Staff in attendance were Public Works Director Frank A. Curde, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Transportation Planner Nick Afzali, Utilities Engineer Dwight Holobaugh, Traffic Engineer Steve Mullen, Finance Director Diane Supler, City Attorney Mike Reynolds, Water Utility Engineer Carl Every, Engineering Design Coordinator Ingdd Gaub, Special Projects Engineer Jack Locke, and Contracts Administrator Caroline Bergt. Guests in attendance were John Raeder of the Chamber &Commerce and Bob Stobie of T & S Development. 12L ISSUES * A. ORDINANCE NO. 4955 ORDERS TIlE CONSTRUCTION OF STREET AND RELATED IMPROVEMENTS TO "B" STREET NW WITH THE ESTABLISHMENT OF LID 347 Senior Engineer Selle presented an overhead display showing the proposed improvements that include building two lanes at this time with curb and gutter on the east side of the 55 feet of right.of. way and an improved shoulder and stormwater conveyance ditch on the west side. This would allow for an additional two lanes to be added at a later date. Special Projects Engineer Locke passed out a funding status cost report and reviewed it with the committee. City Engineer Dowdy went over the long range plans and funding strategies for "B" Street NW. The Public Work Committee recommended approval to the City Council at their June 2, 1997 meeting. CONSENT A. PERMISSION TO ADVERTISE FOR PR 591, WELL #7 WATER LINES Senior Engineer Selle requested permission to advertise for this project related to the Interlocal Agreement with King County Water District #111 and Covington Water District. PERMISSION TO ADVERTISE FOR PR 589, 1996/1997 STREET PRESERVATION Senior Engineer Selle reviewed the revised limits and funding of this project. The Public Work Committee recommended approval to the City Council at their June 2, 1997 meeting. C. PERMISSION TO ADVERTISE FOR PR 617, ORAVETZ ROAD PAVEMENT RESTORATION Senior Engineer Selle requested permission to advertise this project using 102 half cent gas funds only. The Public Work Committee recommended approval to the City Council at their June 2, 1997 meeting. D. PERMISSION TO ADVERTISE FOR PR 598, 1997 SANITARY SEWER REPLACEMENT Senior Engineer Selle requested permission to go out for bid on this project. The Public Work Committee recommended approval to the City Council at their June 2, 1997 meeting. E. REJECT ALL BIDS FOR PR 593 City Engineer Dowdy requested that both bids received be rejected as non- responsive. Utilities Engineer Holobaugh responded to questions from the Committee and the Public Work Committee recommended approval to the City Council at their June 2, 1997 meeting. F. RATIFY EXHIBIT B FOR INTERLOCAL AGREEMENT #1 City Engineer Dowdy presented the exhibit and the Public Work Committee recommended approval to the City Council at their June 2, 1997 meeting. 'IV. INFORMATION OR DISCUSSION A. LEA HILL RESERVOIR OPTIONS Water Utility Engineer Every reviewed a handout on the options and considerations for reservoirs 4A and 4B on Lea Hill. He and Utilities Engineer Holobaugh responded to questions from the Committee regarding the process, the proposed forest mural, and funding. The Committee agreed with the recommended plan of action for remedial work on the reservoirs and a mid-year budget adjustment that will be necessary due to the additional costs of paint PUBLIC WORKS COMMITTEE MINUTES MAY 27,1997 PAGE 3 OF 3 removal. The Committee asked that additional information on the mural be presented at a later date. B. SIX-YEAR TRANSPORTATION IMPROVEMENT PLAN (TIP) City Engineer Selle reviewed the funding of the half cent gas tax fund and the anticipated year end balance. Traffic Engineer Mullen and Transportation Planner Afzali presented the draft TIP and discussed several key projects. It was decided that Staff would update the matrix used last year to determine project priority and bring the results to a future meeting. Staff was also asked to present estimates for doing some preliminary engineering on several urgent projects at the next meeting. C. PR 604 MOUNTAIN VIEW DRIVE/WEST MAIN STORM IMPROVEMENT Senior Engineer Selle presented several displays of the proposed project that would use cells to control silt in the area. The Committee was highly in favor of moving ahead with the project and agreed to a mid-year budget adjustment to begin the actual design. D. CAPITAL PROJECTS STATUS REPORT Staff responded to several questions from the Committee regarding the report. City Engineer Dowdy updated the Committee on the status of Mucldeshoot Sanitary Sewer Agreement and the Regulatory Vault Project.
