HomeMy WebLinkAbout02-11-2002 CITY OF AUBURN PUBLIC WORKS COMMITTEE MINUTES FEBRUARY 11, 2002 I, CALL TO ORDER The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Pete Lewis, Committee Chairman Rich Wagner, Council/Committee member Fred Poe, and Council/Committee member Gene Cerino. Staff in attendance were Public Works Director Christine Engler, City Engineer Dennis Dowdy, Assistant City Engineer Dennis Selle, Assistant City Engineer - Utilities Duane Huskey, Water Utility Engineer Tim Osborne and Public Works Secretary Lorna Dahlke. Guests in attendance were Water Rights Attorney Tom Mortimer and Larry Bradbury, Water District No. 111. II. CONSENT A. APPROVAL OF MINUTES It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee approve the Public Works Committee minutes for January 28, 2002, as corrected. Motion carried. B. RENEWAL OF RIGHT-OF-WAY USE PERMIT 95-30, TBD, INC., FOR THE BURGER KING FRANCHISE LOCATED AT 1520 SUPERMALL WAY SW TO LOCATE A PORTION OF THEIR PARKING AREA UNDER THE SUPERMALL FLYOVER It was moved by Councilmember Poe, seconded by Councilmember Cedno, that the Committee renew the Right-of-way Use Permit 95-30, TBD, Inc., for the Burger King franchise. Motion carried. C. CONSULTANT AGREEMENT NOS. AG-C-173 WITH ROTH HILL ENGINEERING, AG-C-164 WITH NORTHWEST HYDRAULIC CONSULTANTS, AG-C-165 WITH A.C. KINDIG & COMPANY, AG-C-163 WITH CEDAROCK CONSULTANTS, AND AG-C-166 WITH PACIFIC GROUNDWATER GROUP FOR WORK REQUIRED TO COMPLETE THE FINAL PHASE OF THE WATER RIGHTS DEVELOPMENT PROJECT The scope of work incorporated in the consultant agreements during 2001 was based on the assumption that the requested additional primary water rights for wells 6 and 7 may impact the White and Green Rivers. As work was completed, the analysis found that an effect on Mill Creek was possible, requiring additional data and analysis to be included in the water rights application project which has a deadline of June 2002 for submittal of the work product. Attorney Mortimer projected that the analysis and water rights development project will indicate the City can fully avoid or mitigate the effects on the White and Green Rivers and Mill Creek and will not require major capital mitigation projects. It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council approve consultant agreement Nos. AG-C-173 with Roth Hill Engineering, AG-C-164 with Northwest Hydraulic Consultants, AG-C-165 with A.C. Kindig & Company, AG-C-163 with Cedareck Consultants, and AG-C-166 with Pacific Groundwater Group for work required to complete the technical report PUBLIC WORKS COMMITTEE MINUTES FEBRUARY 11,2001 Page 2 of 3 for the water rights development project. Motion carried. D. CONSULTANT AGREEMENT NO. AG-C-170 WITH S.G. PINNEY & ASSOCIATES, INC., FOR SERVICES RELATED TO PROJECT NO. C21 lA, 2002 RESERVOIR COATING PROJECT It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council approve consultant agreement No. AG-C-170 with S.G. Pinney & Associates, Inc. Motion carried. E. CONSULTANT AGREEMENT NO. AG-C-174 WITH PACIFIC GROUNDWATER GROUP FOR COLLECTING GROUNDWATER LEVEL AND RIVER STAGE DATA, ANALYZING THE DATA, AND PREPARING AN ANNUAL REPORT It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council approve consultant agreement No. AG-C-174 with Pacific Groundwater Group. Motion carried. III. ISSUES A. NONE IV. INFORMATION OR DISCUSSION A. REVIEW OF 2001 WATER COST OF SERVICE AND RATE STUDIES The Committee reviewed the water cost of service and rate studies and discussed the peaking influences on rates for customers using water for irrigation or lawn watering. The Committee agreed that the methodology of increased rates for the heaviest water users would promote conservation, but favored considering gradual steps in summer time increased rates over time. The Committee requested additional information from staff regarding revenue projections from the Take or Pay proposal presented by wholesale water purchasers, Covington Water District and Water District No. 111. The Committee requested that the item be considered again at the next meeting in order to provide time to review and understand materials prepared by staff and to review the additional data requested. The Committee established a goal of acting on new rates by May of 2002. B. CAPITAL PROJECT STATUS REPORT The Committee discussed the status of the proposed water intertie agreement currently under review by the City of Bonney Lake. The Committee also asked about the proposed agreement with the City of Pacific. Staff reported that a copy of the consultant report is to be provided to Auburn.
