered questions regarding the Status Report
additional data requested; and revisions to the form to be made.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 8:00 p.m.
