I. CALL TO ORDER
The meeting was called to order at 4.30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Gene Cerino and
Council/Committee member Fred Poe. Staff in attendance were Acting Public Works r~

lI. ISSUES
PUBLIC WATERMAIN EASEMENTS BETWEEN THE
AND RECREATION DEPARTMENT AND THE CITY OF AUBURN
UTILITY ENTERPRISE FUND
Acting Public Works Director Dennis Dowdy, presented Resolution No. 2957 to
the Public Works Committee. The Public Works Committee recommends
approval to the City Council at their May 18, 1998 meeting.
B. RESOLUTION NO. 2959, AUTHORIZES THE MAYOR TO EXECUTE A
PUBLIC WATERMAIN EASEMENT BETWEEN THE CITY WATER
UTILITY FUND AND LAKEHAVEN UTILITY DISTRICT
Acting Public Works Director Dennis Dowdy discussed with staff and the Public
Works Committee Resolution No. 2959. The Public Works Committee
recommends approval to the City Council at their May 18, 1998 meeting.
III. CONSENT
A. AMENDMENT #4 TO AGREEMENT #AG-C-15 WITH PACIFIC
GROUNDWATER GROUP (PGG)
Acting Public Works Director Dennis Dowdy and Project Engineer Carl Every
updated the Public Works Committee on the amendment to the contract with
Pacific Groundwater Group. The Public Works Committee noted the importance
of interaction with Department of Ecology during the length of the contract.

Being satisfied, the Public Works Committee recommended approval to the City
Council at their May 18, 1998 meeting.
B. AMENDMENT #1 TO AGREEMENT #AG-C-45 WITH CONSOER
TOWNSEND ENVIRODYNE ENGINEERS, INC. (CTE) FOR $30,000
The Public Works Committee recommended approval to the City Council at their
May 18, 1998 meeting.
IV. INFORMATION OR DISCUSSION
A. AUBURN WAY SOUTH SEWER ANALYSIS
Acting Public Works Director Dennis Dowdy and Sanitary Sewer Engineer Jeff
Roscoe presented a brief overview and answered questions from the Public Works
Committee members. Staff will return to Committee at a later date with
additional information.
B. WATER COST OF SERVICE AND RATE STUDY
Cathy Carr of CCA, Inc presented additional information to staff and the Public
Works Committee members regarding Cost of Service Study. The Public Works
Committee requested that the water cost of service be presented to Council for
rate implementation.
THE PUBLIC WORKS COMMITTEE WILL RECESS AT 6:00 PM FOR THE SPECIAL
COUNCIL MEETING AND RECONVENE AT 7:30 PM
Citizens in attendance were Mara Heiman, Tom Hirschl, Roseanna Donley, Jim Hudson,
Gary Lyons, Jeff Spencer, Kathy Bymus, Darlene Locken, Julie Locken Meredith,
Santiago Mereado, Marlena Mercado, Schuler Bros, James Auker, Christina Auker,
Herman Wright, Krstine Pawlak, Terri Pawlak, and Mrs. Bartholomew.
* C. CITIZEN STORM COMPLAINT
Mara Heiman and her group of potentially impacted citizens in the area North and
West of the intersection of West Valley Highway and 37th Street NW were present
to express concerns about the alleged diversion of a surface stream (Tributary
0053). Storm Engineer Tim Carlaw gave an overview of the land clearing
activities and debris stockpiles which may be causing the stream diversion. Mara
Heiman then presented her letter of May 5, 1998 to Mayor Booth.

Jim Hudson then spoke about the concems he has regarding what happened since
the 1983 annexation. In 1983 annexation occurred and in 1986 the majority of his
properties were declared wetlands.
Jim Auker spoke about his farming of the area being addressed. Mr. Auker's
opinion was that since the Howard Hansen Dam, developers have deliberately
converted farmland into wetlands.
Gary Lyons spoke about the historic route of Trib 0053 (his family at one time
lived on the Dunn property) and he says the trib, at one time, followed the historic
pattern that staff believes the tributary followed.
Tom Hirschl spoke about community well and each home's septic system along
South 287th Street.
Mr. Schuler spoke about the need to clean the ditches so drainage can occur.
Chairman Wagner summarized what the City may do, what the Mill Creek study
has shown, and that the City will follow-up on any code violations that may be
verified. Staff will continue the fact finding to determine the City's role in
problem resolution.
* D. CITY CONTRACT FOR 9TM STREET SEWER IMPROVEMENTS
Utility Engineer Jeff Roscoe and Mrs. Bartholomew briefed the Public Works
Committee for the City to undertake this work to alleviate a hardship situation.
The Public Works Committee agreed in concept and that the contract with the
Consultant may be approved by telecon if ready, before the May 26, 1998
meeting.
E. DESIGN STANDARDS
Committee members detailed individual needed corrections, oversights and
amendments. Staff will incorporate the amendments and go forward with a final
draft for adoption.
F. CAPITAL PROJECTS STATUS REPORT
Public Works Committee members inquired about "B" Street LID status and "R"
Street signals.

G. 8'" STREET NE PEDESTRIAN IMPROVEMENT
Discussion was deferred until a future meeting.
H. TERRACE VIEW & "W" STREET INTERSECTION STAFF REPORT
Staff report on analysis of this future street was presented by Traffic Engineer
Steve Mullen. After considering the information provided, the Public Works
Committee decided that a four-way stop is merited.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 10:53 p.m.
