CALLTO ORDER The meeting was called to order at 3:05 p.m. Those in attendance were Mayor Lewis, Committee Chairman Rich Wagner, Council/Committee member Fred Poe, and Council/Committee member Gene Cerino. Public Works Department staff in attendance were Acting Public Works Director Dennis Dowdy, Acting City Engineer Dennis Selle, Assistant City Engineer/Utilities Duane Huskey, Senior Project Engineer Ingrid Gaub, Traffic Engineer Michael Fuess and Secretary Lorna Dahlke. Finance Department staff in attendance was Shelley Coleman. There were no guests in attendance. II. CONSENT A. PROPOSED PUBLIC WORKS DEPARTMENT BUDGET REDUCTION Acting Director Dowdy presented staff recommended Budget Reduction Proposals. Tier 1, which could be implemented immediately, included a projected annual savings of $122,400 by charging the labor only for operating the two street sweepers to the Solid Waste Utility, and a projected annual savings of $16,000 by extending the life of all city vehicles, with the exception of the police patrol cars, by one year. It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee approve Tier One of the Public Works Department Budget Reduction. Motion carried. PERMISSION TO AWARD CONTRACT NO. 02-14, PROJECT NO. C1003, BONNEY LAKE EMERGENCY INTERTIE, TO SCOTTY'S GENERAL CONSTRUCTION ON THEIR TOTAL LOW BID OF $27,200 It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council grant permission to award Contract No. 02-14 to Scotty's General Construction. Motion carried. III. ISSUES A. ORDINANCE NO. 5712 AMENDING AUBURN CITY CODE CHAPTER 13.05.360 RELATED TO THE WATER OUT-OF-AREA SURCHARGE Acting Director Dowdy stated the staff recommendation was that a surcharge revision from 37% to 50% be established for water utility customers living outside the City limits, and that the issue be reviewed during the next cost of service study. The issue can be analyzed two ways; by establishing a customer class for out of City customers, which would have higher rates than City residents, or by conducting a more detailed study of actual costs for the City services and pro-rate these services as a part of the rates charged. Councilmember Poe stated that the sewer and water infrastructure on Lea Hill was not constructed by the City, and that customers living in that area should not be charged a substantial increase. Acting Director Dowdy stated there are other costs, such as the time the City Attorney and office staff spend on issues regarding the three utilities, which are not captured in the rates for services to those outside the City. The Committee was in agreement that during the upcoming cost of service study, actual costs should be identified for residents and non-residents in order to have more information available on which to base these rates. It was moved by Councilmember Cerino, seconded by Councilmember Wagner, that the Committee recommend Council adopt Ordinance No. 5712. Councilmember Poe opposed. Motion carried. ORDINANCE NO. 5713 AMENDING 13.20.440 RELATED TO THE SEWER OUT-OF- AREA SURCHARGE It was moved by Councilmember Cerino, seconded by Councilmember Wagner, that the Committee recommend Council adopt Ordinance No. 5713. Councilmember Poe opposed. Motion carried. ORDINANCE NO. 5710 AMENDING AUBURN CITY CODE CHAPTER 10.36.310 RELATED TO PROHIBITED PARKING AREAS iN SOUTHEAST AUBURN It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee recommend Council adopt Ordinance No. 5710. Motion carried. IV. DISCUSSION AND INFORMATION NONE V.
