EXECUTIVE SESSION- - 5:30 - 6:30 P.M.- Litigation
I. CALL TO ORDER
The meeting was called to order at 4:30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Gene Cerino and
Council/Committee member Fred Poe was excused, Council/Committee member Pete
Lewis attended in his place. Staff in attendance were Public Works Director Frank A.
Currie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Utilities Engineer
Dwight Holobaugh, Traffic Engineer Steve Mullen, Finance Director Diane Supler, City
Attomey Mike Reynolds, Utilities Engineer Carl Every and Public Works Secretary
Laurie Scheder.
Guests in attendance were City of Federal Way Public Works Director, Cary Roe, City
Attorney Londi Lindell and Council member Mary Gates, and Cathy Carr of CCA, Inc.
II. ISSUES

III. CONSENT
A. PERMISSION TO AWARD CONTRACT NO. 98-08, TO HISEY
CONSTRUCTION, INC. ON THEIR LOW BID OF $1,314,500.00 PLUS WA
STATE SALES TAX FOR PR 613 AND PR 591 INTERTIE PUMP STATIONS
The Public Works Committee recommended approval to City Council at their
March 2, 1998 meeting.
B. PERMISSION TO AWARD CONTRACT NO. 98-06, PR 631, FOR
BRAUNWOOD SATELLITE SYSTEM STANDBY POWER TO THE
LOWEST RESPONSIBLE BIDDER
A general discussion was held. Being satisfied that the City has an appropriate
method of securing the fair share of the homeowners in accordance with prior
approvals by the Public Works Committee, the Public Works Committee
recommended approval to City Council at their March 2, 1998 meeting.

C. APPROVE AMENDMENT NO. 2 TO THE CONSULTANT AGREEMENT
WITH W & H PACIFIC FOR THE AUBURN MUNICIPAL AIRPORT
STORMWATER DETENTION ALTERNATIVE REVIEW (PR 625) NOT TO
EXCEED $7,500 TO DEVELOP AN ADDITIONAL ALTERNATIVE
A general discussion was held regarding the alternatives under investigation. This
additional work which appears to be acceptable to the FAA and has potential for
significant cost savings should complete the evaluation of feasible altematives.
Staff will followup with the committee when the alternatives comparison data is
available. The Public Works Committee recommended to the City Council at
their March 2, 1998 meeting.
D. APPROVE AMENDMENT NO. 4 TO THE CONSULTANT AGREEMENT
WITH CH2M HILL FOR ADDITIONAL DESIGN WORK RELATED TO PR
609, INTERLOCAL #2 WATER LINES
The Public Works Committee recommended approval to the City Council at their
March 2, 1998 meeting.
IV. INFORMATION OR DISCUSSION
A. LAKEHAVEN UTILITY DISTRICT ASSUMPTION BY THE CITY OF
FEDERAL WAY (CARY ROE)
The Public Works Director for the City of Federal Way, Cary Roe, made a
presentation to the Public Works Committee. He discussed in detail the desire to
secure Interlocal Agreements from the surrounding cities to support the City of
Federal Way in their assumption of Lakehaven Utility District. City staff will be
evaluating the proposed agreement and bring any changes back to the Public
Works Committee prior to the City Council on March 16, 1998.
B. WATER COST OF SERVICE STUDY
Cathy Carr of CCA, Inc., made distribution of the updated 1998 Water Cost of
Study. Overall the committee was pleased with the organization and presentation
of the study data. A discussion was held regarding the surcharge and the
administrative rates assessed to wholesale customers. Staff agreed to further
research these matters and return with the additional data requested. The Public
Works Committee to review and return at a later date.

LAND VALUE. City Engineer Dennis Dowdy stated that a letter is forthcoming
from the Mayor in response to Councilmember Poe's request for information.
Distribution will be made to the Public Works Committee members. City
Engineer Dennis Dowdy explained the appraisal process used by the Port to
establish the value used in the agreement.
D. PACIFIC GROUNDWATER GROUP UPDATE
Carl Every, Water Engineer spoke briefly about the extension of the consultant
contract. The current contract ends in April and needs to be extended to complete
the majority of technical investigation and modeling. Prior to authorizing
additional work the Public Works Committee will be briefed on the management
options that should be further studied to address the constraints imposed by the
"One molecule" policy and ESA.
E. CAPITAL PROJECTS STATUS REPORT
Senior Engineer Dennis Selle updated and answered several questions from Staff
and Public Works Committee members.
Additional items discussed by the City Engineer were Goedecke Tanks
discovered, and condemnation of property for PR 604, Velvet Home Site ( I Street
sanitary sewer has an adverse slope for serving new plat) 3~ and "C" Street NW
(reworking of the crossing). Staff will be preparing estimates for addressing the
latter two unbudgeted emerging items.
Chainnan Wagner also requested an estimated scope of work from KCM, for the
Stormwater comprehensive plan to be presented at the next Public Works
meeting.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7.20 p.m.
