HomeMy WebLinkAbout04-08-2002 CITY OF AUBURN PUBLIC WORKS COMMITTEE MINUTES APRIL 8, 2002 ' I CALL TO ORDER The meeting was called to order at 5:30 p.m. Those in attendance were Committee Chairman Rich Wagner, Council/Committee member Fred Poe, and Council/Committee member Gene Cerino. Staff in attendance were Public Works Director Christine Engler, City Engineer Dennis Dowdy, Assistant City Engineer Dennis Selle, Assistant City Engineer- Utilities Duane Huskey, Sanitary Sewer Engineer Tim Carlaw, Traffic Engineer Michael Fuess, Planning Director Paul Krauss, Planner David Osaki, ESNEnvironmental Compliance Manager Aaron Nix, City Attorney Dan Held and Public Works Secretary Lorna Dahlke. Guest in attendance was Tom Dozal, Water District No. 111. I1. CONSENT A. APPROVAL OF MINUTES It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee approve the Public Works Committee minutes for March 25, 2002, as submitted. Motion carried. B. BUDGET ADJUSTMENT IN THE AMOUNT OF $28,000 IN THE 102 ARTERIAL STREET FUND FOR PAYMENT TO PIERCE COUNTY FOR AUBURN'S PARTICIPATION IN CONSTRUCTION OF SIGNALIZED INTERSECTIONS RELATED TO THE LAKE TAPPS PARKWAY It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council approve budget adjustment in the amount of $28,000 in the 102 Arterial Street Fund for payment to Pierce County for Auburn's participation in construction of signalized intersections related to the Lake Tapps Parkway. Motion carried. C. CONSULTAN'T AGREEMENT NO. AG-C-179 WITH W & H PACIFIC, INC., FOR SERVICES RELATED TO PROJECT NO. MS 737, STORM FACILITIES CONDITIONS SURVEY Engineer Carlaw, responding to a previous request by the Committee, said it would take approximately 32 hours per pond for City staff to perform the analysis. Given existing staff Workloads, approximately one pond per month is a realistic expectation. At that rate, it would take approximately 2 ~ years for City staff to perform in-house the study of storm drainage facilities that is currently being proposed by the consultant in this agreement. The study is to determine the present condition of the approximate 50 storm drainage ponds within the City and the maintenance activities that need to be performed on them. Councilmember Cerino stated he wou Id prefer receiving a realistic proposal for the hiring of additional maintenance staff to perform the needed maintenance as opposed to relying on a consultant. There was considerable discussion about the need for an assessment of the adequacy of City staffing to keep facilities in good operational condition. Director Engler stated the study results would provide needed data for such an assessment and to develol~ a work plan So priorities can be set. PUBLIC WORKS COMMITTEE MINUTES APRIL 8, 200')~ Page 2 of 3 It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council approve the Consultant Agreement No. AG-C-179 with W & H Pacific, Inc. for services related to Project No. MS 737. Motion carried. D. BUDGET ADJUSTMENT IN THE AMOUNT OF $18,367.55 IN THE STREET DIVISION CAPITAL OUTLAY FUND FOR A BUCKET TRUCK. This item was brought to the Committee through an Agenda Modification. It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council approve Budget Adjustment in the amount of $18,367.55 in the Street Division Capital Outlay Fund for a bucket truck. Motion carried. III. ISSUES A. ORDINANCE NO. 5652 AMENDING AUBURN CITY CODE CHAP. TER 10.3§, ENTITLED STOPPING, STANDING AND PARKING The Ordinance No. 5652 was corrected from No. 3456 which was an error in the Agenda packet. Errors in the addresses in Ordinance No. 5652 in section 1. Code 10.36.343 were corrected to read "Southwest" instead of "Northwest". It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council adopt Ordinance No. 5652. Motion carried. B. ORDINANCE NO. 5653 AMENDING AUBURN CITY CODE CHAPTER 10.40.035 ENTITLED "AUBURN CITY VEHICLE PARKING AND AUBURN CITY EMPLOYEE PERMIT PARKING ESTABLISHED". The Ordinance No. 5653 was corrected from No. 3457 which was an error in the Agenda packet. It was moved by Councilmember Poe, seconded by Councilmember Cedno, that the Committee recommend Council adopt Ordinance No. 5653~ Motion carried. IV. INFORMATION OR DISCUSSION A. LEA HILL ANNEXATION CAPITAL IMPROVEMENTS The Committee discussed the study being done to determine the costs of potential capital improvements within the potential annexation area on Lea Hill. The Committee asked Director Krauss to convey to the consultants that the level of detail and design currently being done was not required. B. RIGHT-OF-WAY MEDIAN BARRIERS AT BNSF CROSSINGS Traffic Engineer Michael Fuess briefed the Committee on a proposal by Sound Transit and Burlington Northern Santa Fe Railroad to the City to cooperate with PUBLIC WORKS COMMI'FrEE MINUTES APRIL 8,200~, Page 3 of 3 median barriers being installed at three locations to accommodate increased train speeds within the City. This is a UTC condition for the speed increases. UTC requires access control by the use of median barriers to keep drivers from driving around the gates. Sound Transit is putting together plans for implementation and will be holding a public meeting in the near future. Engineer Fuess said BNSF and Sound Transit would like the City to sign agreements stating that Sound Transit would install and the City would maintain the barriers. The Committee requested staff investigate the alternatives of installing gates with longer arms in lieu of median barriers. C. PLAT BONDING OPTIONS For discussion purposes, City Attorney Heid presented the issue of plat bonding to the Committee. The recent trend is to go away from bonding and use assignment of funds or letters of credit, which could give the City greater protection. The Committee requested Attorney Heid to present a proposal at a future meeting. D. ELECTRIC UTILITY MUNICIPALIZATION City Engineer Dennis Dowdy updated the Committee regarding the status of the suit filed by 11 cities including Auburn against Puget Sound Energy, which concerns three tariff schedules filed with the Washington Utilities Commission. Cities are beginning to consider the alternative of municipalizing that portion of the electrical utility serving their urban areas. E. CAPITAL PROJECT STATUS REPORT Assistant City Engineer - Utilities Huskey said the City is expecting a water agreement from Bonney Lake in the next week. Councilmember Cerino said he had received positive feedback from citizens for the informational signs posted on the 21st Street project.
