PUBLIC WORKS COMMITTEE
March 10, 2003
MINUTES
I. CALL TO ORDER
The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Pete Lewis,
Committee Chairman Rich Wagner, and Council/Committee member Gene Cerino.
Council/Committee member Fred Poe was not in attendance due to an excused absence.
Staff in attendance were Public Works Director Dennis Dowdy, City Engineer/Assistant
Director Dennis Selle, Assistant City Engineer Ingrid Gaub, Utilities Engineer Duane Huskey,
Transportation Engineer Michael Fuess, Project Engineer Scott Nutter, Assistant Project
Engineer Brian Coleman, Planner Jeff Dixon and Secretary Lorna Dahlke.
Guests in attendance were WSDOT Representative Lisa Shaw, King County Representative
Bob Thompson, Gary Nomensen from Puget Sound Energy, and Gary W. Petersen.
II. CONSENT AGENDA
A. APPROVAL OF MINUTES
It was moved by Councilmember Cerino, seconded by Chairman Wagner, that the
Committee approve the Public Works Committee minutes for February 24, 2003, as
submitted. Motion carried.
B. RIGHT-OF-WAY USE PERMIT 11-03, PETE'S MOBILE AND MODULAR
TRANSPORTING FOR HAUL ROUTE
It was moved by Councilmember Cerino, seconded by Chairman Wagner, that the
Committee approve Right-of-way Use Permit 11-03, modified to include additional staff
review of the traffic control at major intersections. Motion carried.
C. SURPLUS OF VEHICLES AND EQUIPMENT
It was moved by Councilmember Cerino, seconded by Chairman Wagner, that the
Committee recommend Council approve the surplus of vehicles and equipment. Motion
carried.
D. INITIATION OF SMALL WORKS PROJECT NO. MS755, WELL NO. 2 & 4
INVESTIGATION AND REHABILITATION
It was moved by Councilmember Cerino, seconded by Chairman Wagner, that the
Committee approve initiation of small works Project No. MS755. Motion carried.
The Committee approved that the action of awarding the contract be submitted directly to
the Council on April 7, 2003 in order to begin construction without the delay of returning to
the Committee.

It was moved by Councilmember Cerino, seconded by Chairman Wagner, that the
Committee recommend Council approve Final Pay Estimate #1 to Small Works Contract
02-14 with Scotty's General Construction, Inc. and accept construction of Project No.
C1003, Bonney Lake Emergency Intertie. Motion carried.
III. ISSUES
RESOLUTION NO. 3579 AUTHORIZING THE MAYOR OR HIS DESIGNEE TO EXECUTE
A WAIVER OF HEARING WITH THE WASHINGTON STATE DEPARTMENT OF
TRANSPORTATION FOR LIMITED ACCESS REVISIONS TO SR 167
WSDOT representative Lisa Shaw stated that State law allows a waiver of a hearing in the
case where there is only one abutting owner of the piece of property in question. In the
case of the property adjacent to the ramp to be widened for limited access to SR167, the
one owner abutting is the City of Auburn. In order to allow King County to start
construction on time, the City can waive the public hearing, otherwise King County will be
delayed into the late summer months.
Shaw indicated that a turnback agreement between the City and WSDOT will be required
to return current City right-of-way back to the City once construction is completed due to
State laws regarding limited access facilities.
It was moved by Councilmember Cerino, seconded by Chairman Wagner, that the
Committee recommend Council adopt Resolution No. 3579. Motion carried.
RESOLUTION NO. 3580 AUTHORIZING THE MAYOR TO EXECUTE AN INTERLOCAL
AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF
TRANSPORTATION, KING COUNTY, AND CITY OF KENT FOR THE SR 167
CORRIDOR PROJECT ENVIRONMENTAL PROCESS: PHASE I: PRELIMINARY
SCOPING AND ALTERNATIVES IDENTIFICATION
Director Dowdy stated as a condition of the funding from PSRC of $400,000 to WSDOT for
the SR167 Corridor Project Study, cost-sharing was required by King County, Kent and
Auburn. Chairman Wagner said with limited local funds, he wanted to go on record that it
was a troubling policy to have the city paying for funding for state highways which are the
responsibility of the state, and he hoped this would be a one time event. Councilmember
Cerino agreed, but said at this point if agencies in South King County don't induce the
monies they would go to Seattle and eastside communities. Engineer Fuess said
improvements to SR167 would have the effect of relieving the congestion on the City's
local corridors.
Director Dowdy stated that SR167 had gone from insignificant to a route worth studying
during the last few months. This project was one of three pyramidal projects having local
sponsorship in order to present a successful RTID package. The study will advance our
knowledge of the cost estimate for the scope of work and this information will improve our
information for the RTID ballot.

It was moved by Councilmember Cerino, seconded by Chairman Wagner, that the
Committee recommend Council adopt Resolution No. 3579. Motion carried
RESOLUTION NO. 3588, AWARD PURCHASE CONTRACT NO. 02-31 TO NORTH-
SOUTH TRADING CORPORATION FOR SIDEWALK AND RIGHT-OF-WAY CLEANING
EQUIPMENT. This Item was an Agenda Modification.
It was moved by Councilmember Cerino, seconded by Chairman Wagner, that the
Committee recommend Council adopt Resolution No. 3586. Motion carried.
IV. DISCUSSION AND INFORMATION
A. STREET VACATION NO. V-04-02, SUBMI']-I'ED BY RODARTE CONSTRUCTION, FOR
VACATION OF A PORTION OF 151sT AVE E, EAST OF EAST VALLEY HIGHWAY
The Committee favored having the applicant compensate the City the assessed value of
the ROW (approximately $24,800).
SEPA RESPONSE FOR PSE/CASCADE WATER ALLIANCE WATER RIGHTS ON LAKE
TAPPS
The Committee discussed the projected costs of Lake Tapps water being 4 or 5 times
higher than customers are used to, for additional water rights on Lake Tapps and
requested the financial impacts to the Utility and customers be included in the City's SEPA
response.
C. FOLLOW-UP TESTING FOR COPPER
Engineer Huskey said the same houses that were tested in 1992 will be tested now and
again in six months. The PH results are 40% higher than what the City targeted, so we are
expecting a confirmation positive result.
PUBLIC WORKS POLICY 300-07A, "GENERAL PROCEDURES FOR CONTRACTING
FOR EMERGENCY PUBLIC WORKS"
The Committee agreed with the PW Policy granting authority to the Director, Program
Manager and Construction Manager to determine when a situation is an emergency
requiring immediate contracted response.
E. CAPITAL PROJECT STATUS REPORT
In response to a question from the Committee, Engineer Gaub clarified that the A St NW
project is currently only a pre-design study. The Committee asked for a presentation of the
project prior to the completion of the study.

In response to a question from the Committee, Engineer Gaub stated that by separating
Project #13, the West Valley Highway Reconstruction, into two phases, the roadway
reconstruction could occur without delay. Phase II, the non-motorized trail, would require
environmental issues requiring additional study and is needed due to grant funding
requirements. The reconstruction of WVH would not preclude the state constructing the
final ramps for SR167 in the future.
