CALL TO ORDER The meeting was called to order at 5:05 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Gene Cerino and Council/Committee member Fred Poe. Staff in attendance were Public Works Director Frank A. Curfie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Special Projects Engineer Jack Locke, Water Utility Engineer Carl Every, Development Engineer Herb Moss, Water Quality Programs Coordinator Chris Thom, Intergovernmental Affairs Manager Lisa Clausen, Finance Director Diane Supler, and Public Works Secretary Laurie Scheder. Guests in attendance were Richard and Chris Meston, Michele Torrey, Paulette and Jerry Timm, A1 and Carol Mathers, Jim and Lois Buck, Lynne Duran, Jim Heidlebaugh, Paul Galeno, and Janet McFarland, all from Braunwood. From the Aubum Downtown Association were Alan Keimig and J.B. Douglas, Festival Director Connie Henke from Auburn Good O1' Days Committee, and Bruce Alverson from the Sunbreak Cafe. , II. ISSUES A. ORDINANCE NO. 5027, INTERLOCAL AGREEMENT BETWEEN THE CITY, KING COUNTY AND THE PORT OF SEATTLE FOR 3RD STREET SW AND SOUTH 277 STREET GRADE SEPARATION PROJECTS Senior Engineer Dennis Selle briefed staff and Public Works Committee members. Being satisfied, the Public Works Committee recommended approval to the Council at their October 6, 1997 meeting. III. 'CONSENT A. TEMPORARY RIGHT-OF-WAY USE APPLICATION NO. 21-97 FOR 1998 FESTIVAL, TO AUBURN GOOD OL' DAYS, INC. The Festival Director Connie Henke updated and presented the request for a Right-of-way Permit for the 1998 Festival. The special provision being requested in writing is to be reviewed by the City of Aubum's Legal staff. SUNBREAK CAFE COST SHARING Development Engineer Herb Moss and City Engineer Dennis presented a cost breakdown provided by the architect for the estimated costs associated with City parking lot improvements. In order for the Sunbreak to satisfy its parking space requirements, it needs a Right-of-way Agreement to allow conversion of the alley to parking and joint use of the public parking lot adjacent to the private development. Staff presented a recommendation that is responsive to Sunbreak's immediate needs, while minimizing the City's initial investment participation for on the lighting system. Staffs recommendation (see attached) appeared to be acceptable to the Public Works Committee and Mr. Alverson. Staff plans to memorialize the terms briefed in the staff recommendation in a Right-of-way Agreement to be brought back to the Public Works Committee for review and forwarding to full Council for approval. This work will be expedited to facilitate proceeding with issuing a building permit. B. PR 562, SOUTH 277TH PROJECT UPDATE Senior Engineer Dennis Selle made distribution and updated staff and the Public Works Committee members on the current status of the South 2771h project. The pre-design and environmental portion of the project is continuing; scheduled completion is November of 1997. Start of construction desired is the fall of 1998 to meet the City of Kent' s proposed 1999 schedule. 'C. PR 529 "C" STREET/SR 18 RAMP-GRADE SEPARATION PROJECT LIPDATE Senior Engineer Dennis Selle presented the update of PR 529. Work is on-going regarding the grade separation alternative analysis. The three alternatives are: (1) a standard overcrossing, (2) a standard undercrossing and, (3) a single point urban interchange (SPUI), which will need to be coordinated with the proposed Downtown Plan and Transit Station. Completion of this analysis is scheduled for November 1997. Completion of the design is scheduled for the fall of 1998, pending funding. PUBLIC WORKS COMMITTEE MINUTES SEPTEMBER 22, 1997 PAGE 3 OF 4 D. 1998 DRAFT STATE LEGISLATIVt~ AGENDA Intergovernmental Affairs Manager Lisa Clausen briefed and reviewed the proposed 1998 draft of the State Legislative agenda. Comments and changes should be addressed to Lisa Clausen of the Planning Department. E. GEODECKE NORTH PURCHASE AND SALE AGREEMENT Water Quality Program Coordinator Chris Thom the Public Works Committee members on the Purchase and Sale Agreement for Goedecke Noah Property. The final agreement will be presented at the next Public Works Committee meeting on October 13, 1997. F. BUDGET PRESENTATIONS Due to time constraints, this item was not discussed. To be discussed on October 13, 1997. G. BRAUNWOOD EMERGENCY POWER GENERATOR Residents of Braunwood, a southeast housing development in Auburn, staff members and the Public Works Committee members discussed adding an emergency power generator to the existing well. The Public Works Committee requested additional costing information be prepared and remmed to the Public Works Committee and the Braunwood residents. H. SCHEDULE WATER RESOURCES PROGRAM WORKSHOP A workshop was scheduled for October 20, 1997 at 5:00 PM to review and discuss the Water Resource Program. The City Clerk's office to be notified for advertisement prior to the meeting. I. HARBOR PACIFIC CLAIM STATUS The scheduled hearing date is November 5, 1997. INTERLOCAL AGREEMENT WITH THE PORT OF SEATTLE RELATED TO WETLANDS PROPERTY ON THE "I" STREET CORRIDOR OFF OF SOUTH 277TH Councilmember Fred Poe requested clarification of certain sections to be considered for inclusion in the draft contract to be presented to the City Council. (*See NOTE.) K. CAPITAL PROJECTS STATUS REPORT Due to time constraints, this item was not discussed. To be discussed at a later date. V. ADJOURNMENT There being no further business to come before the Public Works Committee, the meeting was adjourned at 7:30 p.m. *NOTE: After adjournment, City Engineer Dennis Dowdy remained to obtain the specific concerns for considering which amendments were needed.
