CALL TO ORDER The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Gene Cerino and Council/Committee member Fred Poe. Staff in attendance were City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Utility Planning Engineer Nass Diallo, Transportation Planner Nick Afzali, Utilities Engineer Dwight Holobaugh, Traffic Engineer Steve Mullen, and Public Works Secretary Laurie Scheder. ISSUES NONE Dennis Dowdy discussed the "B" Street LID. This being a provisional issue, the information needed to present to Public Works has not been completed. The information will be completed and provided by March 3, and the City Council will review. The Public Works Committee recommended approval. IH. CONSENT A. AWARD CONTRACT NO. 97-04, PR 567, SOUTH CENTRAL STORM IMPROVEMENTS, PHASE 1, TO SCOTTY'S GENERAL CONSTRUCTION, INC. ON THEIR LOW BID OF SIXTY-NINE THOUSAND EIGHT HUNDRED EIGHT DOLLARS AND TWENTY-FIVE CENTS ($69,808.25) PLUS WASHINGTON STATE SALES TAX City Engineer Dennis Dowdy presented the award Contract No. 97-04 for PR 567. A general discussion was held. Being satisfied, the Public Works Committee recommended approval to the Council at their March 3, 1997 meeting. IV. INFORMATION OR DISCUSSION A. CAPITAL PROJECT STATUS REPORT AND MEMO City Engineer Dennis Dowdy presented the format changes on the Capital Project Status Report. PK 599 WATEK PIPELINE IMPROVEMENTS PROGRAM Utilities Engineer Dwight Holobaugh discussed the PR 599 Water Pipeline Program. When completed it will improve fire flow within certain areas in the City of Auburn. C. PR 602 SOUTH CENTRAL PHASE 2 SCOPE BRIEFING Utilities Engineer Dwight Holobaugh briefed the Public Works Committee on PR 602 Phase 2. Phase 1 is presently being built and we are continuing on with Phase 2, in hopes of utilizing lessons learned from Phase 1. D. PR 604 MT. VIEW DRYv'E/WEST MAIN STORM IMPROVEMENTS SCOPE BRIEFING Utilities Engineer Dwight Holobaugh and staff members updated the Public Works Committee on the proposed improvements for PR 604. This is unfunded in the budget, but is needed to deal effectively with severe storms such as the one in February, 1997. A mid-year budget adjustment will be needed. E. PR 608 ACADEMY TO GREEN RIVER STORM REPAIR Utilities Engineer Dwight Holobaugh and staff members update the Public Works Committee on the proposed repairs. The Committee requested a map of the area noting King County responsibility. Like PR 604, this issue arose in the February 1997 storm when the drainage structure was destroyed. Utility and FEMA funds will be used to finance restoration. A budget amendment is needed. F. WATER RIGHTS INCLUDING AQUIFER STUDY AND PROFESSIONAL SERVICES Utilities Engineer Dwight Holobaugh discussed the need for aquifer study and professional services to continue. The Committee asked to be updated at least quarterly. Staff will do so. 'G. TRANSPORTATION PLAN FEEDBACK ON LEVEL OF SERVICE/FINANCING City Engineer Dennis Dowdy and staff distributed the requested changes to the Transportation Plan.
