HomeMy WebLinkAbout01-14-2002 dlTY OF AUBURN PUBLIC WORKS COMMITTEE MINUTES JANUARY 14, 2001 I, CALL TO ORDER The meeting was called to order at 5:30 p.m. Those in attendance were Committee Chairman Rich Wagner, Council/Committee member Fred Poe, and Council/Committee member Gene Cerino. Staff in attendance were Public Works Director Christine Engler, City Engineer Dennis Dowdy, Assistant City Engineer Dennis Selle, Assistant City Engineer - Utilities Duane Huskey, Water Utility Engineer Tim Osborne, Traffic Engineer Michael Fuess, Transpor[ation Planner Joe Welsh, Project Engineer Ingrid Gaub, Project Engineer Evelyn Cboe, Construction Manager Larry Dahl, Finance Director Shelley Coleman, Planning Director Paul Krauss, ESNEnvironmental Compliance Manager Aaron Nix, and Public Works Secretary Lorna Dahlke. Guests in attendance were Les Hoffer, Muckleshoot Indian Tribe and Brian Winslow, The Boeing Company. II. CONSENT A. APPROVAL OF MINUTES It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee approve the Public Works Committee minutes for December 6 and December 10, 2001, as submitted. Motion carded. B. AUTHORIZE THE SURPLUS OF A CANON COPY MACHINE The copy machine, located at the Maintenance and Operations facility, is no longer dependable and requires frequent repairs. It will be traded in on a new copy machine which is included in the 2002 Equipment Rental budget. Motion carried. C. AUTHORIZE EMERGENCY WORK PERFORMED BY SCOTTY'S GENERAL CONSTRUCTION FOR REPLACEMENT OF SANITARY SEWER LINE (PROJECT NO. C1005a) On Monday, January 7, 2002, Maintenance and Operations staff responded to a sewer problem being experienced by the Auburn Avenue Dinner Theater. Upon investigation by City staff, it was determined that the sewer main needed to be replaced immediately and was outside the scope and capabilities of in-house forces. The scope of work includes replacement of approximately 70' of 8" sanitary sewer line, installation of a manhole, reconnection of two side. sewers, and restoration of asphalt paving. Costs are estimated not to exceed $40,000. It was moved by Councilmember Poe, seconded by Councilmember Cerino that the Committee recommend Council authorize emergency work by Scotty's General Construction for replacement of Sanitary Sewer (Project No. C1005a). Motion carried. PUBLIC WORKS COMMITTEE MINUTES JANUARY 14, 2001 Page 2 of 4 D. CONSULTANT AGREEMENT NO. AG-C-162 WITH CH2M HILL FOR PREDESIGN OF PROJECT NO. C201A, 'M' STREET SE GRADE SEPARATION PROJECT This project includes the construction of an undemrossing of the BNSF Railroad Stampede Pass line on 'M' Street SE between 4th and 6th Streets SE. Also included is the construction of a bypass road connecting 'M' Street SE with Auburn-Black Diamond Road south of the BNSF Railroad at-grade crossing on Auburn-Black Diamond Road. This agreement will include a predesign report to determine the scope and develop the preliminary cost estimate of the project in anticipation of filing grant applications in late summer and early fall. The predesign is required before grant funds can be requested. It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council approve the consultant agreement No. AG-C-162 with CH2M Hill. Motion carried. E. AMENDMENT #7 TO CONSULTANT AGREEMENT NO. AG-C-014 WITH ECONOMIC AND ENGINEERING SERVICES, INC. FOR PROJECT NO. PR 629, CORROSION CONTROL TREATMENT FACILITY Amendment No. 7 includes additional work for engineering support for construction issues due to the complexity of this project. It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council approve Amendment #7 to Consultant Agreement No. AG-C-014 with Economic and Engineering Services. Motion carried. III. ISSUES A. ORDINANCE NO. 5605, AMENDING AUBURN CITY CODE CHAPTER 19.04 TRANSPORTATION IMPACT FEES, TO REQUIRE A TRANSPORTATION IMPACT FEE ON ANY CHANGE IN LAND USE THAT INCREASES PM PEAK-HOUR TRIP GENERATION The current Code states that where a change in use increases the trip generation by more than 10 PM peak-hour trips, the Director shall calculate a transportation impact fee. Ordinance No. 5605 amends the section to read that where any change in use increases the potential PM peak-hour trip generation by any number of trips, the Director shall calculate a transportation impact fee, and establishes a method for calculating the transportation impact fee therefore owed. Planner Welsh explained how the 10 PM peak threshold was included in the odginal ordinance by oversight and that the purpose of this amendment is to remove the unintended threshold that effectively creates an exemption. To illustrate the significance of the affect of the current ordinance, Planner Welsh provided an illustration of how piecemeal conversions of warehouse space by small-scale tenants office space developments results in significant cumulative effects on the transportation system without requiring payment of impact fees. The ordinance is intended to remedy this oversight by requiring impact fees for an increase in trips. PUBLIC WORKS COMMITTEE MINUTES JANUARY 14, 2001 Page 3 of 4 The Committee tabled this item to a future meeting to allow new Committee members to meet with staff to review the issue in more detail. Director Coleman distributed a memorandum concerning Ordinance 5604, which waives traffic impact fees for a period of five years in the defined "Downtown Area", and potential public funding sources that would be eligible to be used to pay traffic impact fees in the defined area. IV, INFORMATION OR DISCUSSION A. INTRODUCTION OF AARON NIX, ESNENVIRONMENTAL COMPLIANCE MANAGER Director Krauss introduced the recently hired Environmental Compliance Manager Aaron Nix to the Committee and provided a brief summary of the issues and assignments Manager Nix will address. B. WATER POLICY AND LEGISLATIVE BRIEFING Assistant City Engineer- Utilities Huskey gave a presentation to the Committee summarizing potential legislation for water resources in the State this year. There are competing interests for water within the State and different needs for water in the various geographic areas of the State. The Governor's agenda for water contains four issues: 1. Water for fish in stream flows; water for growing communities; 2. Flexible place of use for water rights and 3. No loss by municipalities of inchoate rights; and 4. Funding for the infrastructure to provide water for the competing needs. Requirements for conservation are also being considered as a part of the legislative package. There was discussion about the Washington Water Utility Council draft Water Conservation Proposals which was distributed to the Committee members. C. TRAFFIC SIGNAL COORDINATION PROJECTS (FIRST HALF OF 2002) Engineer Fuess presented the proposed project to coordinate four traffic signal lights along Main Street. The irregularity of spacing of the signal lights will cause some difficulty in coordination efforts since changes are done manually in the field and traffic may g~t slightly worse before it improves. D. KING COUNTY I/I CONTROL PROGRAM LOCAL AGENCY WORKSHOP The King County workshop is being held January 30th between 8 a.m. and 12 p.m. It is an opportunity for the City to interface with King County regarding key policy issues. Staff asked Committee members to consider attending. Councilmember Poe will try to attend. E. CAPITAL PROJECT STATUS REPORT The Committee reviewed the Capital Project Report.
