HomeMy WebLinkAbout05-13-2002 CITY OF AUBURN PUBLIC WORKS COMMITTEE MINUTES MAY 13, 2002 I CALL TO ORDER The meeting was called to order at 5:30 p.m. Those in attendance were Committee Chairman Rich Wagner, Council/Committee member Gene Cerino and Council/Committee member Jeanne Barber substituting for Council/Committee member Fred Poe. Staff in attendance were Public Works Director Christine Engler, City Engineer Dennis Dowdy, Assistant City Engineer Dennis Selle, Assistant City Engineer- Utilities Duane Huskey, Transportation Engineer Michael Fuess, Project Engineer Ingrid Gaub, Project Engineer Peter Gates, Project Engineer Scott Nutter and Public Works Secretary Loma Dahlke. Guest in attendance was Tom Dozal, Water District 111. II. CONSENT A. APPROVAL OF MINUTES It was moved by Councilmember Cerino, seconded by Coun¢ilmember Barber, that the Committee approve the Public Works Committee minutes for April 22, 2002 as submitted. Motion carried. B. ROW USE PERMIT 18-02, CITY OF AUBURN CLEAN SWEEP EVENT AND FARMER'S MARKET It was moved by Councilmember Cerino, seconded by Councilmember Barber, that the Committee approve Right-of-Way Use Permit 18-02. Motion carried. C. PERMISSION TO ADVERTISE PROJECT NO. C1005, 2002 SEWER REPLACEMENT PROGRAM It was moved by Councilmember Cerino, seconded by Councilmember Barber, that that the Committee recommend Council grant permission to advertise Project No. C1005, 2002 Sewer Replacement Program. Motion carried. D. CHANGE ORDER #3 AND FINAL PAY ESTIMATE #5 ON CONTRACT NO. 01-08 WITH NORTHWEST CASCADE INC., AND ACCEPT CONSTRUCTION OF PROJECT NO. C0019, SOUTH CENTRAL PHASE II -21ST STREET SE STORM IMPROVEMENTS It was moved by Councilmember Cerino, seconded by Councilmember Barber, that that the Committee recommend Council approve Change Order No. 3 and Final Pay Estimate No. 5 on Contract No. 01-08 with Northwest Cascade Inc. and accept construction of Project No. C0019. Motion carried. III. ISSUES A. ORDINANCE NO. 5660 AMENDING AUBURN CITY CODE CHAPTER 10.35 ENTITLED "STOPPING, STANDING AND PARKING," BY REVISING SECTIONS 10.36.300 AND 10.36.380 TO PROHIBIT PARKING ON THE NORTH SIDE OF WEST MAIN STREET BETWEEN 'C' STREET NW AND 'D' STREET NW It was moved by Councilmember Cerino, seconded by Councilmember Barber, that PUBLIC WORKS COMMITTEE MINUTES MAY 13, 2002 Page 2 of 4 that the Committee recommend Council approve Ordinance No. 5660 with the condition that staff contact the property owners on the north side of West Main Street between C Street NW and D Street NW to obtain their input regarding the prohibited parking stipulation. Motion carried. B. ORDINANCE NO. 5664 AMENDING AUBURN CITY CODE CHAPTER 13.06.360 FOR THE PURPOSE OF ADJUSTING WHOLESALE WATER RATE EFFECTIVE DATES In order to allow Water District 111 and Covington Water District time to review the proposed changes to the Take or Pay Agreement draft, the adjustments to wholesale water rates will not be able to go into effect until the agreement is approved. Until that time, the City will continue to operate under the current agreement with Wholesale water rates remaining at the level stipulated. It was moved by Councilmember Cerino, seconded by Councilmember Barber, that that the Committee recommend Council adopt Ordinance No. 5664. Motion carried. IV. INFORMATION OR DISCUSSION A. WATER TAKE OR PAY Assistant City Engineer- Utilities Huskey reported there are issues needing resolution before the "Take or Pay" Agreement with IA2 partners, Water District 111 and Covington Water District can be recommended for approval. One issue is the length of time required for the parties to terminate the agreement. Current language allows the City to terminate with 60 days prior notice. The IA2 partners are requesting a longer period of time, of up to three years, during which there would be a gradual reduction in water quantities. Another issue under discussion is the request by the IA2 partners for the City to pay a penalty if the City is unable to provide water at stipulated levels. The City does not want to pay a penalty where the City is unable to provide water. The Committee requested that staff continue discussions with the IA2 partners. B. FUTURE GROUNDWATER MANAGEMENT-APPROACH UPDATE Assistant City Engineer - Utilities Huskey reported that the results of the study and computer modeling regarding Mill Creek flows are showing there is a significant impact on Mill Creek from the City's Wells 6 and 7, which would be intercepting water destined for Mill Creek. This impact is greatest in the summer months at about 1.5 million gallons per day on Mill Creek, and is not easily mitigated. In order to support the City's requested water right, one way to mitigate would require the building of a capital project, that would take water, aerate it, de-chlorinate it, and put it back into stream. At this point, the data cannot be refined further without conducting more studies at additional cost. In order to keep the City on track with the application for additional PUBLIC WORKS COMMITTEE MINUTES MAY 13, 2002 Page 3 of 4 water rights, this proposed mitigation would require the City to mitigate with 1.5 million to get 7 million gallons per day in new water rights. In response to a question from the Committee on the possibility of identifying additional water sources outside of the City, Director Engler stated that this research had been completed and there is no other available water sources in the area at this time. The Committee requested staff discuss the findings with the IA2 partners. The Committee directed staff to continue to look for alternatives regarding the least amount of mitigation. C. ARTERIAL STREETS PROGRAM AND FUND 102 BUDGET The Committee reviewed emerging issues in the program. Traffic Engineer Fuess stated that a report showing what funds are available will be completed by Finance and Public Works and will be presented to the Committee at the next meeting. The Committee requested an update on the costs of the 3rd Street Grade Separation Project. Engineer Gaub stated that additional funds are needed to pay for quantity overruns. There have been errors, apparently, in the consultant calculations. In response to a question from the Committee, Engineer Gaub stated that all aspects of the project that could be eliminated in order to reduce costs have been eliminated, including cutting back on the landscaping, the decorative railing, and decorative truss. The Committee requested staff continue to research what liability the consultant has for the errors. The Committee requested that a review of money budgeted in the Parks Department budget for the White River Trail could be used to cover some of the costs to repair of the landslide on Oravetz Road next to the trail. D. REVIEW STORM DRAINAGE ClP RANKING CRITERIA AND WEIGHTING FACTORS This item was removed from the agenda. E. PLAT BONDING This item was removed from the agenda. F. OTHER DISCUSSION City Engineer Dowdy presented a proposal from the Sunbreak Caf~ that, as part of Operation Clean Sweep, the Cafe would pay for a surface seal coat and striping on the municipal parking lot and City right-of-way next to the Cafe. Since the parking lot is a mix of City and private ownership, the City Attorney recommended a resolution be drafted to approve this project. The Committee approved the drafting of the resolution. The Committee approved that Engineer Fuess work with the petitioner and Mayor regarding the stop signs at the intersection of 12th Street and K Street and develop a recommendation for traffic flow and stop signs in the neighborhood. PUBLIC WORKS COMMITTEE MINUTES MAY 13, 2002 Page 4 of 4 CAPITAL PROJECT STATUS REPORT The Committee supported that the design work be completed for the street repair on West Valley Highway from Peasley Canyon to 15th Street SW. The Committee requested staff continue to pursue efforts to shift responsibility to the state for the repaving. V.
