I CALL TO ORDER
JANUARY 27, 2003
The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Pete Lewis,
Committee Chairman Rich Wagner, Council/Committee member Fred Poe, and
Council/Committee member Gene Cerino. Staff in attendance were Public Works Director
Dennis Dowdy, Assistant City Engineer Ingrid Gaub, Utilities Engineer Duane Huskey,
Sewer Utility Engineer Jeff Roscoe, Traffic Engineer Michael Fuess, and Public Works
Secretary Lorna Dahlke.
Guests in attendance were Hank Love and Michael Jackson, Gray Hawk Construction.
II. CONSENT
A. APPROVAL OF MINUTES
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the
Committee approve the Public Works Committee minutes for January 13, 2003 as
submitted. Motion carried.
RIGHT-OF-WAY USE PERMIT 01-03 WITH GRAY HAWK CONSTRUCTION
COMPANY FOR USE OF ADJACENT SIDEWALK AND PARKING AREA DURING
RENOVATION OF JC PENNEY BUILDING
The Committee amended the permit to include the use of adjacent sidewalk fronting on
Main Street during removal of the face of the building for an estimated two week period,
with the Director or City Engineer given the authority to negotiate a longer period of time
if needed.
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the
Committee approve Right-of-Way Use Permit 01-03 as amended. Motion carried.
III. ISSUES
A. RESOLUTION NO. 3566, CERTIFICATION ACCEPTANCE QUALIFICATION
AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF
TRANSPORTATION
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the
Committee recommend Council adopt Resolution No. 3566. Motion carried.
IV. INFORMATION OR DISCUSSION
A. ROADWAY LUMINAIRE INVENTORY
Responding to a previous request from the Committee, Traffic Engineer Fuess
presented an inventory of the roadway luminaries separating those owned by the City
and those owned by Puget Sound Energy and identifying respective costs. The
information was taken from databases maintained by PSE and the City with the
Construction Section conducting field site audits. As new construction occurs, the
luminaries are added to the system and the City's database. Director Dowdy stated the
information will assist in financial analysis, as well as in policy decisions regarding
maintenance of the luminaries. The Committee eventually wants to evaluate the
cost/feasibility of possibly having PSE maintain and operate all City street lights.
The Committee requested staff continue to refine the information.

B. STATUS REPORT ON KING COUNTY INFLOW & iNFILTRATION PROJECT BEING
CONDUCTED WITHIN THE AUBURN WAY SOUTH BASIN
Sewer Utility Engineer Roscoe updated the Committee on the results of the I & I project.
King County did not receive federal grant funding for the I & I sewer system
improvements.
The Auburn Way South study did not identify any major I & I problems with the City's
system. The main issue was line capacity, with the limited amount of capacity filling with
storm water, the Auburn Way South Basin quickly becomes surcharged. The proposed
pilot project shall consist of replacing side sewers on the Auburn Academy's property.
KC is also considering the use of drain pans under manhole lids on Auburn Way South.
With an estimated expenditure of $350,000, King County is expecting a 30% reduction in
the I & I of this basin.
C. WETLAND AND STREAM INVENTORY GRANT CLOSE OUT REPORT
The Committee discussed the limited scope of the report and concerns that the report be
used only as a reference and not be cited in the City's Comprehensive Plan which could
put limitations on future development. Director Dowdy stated a wetland biologist would
be needed to accurately define and identify wetlands, however the report would be of
some value to developers showing areas that could require wetland studies.
The report would also provide a storm drainage benefit. Storm Drainage Utility Engineer
Carlaw is currently reviewing the report's accuracy in identifying free flowing streams
and those currently containing storm drainage pipes. The Committee will be updated
upon completion of the review.
D. CAPITAL PROJECT STATUS REPORT
Responding to questions from the Committee regarding the 277th project, Assistant City
Engineer Gaub, reported that the final punch list is being worked on and landscaping
would be completed later in the spring when the ground water has gone down.
Councilmember Wagner requested staff add the A and 41st Street project to the report
now rather than at project initiation.
Director Dowdy informed the Committee that he would be meeting with Pierce County to
discuss the city's concerns in accepting the Lake Tapp's Parkway due to the roadway
slope and lack of guardrails.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting
was adjourned at 6:15 p.m.
