The meeting was called to order at 5:00 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Gene Cerino and
Council/Committee member Fred Poe. Staff in attendance were Public Works Director
Frank A. Curde, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Utilities
Engineer Dwight Holobaugh, Water Utility Engineer Carl Every, Utilities Technician
Darcie Hanson, Special Projects Engineer Jack Locke, Staff member Don Wright,
Planning Director Paul Krauss, Finance Director Diane Supler, and Public Works
Secretary Laurie Scheder.
Guests in attendance were Attorney at Law Tom Mortimer, Cathy Carr, of C.C.A., Inc.,
and Pete Lewis from the Chamber of Commerce.
II. ISSUES
A. RESOLUTION NO. 2872, A PUBLIC STORM DRAINAGE FACILITIES
EASEMENT BETWEEN THE CITY OF AUBURN AND THE STORM
DRAINAGE UTILITY ENTERPRISE FUND, FOR WORK RELATED TO
PR 604, MOUNTAIN VIEW DRIVE/WEST MAIN STREET STORM
IMPROVEMENTS
City Engineer Dennis Dowdy presented Resolution No. 2872; a discussion was
held. This Resolution requires an easement across the City of Auburn's Cemetery
property for the construction of a storm drainage and debris control facility.
The Public Works Committee recommended approval to the City Council at their
September 15, 1997 meeting.
B. RESOLUTION NO. 2873, AN AGREEMENT WITH PIERCE COUNTY
ALLOWING THE CITY OF AUBURN TO PROVIDE WATER UTILITY
SERVICE TO CUSTOMERS WITHIN THE POTENTIAL ANNEXATION
AREA SOUTHEAST OF AUBURN
City Engineer Dennis Dowdy presented Resolution No. 2873 establishing water

utility service area boundaries. The language has been redrafted and submitted for
review by the Public Works Committee.
Being satisfied, the Public Works Committee recommended approval to the City
Council at the September 15, 1997 meeting.
III. CONSENT
A. AWARD CONTRACT 97-09, PR 529R, FOR SMALL WORKS PROJECT,
THE REBID OF THE DEMOLITION OF THE BAXTERfWHALLEY
RESIDENCES, TO BRAD MASON TRUCKING AND EXCAVATING, INC.
ON THEIR LOW BID OF $41,415.00 PLUS WASHINGTON STATE SALES
TAX
City Engineer Dennis Dowdy discussed with the Public Works Committee
members the rebid and award of the demolition of the Baxter/Whalley residences.
The Public Works Committee recommended approval to the City Council at the
September 15, 1997 meeting.
B. AWARD CONTRACT 97-06, PR 602, SOUTH CENTRAL STORM
IMPROVEMENT, PHASE 2, TO THE LOWEST RESPONSIBLE BIDDER
City Engineer Dennis Dowdy made distribution of the bid tab for PR 602, the
South central Storm Improvement Phase 2.
The Public Works Committee approved of the award to 4 Seasons General
Contractors and recommended approval to the City Council at the September 15,
1997 meeting
C. AWARD CONTRACT 97-14, PR 560R, THE REBID OF THE
MUCKLESHOOT SEWER SYSTEM, FLOW CONTROL VAULT TO THE
LOWEST RESPONSIBLE BIDDER
City Engineer Dennis Dowdy made distribution of the bid tab for the rebid of PR
560R, Flood Control Vault.
The Public Works Committee approved of the award to NKB, Inc., and
recommended approval to the City Council at their September 15, 1997 meeting.

D. AWARD CONTRACT 97-18, PR 622/624, "C" STREET SW OVERLAY AND
GSA WIDENING TO THE LOWEST RESPONSIBLE BIDDER
City Engineer Dennis Dowdy made distribution of the bid tab for the "C" Street
Overlay and GSA widening.
The Public Works Committee approved of the award to M.A. Segale, Inc. for
Schedule A only and recommended approval to the City Council at their
September 15, 1997 meeting.
Schedule B to be deferred until finding from GSA is confirmed.
E. AWARD CONTRACT 97-23, PR 568, ALlBURN 400 PONDS CHANNEL
REHABILITATION TO THE LOWEST RESPONSIBLE BIDDER
City Engineer Dennis Dowdy requested the Public Works Committee consider
taking the award directly to City Council on September 15, 1997 (bid opening
date), due to the time allowed for work by the Department of Fishcries. The
Public Works Committee will be notified via telcoon on September 15, 1997,
prior to the City Council meeting, of the apparent low bidder and budget impact.
F. PERMISSION TO ADVERTISE FOR BIDS FOR PR 580, PHASE 1 OF THE
CENTRAL STORM DRAINAGE IMPROVEMENT
The Public Works Committee recommended approval to the City Council at their
September 15, 1997 meeting.
G. VEHICLE SURPLUS AND SALE REQUEST
The Public Works Committee recommended approval to the City Council at their
September 15, 1997 meeting.
IV. INFORMATION OR DISCUSSION
A. WHOLESALE WATER SALES PROGRAM
Staff member Don Wright presented the September 1997 draft of the Wholesale
Water Supply Program. The final drat~ should be complete by mid-October and
returned to the Public Works Committee for review.

B. SEWER COST OF SERVICE STUDY
Cathy Carr of C.C.A., Inc. presented the pioposed Sewer Cost of Service Study.
Requested by the Public Works Committee to be returned for additional
information and review.
C. WATER RESOURCE PROGRAM COSTS
Water Utility Engineer Carl Every presented documentation and briefed the
Public Works Committee on the expenditures of the Water Resource Program; to
return quarterly to update the Public Works Committee.
The Mayor inquired as to whether Committee members felt a need for a workshop
on the entire water utility improvement program. If requested, staff will organize
for the full City Council.
D. LATEST DRAFT INTERLOCAL AGREEMENT WITH THE PORT OF
SEATTLE RELATED TO WETLANDS PROPERTY ON THE "I" STREET
CORRIDOR OFF OF SOUTH 277TH
City Engineer Dennis Dowdy and Special projects Engineer Jack Locke briefed
the Public Works Committee on the status of the Interlocal Agreement. To be
returned with additional information at a later date.
The Public Works Committee directed staff to prepare an ordinance for City
Council approval. as soon as the Port has approved the Agreement.
E. PR 562, SOUTH 277TH PROJECT UPDATE
Due to time constraints this item was not discussed. To be discussed at a later
date.
F. DRAFT TRILATERAL AGREEMENT WITH PORT OF SEATTLE AND
KING COUNTY
Special Projects Engineer Jack Locke briefed the Public Works Committee
members on the draft of the Agreement. The draft Agreement is now in the City
Attorney's office for review.
