HomeMy WebLinkAbout03-25-2002CITY Of AUBURN PUBLIC WORKS COMMITTEE MINUTES MARCH 25 2002 CALL TO ORDER The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Lewis, Committee Chairman Rich Wagner, Council/Committee member Fred Poe, and Council/Committee member Gene Cerino. Staff in attendance were Public Works Director Christine Engler, City Engineer Dennis Dowdy, Assistant City Engineer Dennis Selle, Assistant City Engineer - Utilities Duane Huskey, Sanitary Sewer Engineer Jeff Roscoe, Storm Drainage Engineer Tim Carlaw, Traffic Engineer Michael Fuess, Transportation Planner Joe Welsh, Project Engineer Peter Gates, Planning Director Paul Krauss, Associate Planner Jeff Dixon, ESNEnvironmental Compliance Manager Aaron Nix, and Administrative Services Supervisor Pam Miller. Guests in attendance were Larry Bradbury, Water District No. 111; Ron Claudon, Sr.; Ron and Lorianne Claudon; Jim Armstrong; Marissa Armstrong; and Frank Lee. II. CONSENT A. APPROVAL OF MINUTES It was moved by Councilmember Poe. seconded by Councilmember Cerino, that the Committee approve the Public Works Committee minutes for March 11,2002, as submitted. Motion carried. B. RIGHT-OF-WAY USE PERMIT 12-02, AUBURN DOWNTOWN ASSOCIATION, FOR THE ANNUAL SIDEWALK SALE It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee approve Right-of-Way Use Permit 12-02. Motion carried. C. RIGHT-OF-WAY USE PERMIT 3-02, AUBURN SCHOOL DISTRICT, FOR THE AUBURN RIVERSIDE SENIOR HIGH SCHOOL AND THE AUBURN SENIOR HIGH SCHOOL GRADUATION CEREMONIES It was moved by Councilmember Poe, seconded by Councilmember Cedno, that the Committee approve Right-of-Way Use Permit 3-02. Motion carried. D. RIGHT-OF-WAY USE PERMIT 13-02, AUBURN GOOD OL' DAYS, INC., FOR THE ANNUAL GOOD OL' DAYS FESTIVAL It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee approve Right-of-Way Use Permit 13-02. Motion carried. E. CONSULTANT AGREEMENT NO. AG-C-178 WITH PERTEET ENGINEERING, INC., FOR SERVICES RELATED TO PROJECT NO. C214A, LAKELAND HILLS WAY / E VALLEY HIGHWAY SIGNAL It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council approve Consultant Agreement No. AG-C-178. Motion carried. PUBLIC WORKS COMMITTEE MINUTES MARCH 25, 2001 Page 2 of 5 F, CONSULTANT AGREEMENT NO. AG-C-179 WITH W & H PACIFIC, INC., FOR SERVICES RELATED TO PROJECT NO. MS737, STORM FACILITIES CONDITIONS SURVEY Storm Drainage Engineer Cartaw handed out a ciadfication of the tasks to be performed and discussed specific features at the facilities that will be evaluated. Councilmember Poe felt that City staff should be performing the work, rather than hiring a consultant, and asked to review the consultant's report pertaining to the evaluations performed last year. It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the issue be tabled until the next Committee meeting. Motion carried. G. PERMISSION TO ADVERTISE PROJECT NO. C21 lA, 2002 RESERVOIR CORROSION CONTROL COATING PROJECT It was moved by Councilmember Poe, seconded by Councilmember Cedno, that the Committee recommend Council grant permission to advertise Project No. C21 lA. Motion carried. H. CHANGE ORDER NO. 2 IN THE AMOUNT OF $24,545.12 TO CONTRACT NO. 01-08 WITH NORTHWEST CASCADE FOR PROJECT NO. C0019, SOUTH CENTRAL PHASE II, 21sT STREET SE STORM IMPROVEMENTS It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council approve Change Order No. 2 to Contract No. 01-08. Motion carried. III, ISSUES A. RESOLUTION NO. 3443 AUTHORIZING AN EMERGENCY WATER SUPPLY AGREEMENT WITH LAKEHAVEN UTILITY DISTRICT It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council adopt Resolution No. 3443. Motion carried. B. RESOLUTION NO. 3444 AUTHORIZING AN EMERGENCY WATER SUPPLy AGREEMENT WITH COVINGTON WATER DISTRICT AND WATER DISTRICT NO. 111 It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council adopt Resolution No. 3444. Motion carried. C. RESOLUTION NO, 3445 AUTHORIZING PAYBACK AGREEMENT #88 RELATED TO DEVELOPER'S EXTENSION NO. FAC0000-17 WITH FRANK LEE It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the committee recommend Council adopt Resolution No. 3445. Motion carried. RESOLUTION NO. 3447 AUTHORIZING A COMMUTE TRIP REDUCTION ACT INTERLOCAL AGREEMENT WITH KING COUNTY it was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council adopt Resolution No. 3447. Motion carried. IV. INFORMATION OR DISCUSSION A. MORATORIUM UPDATE Storm Drainage Engineer Carlaw gave a presentation on projects needed in the moratorium area to address drainage issues. He distributed maps illustrating project alternatives for four specific areas - Clay Street, Western Street, Lund Road, and West Main Street. He also handed out and discussed the costs and the pros and cons of the alternatives for each area. Carlaw then handed out a revised Capital Projects Budget Summary, showing the impact on the budget in 2002 if select staff-recommend projects for Clay Street and Western Street were to be implemented. Carlaw discussed a staff recommendation to make emergency amendments, under the Growth Management Act, to the current 1990 Comprehensive Storm Drainage Plan and the City's Comprehensive Plan to include the projects needed to resolve the moratorium area drainage issues in those Plans. The process would take three to four months, which is about when the moratorium will expire. This could allow the moratorium to be lifted. The prioritization of storm drainage projects and the status of the Comprehensive Storm Drainage Plan were discussed. Following discussion, it was the consensus of the Committee that staff should move forward with the process to amend the current 1990 Comprehensive Storm Drainage Plan and the City's Comprehensive Plan. B. ENVIRONMENTAL REGULATION UPDATE ESA/Environmental Compliance Manager Aaron Nix gave the Committee an update on environmental regulations and reviewed his goals in relation to them. Nix stressed the importance of streamlining the City's response to environmentally-related regulation, as it will prove to be more cost effective and efficient in the long run. Additionally, he mentioned the positive contributions that can be brought out by the regulation. The Committee stressed the need to work closely with the Muckleshoot indian Tribe on watershed issues. C. LEA HILL PAA CAPITAL IMPROVEMENTS Director Engler distributed copies of a letter from the City's consultant, requesting updated information from the City regarding operations costs and capital improvement and equipment costs to serve the Lea Hill proposed annexation area (PAA). CAPITAL PROJECT STATUS REPORT The following projects were bdefly discussed: #18, 3r~ Street SE/Cross Street Improvement - Chair Wagner noted the completion date of November 2003, and asked if there was any way to move the project up so that the City can get a feel for the impact of the 3r~ Street SW ramp. Assistant City Engineer Selle stated that the completion date for the 3r~ and Cross Street Improvements is ddven by property acquisition issues, but it is hoped that 3r~ and Cross Streets will not have to be closed during construction. #11, Dykstra Park Footbddqe - Assistant City Engineer Selle stated that the project has been delayed due to State Department of Fisheries' concems. The State is requiring the City to get a permit so that they can control the timeframe in which the City performs the work over the dver. While the design is needy complete, the need for the permit will postpone the project for at least a couple of months. Chair Wagner asked staff to make sure that signs are posted advising the status of the project. V. OTHER DISCUSSION This discussion took place following approval of the minutes. Councilmember Poe explained that he had invited the Claudons to the Committee meeting to discuss their request to hook up to the sanitary sewer, which is stubbed out in front of their property where they are building a home. The Claudons had received a letter from the City Engineer stating they could not hook up until the sewer is designed and constructed adjacent to their property. Director Engler stated that she had reviewed the issue with Sanitary Sewer Engineer Roscoe, and they had determined that the Claudon's request could be accommodated provided an instrument was put in place that would guarantee construction of the sewer across the property. Sanitary Sewer Engineer Roscoe stated that he could draft a non- remonstrative agreement the following day, and invited the Claudons' to discuss the issue with him further. Following the discussion on Capital Projects, the meeting was adjourned at 7:33 p.m., but was reconvened at 7:34 p.m. in response to a comment from Councilmember Poe that he had hoped to discuss water rates. Assistant City Engineer/Utilities Huskey distributed draft copies of Ordinance No. 5618, which had been reviewed and discussed by the Committee at previous meetings. The ordinance amends Auburn City Cede Chapter 13.06.60, revising water rates effective June 1, 2002. It was moved by Councilmember poe, seconded by Councilmember Cedno, that the Committee recommend Council adopt Ordinance No. 5618. Motion carried. PUBLIC WORKS COMMITTEE MINUTES MARCH 25, 2001 Page 5 of 5 Director Engler distributed copies of an e-mail sent to her from Traffic Engineer Fuess. The e-mail discussed alternatives developed in response to a concern raised by Councilmember Cerino about traffic on Main Street and his suggestion to make Main/lSt Street a one-way couplet. Following discussion, it was the consensus of the Committee that no action should be taken until the effects of the 3r~ Street SW improvements on east- west traffic are known. VI.
