SEPTEMBER 11, 2000
I. CALL TO ORDER
The meeting was called to order at 4:30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Fred Poe, and
Council/Committee member Pete Lewis. Staff in attendance were City Engineer Dennis
Dowdy, Planning Director Paul Krauss, Assistant City Engineer Dennis Selle, Water Utility
Engineer Tim Osborne, Traffic Engineer Cass Brotherton, Project Engineer Scott Nutter,
and Administrative Services Supervisor Pam Miller.
Guest in attendance was Alan Fitz, Economic and Engineering Services.
II. CONSENT
A. RIGHT-OF-WAY USE PERMIT 23-00, AUBURN PARKS AND RECREATION
DEPARTMENT ANNUAL HALLOWEEN FESTIVAL
Right-of-way Use Permit No. 23-00 would allow the Auburn Parks and Recreation
Department to use Main Street, from Auburn Way to 'B' Street NW, on Saturday,
October 28, from 1:30-5:30 p.m., for their Annual Halloween Festival. The Parks
Department is making all necessary street closure arrangements with the Street Division
and Police and Fire Departments.
There was no discussion. It was moved by Poe, seconded by Lewis, that the Committee
approve Right-of-way Use Permit No. 23-00. Motion carried.
B. RIGHT-OF-WAY USE PERMIT 24-00, AUBURN PARKS AND RECREATION
DEPARTMENT ANNUAL VETERANS DAY PARADE AND STATIC DISPLAY
Right-of-way Use Permit No. 24-00 would allow the Auburn Parks and Recreation
Department to use City Streets on Saturday~ November 11, 2000, from 8:00 a.m. to 1:00
p.m. for the City's Annual Veterans Day Parade. The Parks Department is making all
necessary street closure arrangements with the Street Division and Police and Fire
Departments.
There was no discussion. It was moved by Poe, seconded by Lewis, that the Committee
approve Right-of-way Use Permit No. 24-00. Motion carried.
III. ISSUES
A. ORDINANCE NO. 5432, CONDEMNATION OF PROPERTY, SOUTH 277TM STREET
Ordinance No. 5432 authorizes the City Attorney to prepare a petition for condemnation for
the King County Superior Court for the acquisition of a portion of tax parcel number 936000-
0191, addressed as 27617 Valley Hwy. S. for the construction of PR 562, South 277th Street
Reconstruction Project.
The City is currently working on the design and right-of-way acquisition for this project,
which involves the purchase of 9 properties and relocation of inhabitants following the
policies and procedures as governed by federal legislation. The City has completed

acquisition of 3 properties to date. It is essential to the success of this project that the
purchase of these properties be handled in an efficient and expeditious manner. Therefore,
staff is recommending Council grant the City Attorney the authority to prepare a petition for
condemnation for the acquisition of the above parcel should the negotiation process fail to
reach an agreement.
City Staff has attempted to negotiate with the owners of the above parcel with limited
success. Current plans show removal of access on South 277th Street. Owner is not willing
to negotiate with lost access to South 277th Street.
Project Engineer Scott Nutter stated that the property being condemned is needed as right-
of-way for fill to widen the roadway. While the property owner would lose direct access from
South 277th Street, the owner still has two driveways on Auburn Way North. Also, allowing
continued direct access from South 277th would create a safety hazard due to the 12'-wide
two-direction, multi-use trail being built along the widened roadway. It was noted that staff
will continue to negotiate the property purchase during the condemnation process.
It was moved by Poe, seconded by LeWis, that the Committee recommend Council adopt
Ordinance No. 5432. Motion carried.
IV. INFORMATION OR DISCUSSION
A. · UPDATE ON HIGHWAY 164 TASK FORCE
Paul Krauss gave a brief history of the Task Force, stating that the project began several
years ago when the Muckleshoot Indian Tribe (MIT), supported by the City, successfully
secured a grant from the Puget Sound Regional Council (PSRC) to study the need for
additional capacity and safety improvements on Auburn Way South/Highway 164. The DOT
is managing the project. A Task Force comprised of representatives from the Cities of
Auburn and Enumclaw, the MIT, Washington State Department of Transportation, and
PSRC was formed, and it is hoped that a Steering Committee will also be formed. Thus far,
the Task Force has developed a number of short-term safety improvements.
Traffic Engineer Brotherton reviewed a list of short-range circulation and safety
improvements proposed within the City of Auburn, stating that while some appear to have
merit, thus far they are not very detailed. She stated that the focus of the Task Force is now
switching from short-term improvements to more capacity-related issues and long-term
solutions.
The Committee expressed the need for the Task Force to study bypass routes from the
plateau area, and Director Krauss stated that the consultant's work program does call for
such a study. Staff will continue to keep the Committee apprised of issues arising from the
Task Force.
B. CHLORINATION AT FULMER FIELD CORROSION CONTROL TREATMENT FACILITY
In response to a letter from the Muckleshoot Indian Tribe (MIT), whose comments were
related to the SEPA checklist for the Corrosion Control Treatment Facilities being built, Alan
Fitz of Economic and Engineering Services was in attendance to discuss the chlorination
system related to the project.

Mr. Fitz reminded the Committee that he had attended their meeting on June 12, 2000. At
that meeting, he summarized the technical aspects of the Corrosion Control Treatment
Facilities project, and discussed chlorination options, which consisted of on-site generated
hypochlorite or gas chlorination. At that time, it was the consensus of the Committee that
gas chlorination would be the preferred method. Since that time, the project has moved
from the 60% design review to 90% design, which is currently being reviewed.
Mr. Fitz reviewed how other jurisdictions are dealing with the issue, discussed safety
regulations and requirements for the use of gas chlorination, and compared the potential
public safety and employee safety risks of both gas chlorination and on-site generated
hypochlorite. He commented that the Fire Department has reviewed the gas chlorination
proposal and expressed support for the proposal in concept, and will be reviewing the
proposal based on a technical assessment. In response to a question from the Committee,
Mr. Fitz stated that at the 90% design stage, to switch the design to on-site generated
hypochlorite would cost approximately $30,000 to $50,000. Assistant City Engineer Seile
commented that the switch could add approximately two months to the project schedule,
which is anticipated to be on-line by July of 2002.
Following lengthy discussion in which the Committee considered the safety risks, cost,
project schedule, and maintenance issues related to both methods, it was the consensus of
the Committee to switch to the on-site generated hypochlorite method of chlorination. Selle
stated that as part of the environmental review process, the Planning Department will
respond to the MIT comments, and Engineering staff will work with Planning to address their
specific concerns.
C. STATUS REPORT ON WELL 2
City Engineer Dowdy stated that removal of materials from the well has been completed and
the well casing is in good shape.
D. SCHEDULE IA2 PARTNERS MEETING
To facilitate the scheduling of a meeting with Tom Mortimer and the IA2 partners, Committee
members were asked to keep the evenings of October 11, 12 and 13 available as possible
dates for the meeting. Committee members will be notified of the specific date of the
meeting once it has been confirmed with the other parties involved.
E. LAKE TAPPS TASK FORCE, DRAFT AGREEMENT IN PRINCIPLE
Due to time constraints, this issue was not discussed.
F. WRIA 9 INTERLOCAL AGREEMENT
Committee members stated that they had reviewed the agreement. Chair Wagner had a
question regarding the service provider not being a party to the agreement, and asked if this
prohibited the County from being a party. City Engineer Dowdy explained that the County
would be a party to the agreement, and that the service provider would be employees not
working directly for the County. The Committee had no other comments regarding the

agreement.
G. DISTRIBUTION OF DRAFT WATER COMP PLAN TO OTHER AGENCIES FOR
COMMENT
Due to time constraints, this issue was not discussed.
H. CAPITAL PROJECT STATUS REPORT
· Council/Committee member Poe asked about the status of reducing the speed limit to
35 mph on Auburn Way South/Hwy. 164, between 'M' Street SE to the Dogwood area. Staff
responded that the speed limit has not been reduced due to opposition from the State.
· Poe also inquired about the new curbing on 15th Street NW. The curb was damaged by
a car, repaired, and then subsequently damaged again. Staff explained that while the taper
and lane width meet City standards, at appears that trucks are going to continue to hit the
curb. Solutions are being considered.
· Chair Wagner asked for a report on the Brannan Park swale at a future meeting.
· Council/Committee member Poe asked for a report on the Gertrude Jones property and
the City's plans for storm water needs related to the Downtown Plan.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting
was adjourned at 5:55 p.m.
