CALL TO ORDER The meeting was called to order at 5:00 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Gene Cerino and Council/Committee member Fred Poe. Staff in attendance were Public Works Director Frank A. Currie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Utilities Engineer Dwight Holobaugh, Water Utility Engineer Carl Every, Planning Director Paul Krauss, Senior Planner Bob Sokol, Finance Director Diane Supler, and Public Works Secretary Laurie Scheder. Guests in attendance were Pete Lewis and John Raeder from the Chamber of Commerce, Fred Stevens, resident on "J" Street NE. CITIZEN INPUT - PARKING AROUND THE HIGH SCHOOL Fred Stevens, resident of "J" St. NE, returned to the Public Works Committee to discuss parking by the students of Auburn High School. After discussing several alternative remedies, it was determined that staff will prepare sample signs that limit the parking on the block of "J" Street just south of 4th Street NE. After coordination with residents of that block, providing there is general community support for such restrictive signing, staff will report back to the Committee with an appropriate signing solution. A trial period of one year was discussed, once the solution is proposed. NOTE: An Executive Session was called from 5:20 p.m. - 5:45 p.m. II. ISSUES A. RESOLUTION NO. 2868, PIPE LINE LICENSE AGREEMENT The Public Works Committee recommended approval to the Council at their August 18, 1997 meeting. ORDINANCE NO. 5005 AMENDING CITY CODE CHAPTER 12.60 ENTITLED "RIGHT-OF-WAY PERMITS", SECTION 12.60.020 ENTITLED "FEE" FOR PROVIDING FOR COUNCIL APPROVAL FOR RIGHT-OF-WAY USE AGREEMENTS LONGER THAN FIVE YEARS City Engineer Dennis Dowdy explained the request for "Right-of-Way Permits" to be effective longer than five years. The Public Works Committee recommended approval at their August 18, 1997 meeting. III. CONSENT A. AWARD CONTRACT NO. 97-09, PR 529, TO BRAD MASON TRUCKING AND EXCAVATING, INC. ON THEIR LOW BID OF $44,526.00 PLUS WA STATE TAX FOR THE DEMO OF TWO RESIDENCES FOR THE CONSTRUCTION OF SR18/"C" STREET SW RAMP As per agenda modification; rejection of all bids and permission to advertise. The Public Works Committee recommended approval to the Council at their August 18, 1997 meeting. B. REJECT ALL BIDS FOR PR 560, CONTRACT NO. 97-14 AND REQUEST PERMISSION TO READVERTISE FOR BIDS The Public Works Committee members requested an explanation of the rejection of all bids. Staff explained the irregularities that occurred. Being satisfied, the Committee recommended approval to the Council at their August 18, 1997 meeting. AGENDA MODIFICATION "B." SHOULD BE "C.". C. AWARD CONTRACT NO. 97-01, PR 589, 1997 CITY STREET REHABILITATION Staff briefed the Public Works Committee (see attached spreadsheet) on the options for awarding the contract. After discussion of the possibilities and the funding requirements for each, the Committee decided to award the contract to the PUBLIC WORKS COMMITTEE MINUTES AUGUST 11, 1997 PAGE 3 OF 5 lowest bidder as bid, but directing staff to negotiate a change order reducing" ' Schedule "C" to an mount essential to keep the scope of the total project within the authorized mount of $714,997.00. The Public Works Committee recommended approval to the Council at the August 18, 1997 meeting with the above stated condition. D. PERMISSION TO ADVERTISE FOR BID PR 568, AUBURN 400 PONDS The Public Works Committee questioned the timing and if completion of project would be by the end of the construction season. Staff responded that several activities are being parallel processed to achieve timely project execution within the approved construction period. The Public Works Committee recommended approval at their August 18, 1997 meeting. E. PERMISSION TO ADVERTISE FOR BID FOR PR 623, COAL CREEK SPRINGS IMPROVEMENT The Public Works Committee questioned the timing and if completion of the project would be by the end of the construction season. Staff responded that the project is not necessarily restricted by seasonal changes. The Public Works Committee recommended approval to the Council at their August 18, 1997 meeting. F. VEHICLE SURPLUS AND SALE REQUEST The Public Works Committee recommended approval to the Council at their August 18, 1997 meeting. AGENDA MODIFICATION ADDITION OF ITEM "G.". G. HOME PLATE Staff updated Public Works Committee on current status of Good O1' Days blanket permit. PUBLIC WORKS COMMITTEE MINUTES AUGUST 11, 1997 PAGE 4 OF 5 The Public Works Committee agreed to the issuance of an individual permfffor Home Plate should the Mayor determine that this action is required to resolve a conflict. IV. INFORMATION OR DISCUSSION A. SANITARY SEWER COST OF SERVICE STUDY Delete per agenda modification. B. TELECOMMUNICATIONS CODE CHANGES City Engineer Dennis Dowdy updated the Public Works Committee on changes needed in current codes which will be conditioned with implementation of the new Telecommunications Ordinance. 1. (This item will be retuming to the Public Works Committee as refinements to the four ordinances are completed) CORRECTION TO AGENDA, MODIFICATION "B." SHOULD BE "C.". C.DRAFT CODE CHANGES FOR RIGHT-OF-WAY PERMITS Delete per agenda modification. D.PRIORITY - FUTURE WATER WHOLESALE Due to time constraints discussion of this item was deferred until a later date. Distribution of a staff paper was made for Public Works Committee members to review. E. MILL CREEK SPECIAL AREA MANAGEMENT PLAN Planning Director Paul Krauss briefed the Public Works Committee members on the completed Mill Creek Area Management Plan. F.
