I. CALL TO ORDER
The meeting was called to order at 5:00 p.m. (An Executive Session was held from 5:45 - 6:20
p.m.) Those in attendance were Mayor Booth, Committee Chairman Rich Wagner,
Council/Committee member Gene Cerino and Council/Committee member Fred Poe. Staff in
attendance were Public Works Director Frank A. Curfie, City Engineer Dennis Dowdy,
Utilities. Engineer Dwight Holobaugh, Project Engineer Les Bratlain, Water Utility Engineer
Carl Every, Planning Director Paul Krauss, Finance Director Diane Supler, and Public Works
Secretary Laurie Scheder.
Guests in attendance were Pete Lewis and John Raeder from the Chamber of Commerce, Fred
Stevens, resident on "J" Street NE, Glenn Mueller, property manager of GSA, Cathy Carr of
CCA, Inc., and Bill Finkbeiner of Finkbeiner Development.
II. ISSUES
A. INTERLOCAL AGREEMENT WITH THE PORT OF SEATTLE IN REGARDS TO
WETLANDS CONSTRUCTION, COMMUNITY DEVELOPMENT, AND
TRANSFER OF PROPERTY FROM THE PORT OF SEATTLE TO THE CITY OF
AUBURN
Planning Director Paul Krauss presented a draft of the Interlocal Agreement with the
Port of Seattle. A general discussion was held; items discussed were the wetland
location, the proposed LID, the Growth Management Act Level of Risk, and the
financial impact on the City.
The final Agreement is trader review by Legal and Finance and a revised Agreement
will again return to the Public Works Committee for review and comments. Comments
from the Committee should be addressed to the Planning Director Paul Krauss.
AGENDA MODIFICATION "B." SHOULD BE "C."
BC. ORDINANCE FOR "J" STREET NE PARKING RESTRICTIONS
Fred Stevens, resident on "J" Street NE, returned to the Public Works Committee. Staff
members met with the residents of"J" Street NE: restrictive signing is the method
selected. Sign to read "1/2 Hour Parking 7:00 AM to 9:00 AM and 12:30 PM to 2:30
PM Monday - Friday". The Ordinance will have a sunset clause of 1 year and at that
time will again be reviewed by the Public Works Committee.

B. ORDINANCE NO. 5014 AMENDING CITY CODE TO PROVIDE FOR AN
INTERIM TRANSIT HUB STATION ON "B" STREET FROM MAIN TO 1 ST
STREET NE
City Engineer Dennis Dowdy briefed the Public Works Committee on changes made to
Ordinance No. 5014.
Being satisfied, the Public Works Committee recommended approval to the Council at
their September 2, 1997 meeting.
IlL CONSENT
A. TEMPORARY RIGHT-OF-WAY USE PERMIT APPLICATION, NO. 17-97, FOR A
MARCH FROM THE PERFORMING ARTS CENTER TO AUBURN CITY HALL
FOR AN ASSEMBLY OF PROMISE KEEPERS, OCTOBER 4, 1997
City Engineer Dennis Dowdy presented and discussed the proposed permit for October
4, 1997. Concerns were expressed regarding separation of State and Church.
City Attomey Michael Reynolds will review and return to the Public Works Committee
with a legal opinion. Providing that the permit is legally issuable, the block of Main
Street from "B" Street SW to Division Street will be closed for the assembly in front of
City Hall.
IV. INFORMATION OR DISCUSSION
· A. GSA SIGNAL
City Engineer Dennis Dowdy informed the Public Works Committee members of the
status of the GSA signal. GSA to assume the price of the signal at the south end of
GSA. The design and price of the signal should be available by mid-September, 1997.
B. LAKELAND HILLS SOUTH PLAN REVIEW STATUS
Pulled from the Agenda.
C. INTERLOCAL AGREEMENT #2 (WITH COVINGTON WATER DISTRICT AND
K.C.W.D. #111)
Water Utility Engineer Carl Every presented a cost update for staff and the Public
Works Committee members (see attached). Discussion was held and Water Utilities
will provide additional information, cost of consultant, a current financial update and
return to the Public Works Committee.

D. CORROSION CONTROL
Water Utility Engineer Carl Every and Utilities Engineer Dwight Holobaugh briefed the
Public Works Committee on the current status of the Corrosion Control Program.
E. HARBOR PACIFIC CLAIM STATUS
City Engineer Dennis Dowdy updated Public Works Committee on the Harbor Pacific
Claim status.
F. 1997/98 CAPITAL PROJECT BUDGET PRIORITIES
Postponed.
G. STREET LIGHTING
City Engineer Dennis Dowdy briefed the Public Works Committee on the status of
research and meeting with Puget Sound Energy. To return at a later date with additional
status regarding the outcome of Puget's plans for forming a new lighting division and
provision of turn-key services.
Mr. Finkbeiner presented the Public Works Committee with a handout and made a brief,
presentation. Public Works Committee Chairman Rich Wagner advised Mr. Finkbeiner
that if he needs to proceed with plat construction, then he should plan on installing the
City's standard street lights.
H. CAPITAL PROJECTS STATUS REPORT
Postponed.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7:30 p.m.
