CALL TO ORDER The meeting was called to order at 4:35 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Gene Cerino, and Council/Committee member Fred Poe. Staff in attendance were Finance Director Diane Supler, Utility Accountant Mark Neary, Planning Director Paul Krauss, Senior Planner Bob Sokol, Associate Planner B Sanders, City Attorney Mike Reynolds, Public Works Director Christine Engler, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Project Engineer Carl Every, Design Engineer Joe Bangah, Storm Drainage Engineer Tim Carlaw, Engineering Aide Pare Miller. Guests in attendance were Theresa Bankers, Nu-Ray Metals; Teri Hansen, Nu-Ray Metals; William Gates, Mohawk Plastics; J.B. Rupert, Rupert Engineering; Alan Keimig, Keimig and Associates; Landon Gibson, Auburn Chamber of Commerce; David Berg, Washington State Department of Transportation. To accommodate and staff required to attend the Planning and Community Development Committee meeting at 6:00 and guests in attendance, the agenda items were not discussed in order. II. ISSUES A. RESOLUTION NO. 2997 AUTHORIZING THE MAYOR TO EXECUTE A DRAINAGE EASEMENT WITH MEADOW VALLEY, LLC Resolution No. 2997 authorizes the Mayor to execute a Drainage Easement from the City to Meadow Valley, LLC. The City recently purchased property from Meadow Valley for the purpose of ,incorporating it into a regional storm water detention facility (Project No. C8053, 21 st Street SE Drainage Improvement). Meadow Valley owned and maintained a storm water detention pond on this property and has agreed to continue to maintain the pond until such time as the City converts the property to a storm water detention facility. Meadow Valley has requested they be granted a storm drainage easement to use the City's regional storm water detention facility once their existing storm water detention pond has been eliminated.. It was moved by poe, seconded by Cerino, that the Public Works Committee recommend Council adopt Resolution No. 2997. MOTION CARRIED B. RESOLUTION NO. 3016 AUTHORIZING TIlE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT FOR PROFESSIONAL SERVICES WITH CONSOER TOWNSEND ENVIRODYNE ENGINEERS, INC. Resolution No. 3016 authorizes the Mayor and City Clerk to execute an agreement for PUBLIC WORKS COMMITFEE MINUTES NOVEMBER 9, 1998 Page 2 of 6 professional services with Conseer Townsend Envirodyne Engineers, Inc., to assist the City in .developing a hydrant invemory and testing program. In addition to planning and preparation for inspection and testing of all fire hydrants in the City (approximately 1800),. and selection of specific hydrants for additional engineering data, the consultant will prepare a work plan, assist in the pilot test, and prepare bid documents and specifications for the remainder of the fire hydrants to be inspected and tested in 1999. Compensation,is on a time and expense basis and is not to exceed $46,700. Discussion of this issue led to a request from the Committee for a presentation at their November 23~d meeting. The issue was tabled until that time. C .' RESOLUTION NO. 3017 AUTHORIZING PAYMENT OF MOVING EXPENSES ASSOCIATED WITH THE RELOCATION OF A BUSINESS OWNED BY JACK .AND LINDA BUTCHER KNOWN AS INDUSTRIAL BOLT AND SLIPPLY, INC. Resolution No. 3017 authorizes payment of $26,691.99 in moving expenses associated with the relocation of a 'business owned by Jack and Linda Butcher known as Industrial Bolt and Supply, Inc. These expenses are associated with the purchase of Industrial Bolt and Supply Inc. 's building and the necessary relocation of their business as authorized by City Council Resolution No. 2842, relating to Project No. PR 529, Phase 2, 3rd Street SW Grade Separation/SR 18 Interchange, Federal Aid Project No. P-STPUL- TA96(071). It was moved by Poe, seconded by Cerino, that the Public Works Committee recommend Council adopt Resolution No. 3017. HI. CONSENT . A. STORM DRAINAGE APPEAL FROM NU-RAY METAL PRODUCTS Carlaw explained that an audit of storm drainage utility billing for Nu-Ray Metals showed the company had never been billed a monthly rate, therefore, the City billed Nu- Ray $1,727.71 for the past three years of storm drainage utility service fees, plus penalties for a total of $1,805.42. Theresa Bankers of Nu-Ray Metals was in attendance to appeal the billing. Engler explained the storm drainage services provided by the City, while Suplcr discussed the audit and billing procedures, explaining that State law requires the City to go back a minimum of three years and up to a maximum of six years. Neary stated that a payment schedule could be set up for .the back charges. I It was moved by Poe, seconded by Cerino, that the Committee deny the storm drainage appeal from Nu-Ray Metal Products. MOTION CARRIED B. I AWARD! SMALL WORKS CONTRACT NO. 98-35, PROJECT NO. C8066, 3nn STREET NE ALLEY SEWER REPLACEMENT, TO SHEAR TRANSPORT This alley project is located between 3rd and 5th Streets NE, just east of "A" Street NE PUBLIC WORKS COMMITFEE MINUTES NOVEMBER 9, 1998 Page 3 of 6 and provides for the construction of 300 LF of sanitary sewer and 100 LF of side sewer to replace a damaged clay sewer. Total estimated project cost is $51,243. Shear Transport submitted the low bid of $36,967.50 plus WSST for a total contract price of $40,146.71. C. AWARD CONTRACT NO. 98-37, PROJECT NO. C8062, WELL #6A DRILLING PROJECT, 'TO HOLT DRILLING This project provides for the construction of one 24" diameter drilled well, approximately 300 feet deep with a 30" diameter surface seal to approximately 105 feet deep. The well will be located adjacent to Well 2 in Fulmer Field. $760,000 has been budgeted for this project, including a contingency for additional exploratory and production wells, if they should be required. Holt Drilling submitted the low bid of $166,240 plus WSST for a total contract price of $180,536.64. D. APPROVE FINAL PAY ESTIMATE #1 FOR CONTRACT 98-27 WITH TERRA DYNAMICS, INC. AND ~ACCEPT CONSTRUCTION FOR PR 568A, AUBURN 400 PONDS LANDSCAPING Last year construction occurred at the Auburn 400 North and South ponds. The work involved the reconstruction of approximately 1,850 LF of 1 O-foot wide drainage channel to improve flow conditions and prevent backwater. This contract completes the project by landscaping along both ponds needed to fulfill mitigation requirements of SEPA. E. APPROVE FINAL PAY ESTIMATE #2 FOR CONTRACT98-10 WITH STRIPE RITE, INC. AND ACCEPT WORK FOR PROJECT C8015, 1998 PAVEMENT MARKINGS ' This project Was to continue the maintenance of City of Auburn street pavement mirkings. The project takes place throughout the City and is scheduled yearly. It was moved by Poe, seconded by Cerino, that the Committee approve Consent Agenda items B through E. MOTION CARRIED F. REVIEW AND ADOPT REVISED LANGUAGE FOR DESIGN STANDARDS - DRIVEWAY ACCESS The Committee reviewed language for the design standards in regard to driveway access. The language had been revised to incorporate comments received from the Committee at their October 26 meeting. Committee members suggested further revisions. It was decided to make the proposed revisions the next time the standards are amended. A suggestion was made to revise the standards every six months rather than every time a change is proposed. It was moved by Cerino, seconded by Poe, that the Public Works Committee adopt the revised language as presented, with proposed revisions being made the next time the PUBLIC WORKS COMMYITEE MINUTES NOVEMBER 9, 1998 Page 4 of 6 standards are amended. MOTION CARRIED G. 1998 COMPREHENSIVE PLAN AMENDMENTS (NON-MOTORIZED PLAN, FREIGHT ROUTES, AND L.O.S. MODIFICATION) Sokol explained that ten Comprehensive Plan Amendments (6 policy/text and 4 map) were reviewed at la public heating and accepted by the Planning Commission on October 6. At that time, the Commission referred three of the amendments to the Public Works Committee: 'the Non-Motorized Plan, Freight Routes, and L.O.S. Modification. Non-Motorized Plan - Sanders reviewed comments prex;iously received from the Public Works Committee and clarified wording in several chapters. Page 49: In the list of potential users of paved trails, Wagner had suggested adding the phrase "and equestrians if altemate routes are unavailable," while Poe had suggested deleting the phrase. Wagner stated he believed such use is allowed under State law. He will check the RCW and report back to Sanders. Page 61: A new paragraph in regard to cormectivity was approved by the Committee. Page 85: Committee suggested equestrian districts be designated as south of the Stuck River and east of Kersey Way, rather than southeast Aubmm. Page 88: Committee suggested horse trailer parking be.emphasized as a potential for parks. Freight Routes - Sokol stated the Planning Commission had concerns in regard to the listing of 15th Street NW, Harveyif'M" Street, and 12th and 17th Streets SE as freight routes. Following discussion of the need for designated freight routes, it was decided that "C" Street from Highway 18 to 15th Street NW should be added, Kersey Way south of Oravetz Sho,uld be deleted, 12th and 17th Streets SE should remain on the list, and West Main from West Valley Highway to "H" Street should be added. L.O.S2 - The plan amendment provides f~r changes to the level of service at six .intersections. These changes are proposed to allow development while we work toward a mitigation system. The Committee agreed with the changes. It was moved by Poe, seconded by Cerino, that the Public Works Committee approve the Comprehensive Plan amendments, with revisions as set forth in these minutes. MOTION CARRIED IV. INFORMATION OR DISCUSSION A. WSDOT PRESENTATION ON RAMP METER/NG David Berg, .Traffic Operations Engineer for the Washington State Department of Transportatiort, gave a presentation on ramp metering. Metering will occur on Highway th th ~ 167 ramps, between 15 Street NW in Auburn and 84 and Central in Kent, beginning ~ " PUBLIC WORKS COMMITTEE MINUTES NOVEMBER 9, 1998 Page 5 of 6 Monday, November 16. Ramp metering provides a smoother traffic flow and safer merge. An evaluation of ramp metering on 1-405, which began about a year ago, shows a 5-10% increase in travel time with a 60% reduction in rear end/sideswipe accidentS. Mullen inquired as to other ramp metering and asked whether WSDOT was planning to meter ramps from one freeway (SR167) to another freeway (SR18). Berg said ramp of the SR167 HOV lane extensions. The next phase will extend t 15th Street SW. WSDOT does not typically meter traffic from one freeway to another ~ and does not intend to meter SR 167 to SR18 or vice versa. B. UPDATE ON SOUTH 277TM STREET PROJECT Every gave a presentation on the South 277th Street project, reviewing the project scope, schedule, costs, and funding sources. It is anticipated that Phase 1 of the project, which includes two railroad grade separations, will be complete by December 2000, while Phase 2 is funding dependent. Every commented that the City of Kent has significant construction underway for the potion of 277tn between Auburn Way North, east to Kent-Kangley Road. They are expected to complete their project by October 1999. C. 7th NE & AUBURN WAY N TRAFFIC REVISION Alan Keimig, representing ScarffMotors, was in attendance to discuss a development application and traffic impact analysis affecting 7th Street NE at Auburn Way North. Based on the analysis, staff concluded that left rams from 7th onto Auburn Way North should be restricted. Scarff Motors is requesting that left rams be allowed and the situation monitored and turns prohibited only if the need arises. It was stated the lef~ mm prohibition was based on the SEPA for the total project, which includes moving Scarff's truck and car service departments to the new site, rather than on phase 1, which is currently underway and involves construction of a building for their track service department only. The possibility of retaining the approved SEPA for the full project, but having phased conditions for traffic impacts, will be explored by the Public Works and , Planning 'DireCtors, who will schedule a meeting with Mr. Keimig. Scarff Motors is also requesting that parking be prohibited on the street adjacent to property owned by ScarffMotors. The new construction includes a parking facility for their employees, which should eliminate their need to park on the street. Removing this on-street parking would improve sight distance for the Searff driveways. The Committee recommended a determination on the parking issue be made once the new facility is built. J.B. Rupert of Rupert Engineering was in attendance, along with William Gates of Mohawk Plastics. They commented that when Mohawk built their building in 1989, the SEPA directed that their trucks must go direct from their site down 7th to Auburn Way North and they were required to put in a left-ram lane at 7th and Auburn Way North. Further, the SEPA directed that should traffic conditions worsen, they must participate PUBLIC WORKS COMMITTEE MINUTES NOVEMBER 9, 19~}8 Page 6 of 6 in the installation of a signal. They feel Mohawk should be relieved- of the possible participation in installation of a signal. In addition, Mr. Gates inquired as to the possibility of their tmcks being allowed to make a right turn out of their site so that they could travel. south on "A" Street NW. (This request will require Public Works to investigate the proposal and: any mitigation that may be needed to offset impacts). ~ D. AGENDA FORMAT Engler asked that the Public Works Committee agenda format be revised to be consistent with that of the Council agenda, with the Consent Agenda being presented before Issues. The Committee concurred. E. CAPITAL PROJECT STATUS REPORT There were no questions. V.
