CALL TO ORDER The meeting was called to order at 4:35 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Gene Cerino and Council/Committee member Fred Poe. Staff in attenc}ance were Acting Public Works Director Dennis Dowdy, Senior Engineer Dennis Seli~, staff member Don Wright, Utility Technician Darcie Hanson Project Engineer Carl Every, Water Quality Program Coordinator Chris Thorn, Project Engineer Les Brattain and Public Works Secretary Laurie Scheder. Guest in attendance was Cathy Carr of CCA, Inc. II. ISSUES A. RESOLUTION NO. 2953, AUTHORIZES THE MAYOR TO EXECUTE A PIPELINE CROSSING AGREEMENT WITH UNION PACIFIC RAILROAD COMPANY CUPRR) FOR THE PURPOSE OF INSTALLING AND MAINTAINING A 54-INCH STORMWATER LINE LOCATED BETWEEN 2~ & "H" STREETS NW AND THE INTERURBAN TRAIL DITCH Acting Public Works Director Dennis Dowdy presented Resolution No. 2953. The Public Works Committee recommended approval to the City Council at their May 4, 1998 meeting. B. RESOLUTION NO. 2954, AUTHORIZES THE MAYOR TO EXECUTE AN EMERGENCY WATER SUPPLY AGREEMENT WITH LAKEHAVEN UTILITY DISTRICT Acting Public Works Director Dennis Dowdy discussed Resolution No. 2954. Being satisfied with the discussion, the Public Works Committee members recommended approval to the City Council at their May 4, 1998 meeting. PERMISSION TO ADVERTISE FOR BIDS FOR PR 617, TO REHABILITATE ORAVETZ ROAD FROM KERSEY WAY TO THE EASTERN BOUNDARY OF RIVERSIDE HIGH SCHOOL The Public Works Committee recommends approval to the City Council at their May 4, 1998 meeting. B. PERMISSION TO ADVERTISE FOR BIDS FOR PR 615, GREEN RIVER CROSSING The Public Works Committee recommends approval to the City Council at their May 4, 1998 meeting. C. AWARD CONTRACT 98-17, PR 620, LEA HILL RESERVOIR PROTECTIVE · ' COATING AND EXTERIOR REPAINTING TO THE LOWEST RESPONSIBLE BIDDER The Public Works Committee recommends approval to the City Council at their May 4, 1998 meeting. D. APPROVE AMENDMENT NO. 4 TO AGREEMENT AG-C-15 FOR MS 700, WATER RESOURCES This item was pulled from the Consent Agenda, for a detailed review of the proposed costs. This item to be discussed in Information and Discussion IV. E. RIGHT-OF-WAY USE PERMIT APPLICATION #08-98 FROM AUBURN DOWNTOWN ASSOCIATION FOR THE SUMMER FESTIVAL AND SIDEWALK SALE The Public Works Committee recommends approval to the City Council at their May 4, 1998 meeting. IV. INFORMATION OR DISCUSSION A. SEWER UTILITY COST OF SERVICE STUDY & RATE STUDY Cost of service study for the Sewer Utility was postponed; Cathy Carr of CCA, Inc. presented additional information requested by Public Works Committee on Cost of Service for Water. CAPITAL PROJECT STAFFING PLAN OPTIONS Senior Engineer Dennis Dowdy updated the Public Works Committee members on the additional staffing needs for 1998. To proceed with the additional hiring of one senior engineer and one construction inspector. One additional senior engineer was discussed as potentially necessary, depending on project progress over the next few months. The salaries are to be paid out of project funds. C. PR 623, COAL CREEK SPRINGS PHASE II Project Engineer Carl Every briefed the Public Works Committee members regarding the decision to proceed with Phase II of this work, which will commence this week. D. WELLS 6 & 7 Project Engineer Carl Every discussed with City staff and Public Works Committee members the status of Wells 6 & 7. Specifically, the manganese and blending options were discussed, as well as the need to change to a variable-speed drive at Well 7. A Change Order for changing to a variable-speed drive will be pursued in time to avoid delay claims. E. CAPITAL PROJECTS STATUS REPORT Item E was not discussed. V.
