PUBLIC WORKS COMMITTEE MINUTES May 12,1997
EXECUTIVE SESSION - Began at 5:00 PM
I. CALL TO ORDI~R
The meeting was called to order at 6:10 p.m. Those in attendance were Committee
Chairman Rich Wagner, Council/Committee member Gene Cerino and Council/Committee
member Fred Poe. Staff in attendance were Public Works Director Frank A. Curfie, City
Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Utilities Engineer Dwight
Holobaugh, Traffic Engineer Steve Mullen, Storm Drainage Engineer Tim Carlaw, Project
Engineer Les Brattain, Water Quality Programs Coordinator Chris Thorn, Water Utility
Engineer Carl Every, Senior Accountant Diane Piasecld, and Public Works Secretary
Laurie Scheder.
Guest in attendance was Pete Lewis from the Chamber of Commerce.
II. ISSUES
A. ORDINANCE NO. 4955, PRELIMINARY ASSESSMENT ROLE FOR "B"
STREET LID 347, ESTABLISHING THE LID
City Engineer Dennis Dowdy presented Ordinance No. 4955. The Public Works
Committee determined that no further action should be taken until an oppommity
to discuss the merits of the project and the City's cost share, in a future session,
with the property owners.
B. ORDINANCE NO. 4969 TO ACCEPT TIB GRANT IN THE AMOUNT OF
$761,000.00 FOR "A" STREET - 3RD STREET SW TO MAIN
City Engineer Dennis Dowdy presented Ordinance No. 4969. The Public Works
Committee recommended approval to the City Council at their May 19, 1997
meeting.

C. RESOLUTION NO. 2842 FOR PURCHASE AND SALE AGREEMENT FOR
PROPERTY RELATED TO PR 529, SR 18/"C" STREET SW IN THE
AMOUNT $622,000.00
City Engineer Dennis Dowdy presented Ordinance No. 2842. The Public Works
Committee recommended approval to the City Council at their May 19, 1997
meeting.
D. RESOLUTION NO. 2843 CALLING FOR A PUBLIC HEARING REGARDING
STREET VACATION PETITION NO. V-03-94 FOR THE UNOPENED
PORTION OF ORAVETZ ROAD FROM EAST OF MILL POND DRIVE SE
TO APPROXIMATELY "A" STREET SE
Senior Engineer Dennis Selle presented documentation and discussed with the
Public Works Committee members Resolution No. 2843. The Public Works
Committee requested a Public Hearing to resolve Resolution No. 2843. The
Public Works Committee recommended approval to the City Council at the May
19, 1997 meeting.

A. PERMISSION TO ADVERTISE FOR PR 589, 1996 STREET
PRESERVATION
Senior Engineer Dennis Selle requested permission to advertise for PR 589. The
Public Works Committee decided to defer CONSENT items A and B until receipt
of the City' s draft 6-year TIP.
B. PERMISSION TO ADVERTISE FOR PR 617, ORAVETZ ROAD
Senior Engineer Dennis Selle requested permission to advertise for PR 617. The
Public Works Committee decided to defer CONSENT items A and B until receipt
of the City' s draf~ 6-year TIP.
C. AWARD CONTRACT 97-03, PR 592, 1996 SIDEWALK IMPROVEMENTS,
AUBURN WAY S 6TH TO 12TH AND LES GOVE ACCESS, TO THE
LOWEST RESPONSIBLE BIDDER
City Engineer Dennis Dowdy presented Contract 97-02. The Public Works
Committee recommended approval to the City Council at their May 19, 1997
meeting.

D. AWARD CONTRACT 97-05, PR 553, PR 577, PR 545 AND A PORTION OF
PR 592, TO THE LOW RESPONSIBLE BIDDER FOR TRAFFIC SIGNAL
INSTALLATION AND INTERSECTION IMPROVEMENTS ON "A" STREET
SE AND AUBURN WAY S & 12TH SE, AND LOOP DETECTOR
REPLACEMENTS
City Engineer Dennis Dowdy presented Contract 97-05, PR 553, PR 577, PR 545
and PR 592. The Public Works Committee recommended approval to the City
Council at their May 19, 1997 meeting.
IV. INFORMATION OR DISCUSSION
A. PR 593, GOEDECKE NORTH PROPOSALS
Water Quality Programs Coordinator Chris Thorn presented data regarding the
proposals submitted. The information is currently under legal advisement and staff
will update the Public Works Committee on further developments. It is expected
that staff recommendation will be to reject both bids.
B. PR 580, CENTRAL STORM BRIEFING
Storm Drainage Engineer Tim Carlaw updated the Public Works Committee on
the status of PR 580. The Utility Section will return to the Public Works with
additional information regarding revisions to the Comprehensive Drainage Plan for
the southern area of the City.
C. STATUS OF THE MIT VAULT
City Engineer Dennis Dowdy updated the Public Works Committee on the status.
The project is being prepared for advertisement and the City has not yet received
the final executed Connection Agreement with deposits.
D. CAPITAL PROJECT STATUS REPORT
City Engineer Dennis Dowdy and Senior Engineer Dennis Selle updated the Public
Works Committee on the current project status report.
ADDITIONAL DISCUSSION ITEMS
Committee Chairman Rich Wagner requested an alternate committee member for
attendance of the monthly meeting for the Global Committee that deals with the
Muckleshoot Tribal issues. This Committee meets on the second Thursday of each month
from 4:00 p.m. to 6: p.m.

Council/Committee member Gene Cerino accepted. Staff agreed to verify with the Mayor
the method of confirmation.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7:35 p.m.
