PUBLIC WORKS COMMITTEE
July 14, 2003
MINUTES
I. CALL TO ORDER
The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Pete Lewis,
Committee Chairman Rich Wagner, Council/Committee member Fred Poe, and Council/Committee
member Gene Cerino. Staff in attendance were Public Works Director Dennis Dowdy, City
Engineer/Assistant Director Dennis Selle, Assistant City Engineer Ingrid Gaub, Utilities Engineer
Duane Huskey, Traffic Engineer Laura Philpot, and Administrative Services Supervisor Pam Miller.
Guests in attendance were Pastor William Britt and Bill Peloza.
II. CONSENT AGENDA
A. APPROVAL OF MINUTES
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee
approve the Public Works Committee minutes for June 23, 2003, as submitted. Motion carried.
B. GREEN RIVER COMMUNITY COLLEGE REQUEST FOR STREET ILLUMINATION DELAY
AGREEMENT
No action was taken on this item. Green River Community College asked that their request be
withdrawn to allow them time to discuss the issue with King County.
C. CHANGE ORDER #68 TO CONTRACT NO. 99-01 WITH ROBISON CONSTRUCTION INC.
FOR PROJECT NO. PR529, 3RD STREET SW GRADE SEPARATION
The project budget and outstanding issues were discussed.
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee
recommend Council approve Change Order #68 to Contract No. 99-01. Motion carried.
FINAL PAY ESTIMATE #1 TO CONTRACT NO. 02-29 WITH RW SCOTT CONSTRUCTION
AND ACCEPT CONSTRUCTION OF PROJECT NO. C217A, D STREET SE STORM
IMPROVEMENTS
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee
recommend Council approve Final Pay Estimate #1 to Contract No. 02-29 and accept
construction of Project No. C217A, D Street SE Storm Improvements. Motion carried.

ACCEPT CONSTRUCTION OF PROJECT NO. C21 lA, RESERVOIR CORROSION
CONTROL PROJECT
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee
recommend Council approve Final Pay Estimate #7 to Contract No. 02-04 and accept
construction of Project No. C21 lA, Reservoir Corrosion Control Project. Motion carried.

IV. DISCUSSION AND INFORMATION
A. RIGHT-OF-WAY USE PERMIT AUTHORITY
City Engineer/Assistant DirectOr Selle distributed copies of a proposed revision to Auburn City
Code Chapter 12.60, Right-of-Way Use Permits. The revision was proposed in response to
past discussions at Committee meetings regarding increasing the administrative authority for
approval of Right-of-Way Use Permits. The increased authority would allow the City to more
effectively process permits for short-term or temporary use, such as disposal containers, lifts for
construction work on buildings, portable toilets, haul routes, etc. Permits that would require
Committee approval would be those that are long-term (over 30 days) or more permanent, such
as monitoring wells, pipelines, conduit, and awnings. Community events and events or
situations requiring a policy decision would also require Committee approval. The Committee
reviewed the proposed revision, and Chairman Wagner suggested deleting the parentheses
surrounding "exceeding 30 days." It was the consensus of the Committee that staff bring an
Ordinance forward to Committee to revise the Code to grant more administrative authority
related to Right-of-Way Use Permits.
B. BIBLE CHAPEL ACCESS REQUEST ONTO RESIDENTIAL STREET
Traffic Engineer Philpot stated that Bible Chapel, located on R Street SE, currently accesses R
Street SE for all activities. She used an aerial photo to familiarize the Committee with the area,
and pointed out a fence the Chapel had installed across the south end of their property,
adjacent to a dead-end street. In the past, the fence did not exist in this location, giving a
secondary access to the Chapel. However, due to cut-through traffic, the fence was installed
by the church.
The church is requesting to install a g.ate in the fence to once again allow a secondary access.
The gate would be open for Sunday morning services, and would be locked at all other times.
Philpot stated that City Design and Construction Standards authorize one access point, but give
the City the authority to approve a second access. Pastor Britt of the Bible Chapel was asked
to talk to the residents living adjacent to the dead-end street to find out how they felt about the
church using the street as a secondary access for Sunday mornings. He did so, and only two
residents were opposed to the gate.
Pastor Britt confirmed the response he received from the residents, and stated that it would
likely be only 10-15 cars that would use the secondary access on Sunday mornings. If the
Chapel were to increase the number of services they offer, they would be willing to re-negotiate
the secondary access. Philpot explained that should the Chapel re-develop or expand, their
plans would have to go through a development review, at which time the Traffic Section would
review the access issue.
Chairman Wagner stated that he would be amenable to the request with the current
configuration, but felt that if the church expanded, it could be a problem. Following discussion,
it was decided that approval should include a condition stating that if the Chapel expands or
develops, the issue would need to be reviewed by the City. Selle stated that he would authorize

a driveway access limited to Sunday mornings and subject to reconsideration should the church
facility be expanded.
C. CAPITAL PROJECT STATUS REPORT
#10 - West Valley Highway Reconstruction: Chairman Wagner noted that the Municipal
Services Committee has been considering selling the property on which the proposed trail
would be situated. Assistant City Engineer Gaub stated that staff had brought to their attention
the fact that a portion of the property was proposed to be used for the trail. Trail location was
discussed, with Gaub stating that constructing the trail further back on the property could result
in wetland mitigation, which would not be covered by grant funding, and could raise security
issues because it would be further away from the road and additional lighting may be required.
#9 - Non-Classified Pavement Rehabilitation (Chip Seal): In response to a question from
Council/Committee member Poe, Director Dowdy responded that most of the feedback
received from the Community was positive, and that he had not received any notices of claims.
Committee members stated that they had not received any negative comments. Director
Dowdy commented that he would like to see the City continue the chip seal program for
residential street preservation.
#12- Auburn Way South Safety Improvements: Chairman Wagner asked if there is a problem
with asking for a time extension of the Federal grant. Traffic Engineer Philpot stated that she
has talked with the funding agency, who said that they are agreeable to a time extension.
#15 - Oravetz Road Slope Repair and Guardrail: It was noted that the project completion is
scheduled for October, and concern was raised about the construction causing potential
problems for the school district. Gaub stated that the school district has been contacted and
staff is coordinating impacts with the use of roadway needed during school hours. Staff
anticipates that some of the work will be completed during the school year, so coordination is
important.
Utilities Engineer Huskey distributed copies of a letter written by Water Utility Engineer Tim
Osborne to the Washington State Department of Health (DOH), Northwest Drinking Water
Operations, regarding the City's test results from 61 samples testing for lead and copper.
Huskey gave a brief overview of the results, and stated that because the results indicate that
the levels are well below their action levels, DOH is considering reducing their requirements for
City monitoring. The City is currently required to perform testing annually on 60 accounts.
Should DOH reduce the requirement, it would likely drop to testing every three years on 30
accounts.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 6:05 p.m.
