CALL TO ORDER The meeting was called to order at 5:05 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Gene Cerino and CounciFCommittee member Fred Poe. Staff in attendance were Public Works Director Frank A. Curde, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Utilities Engineer Dwight Holobaugh, Water Utility Engineer Carl Every, Finance Director Diane Supler, and Public Works Secretary Laurie Scheder. Guests in attendance were Pete Lewis and John Raeder. II. ISSUES A. RESOLUTION NO. 2886, ALLOWS THE CITY TO RECEIVE ITS SHARE OF STATE TECHNICAL ASSISTANCE FUNDS TO BE USED FOR IMPLEMENTING AUBURN'S COMMUTE TRIP REDUCTION PLAN City Engineer Dennis Dowdy presente~ Resolution No. 2S86, alloxving the City to receive its share of funding for Aaburn's Commute Trip Reduction Plan. The Public Works Committee recommended approval to the Council at their November 17, 1997 meeting. III. CONSENT A. AWARD PHASE I OF CONTRACT NO. 97-24, PR 623, TO TRI-STATE CONSTRUCTION, INC. ON THEIR LOW BID OF $528,935.00 PLUS WA. STATE SALES TAX FOR COAL CREEK SPRINGS NORTH COLLECTION IMPROVEMENT City Engineer Dennis Dowdy read amendments to the agenda bill (see attached) and Utility Engineer Dwight Ho!obaugh indicated that the amendments read apply only to this particular contract advertisement, and not to Item B. The Public Works Committee recommended that the City Council award the contract, as amended, to the apparent low bidder at the November 17, 1997 Council meeting. STATE SALES TAX FOR CENTRAL STORM DRAINAGE IMPROVEMENT The Public Works Committee recommended that the City Council award the contract to the apparent low bidder at the November 17, 1997 Council meeting C. FINAL PAY ESTIMATE #5 FOR CONTRACT 96-15, PR 576,. TO APPLY-A- LINE FOR THE 1996 CHANNELIZATION City Engineer Dennis Dowdy presented pay estimate #5 for Apply-a-Line. The Public Works Committee recommended approval to the Council at their November 17, 1997 meeting. D. CHANGE ORDER NO. 1, FINAL PAY ESTIMATE #1 FOR CONTRACT 97-09, PR 529, TO BRAD MASON TRUCKING AND EXCAVATING, INC. FOR THE DEMOLITION OF THE BAXTERJWHALLEY RESIDENCES The Public Works Committee recommended approval to the Council at their November 17, 1997 meeting. E. TEMPORARY ROW PERMIT APPLICATION #28-97 FROM AUBURN AREA CHAMBER OF COMMERCE FOR THE ANNUAL CHRISTMAS SANTA HOUSE, PARADE AND TREE LIGHTING CEREMONY The Public Works Committee recommended approval to the Council at their November 17, 1997 meeting. IV. INFOR~'~IATION OR DISCUSSION A. RIGHT-OF-WAY CONDEMNATION Discussed in Executive Session on November 10, 1997. PUBLIC WORKS COMMITTEE MINUTES NOVEMBER 10, 1997 PAGE 3 ov 4 B. CORROSION CONTROL FACILITIES Water Utility Engineer Carl Every gave a brief update of the status of the Corrosion Control Project, including altemative treatment options. Due to time constraints, this item will remm in December of 1997 to continue discussion. C. WATER RESOURCES PROGRAM SCHEDULE AND FUNDING Due to time constraints, this item was not covered. A separate workshop will be scheduled at 5:00 PM on November 17, 1997 in the Mayor's office. The purpose of the workshop will be to continue reviewing the 1998 budget for Capital Programs in Public Works. D. LIPDATED DRAFT TELECOMMUNICATION ORDINANCE City Engineer Dennis Dowdy made distribution of revisions and asked for comments by the Public Works Committee members; the Ordinance is approximately 60-80 percent complete. E. DRAFT CODE CHANGES RELATED TO THE TELECOMMUNICATION ORDINANCE City Engineer Dennis Dowdy made distribution of revisions and asked for comments by the Public Works Committee members. Note.' the Public Works Committee was reminded of the scheduled Public Hearing to be held on December 1, 1997. F. IA ~-1-2 GREEN RIVER PUMP STATION SITING Note: Correction should be IA #2. Item was deleted as unnecessary, given prior discussion at Executive Session, see IV A. G. CAPITAL PROJECTS STATUS REPORT Due to time constraints, Item G was not discussed.
