MINUTES
I. CALL TO ORDER
The meeting was called to order at 5:30 p.m. Those ~n attendance were Mayor Pete Lewis,
Committee Chairman Pro-Tem Fred Poe, Council/Committee member Gene Cerino, and
Council/Committee member Roger Thordarson. Staff in attendance were Public Works Director
Dennis Dowdy, City Engineer/Assistant Director Dennis Selle, Assistant City Engineer Ingrid Gaub,
Utilities Engineer Duane Huskey, Water Utility Engineer Tim Osborne, Traffic Engineer Laura
Philpot, Sr. Project Engineer Bill Helbig, Project Engineer Jennifer Dvorak, City Attorney Dan Heid,
Planning Director Paul Krauss, and Secretary Lorna Dahlke.
II. CONSENT AGENDA
A. APPROVAL OF MINUTES
It was moved by Councilmember Cerino, seconded by Councilmember Thordarson, that the
Committee approve the Public Works Committee minutes for December 22, 2003, as
submitted. Motion carried.
B. INITIATE PROJECT NO. C401A, INVESTIGATION & REHABILITATION OF WELLS 6 &
BRAUNWOOD
This project will investigate and rehabilitate Well 6, which has been pumping sand particles
when it is started, and investigate the production capacity, pump condition and pump elevation
for the Braunwood well, which may have had Iow water levels. The Braunwood well is at
approximately 300 feet, which is near the water level of the wells in the area that were going dry
in the fall of 2003.
C. AUTHORIZE THE PURCHASE OF RIGHT-OF-WAY RELATED TO PROJECT NO. C1006, 3RD
AND CROSS STREET IMPROVEMENTS
This project, which requires the purchase of right-of-way at the intersection of 3rd Street SE and
A Street SE and along the south side of Cross Street, includes the widening of the street to five
lanes from A Street SE to Auburn Way South, channelization and signal modifications. A
sidewalk will also be improved along the north side of Cross Street, which will be constructed
within the existing City right-of-way.
D. AUTHORIZE THE PURCHASE RIGHT-OF-WAY RELATED TO PROJECT NO. C1014,
AUBURN WAY SOUTH SAFETY IMPROVEMENTS
This project consists of safety improvements along Auburn Way South, from SR18 south to
M Street SE, and includes a traffic signal at F Street SE and a widening from D Street SE to
6th Street SE. Staff will contact Puget Sound Energy about the possibility of moving the light
pole, switches, and vaults at M St SE and Auburn Way South.
It was moved by Councilmember Cerino, seconded by Councilmember Thordarson, that the
Committee approve Item B of the Consent Agenda, and recommend Council approve Items
C and D of the Consent Agenda. Motion carried.

III. ISSUES
ORDINANCE NO. 5816 AMENDING AUBURN CITY CODE CHAPTER 13.40 ENTITLED
"UTILITY EXTENSION," SECTION 050 ENTITLED "FEES," RELATING TO CITY FEES FOR
FACILITY EXTENSIONS
This item and Discussion Item B were discussed together, since they both pertain to City fees.
Ordinance No. 5816 was replaced by Ordinance No. 5819, which was distributed to the
Committee. The purpose of the Ordinance is to remove the fees from the City Code and
incorporate them into the City's fee schedule.
It was moved by Councilmember Cerino, seconded by Councilmember Thordarson, that the
Committee recommend Council adopt Ordinance No. 5819. Motion carried.
B. RESOLUTION NO. 3651 AUTHORIZING AN INTERLOCAL AGREEMENT WITH LAKEHAVEN
UTILITY DISTRICT TO ESTABLISH SANITARY SEWER SERVICE BOUNDARIES
Lakehaven Utility District, (LUD) which currently provides sewer service to some areas of
Auburn, has the capacity to expand their service area to include additional customers in the
Auburn potential annexation area. Approval of this agreement will allow properties that cannot
be reasonably served by Auburn to be served by LUD in a more reasonable manner.
It was moved by Councilmember Cerino, seconded by Councilmember Thordarson, that the
Committee recommend Council adopt Resolution No. 3651. Motion carried.
RESOLUTION NO. 3675 AUTHORIZING AN INTERLOCAL AGREEMENT WITH THE CITY
OF BONNEY LAKE TO PROVIDE SANITARY SEWER SERVICE FROM AUBURN TO
PROPERTY LOCATED WITHIN BONNEY LAKE'S SANITARY SEWER SERVICE AREA
This agreement will authorize the City, which has the capacity and proximity, to provide sanitary
sewer service to the Lake Tapps Elementary School. Approval of this agreement will allow the
school to be served with public sewer and abandon its onsite system. Under the agreement,
Auburn will serve Bonney Lake and Bonney Lake will provide service to the school, until Bonney
Lake can provide service from its system, which is currently over two miles away.
It was moved by Councilmember Cerino, seconded by Councilmember Thordarson, that the
Committee recommend Council adopt Resolution No. 3675. Motion carried.
D. ORDINANCE NO. 5802 AMENDING AUBURN CITY CODE CHAPTER 2.06 TITLED "CITY
COUNCIL" AND APPROVING THE RULES OF PROCEDURE OF THE CITY COUNCIL
This item was brought before the Committee by agenda modification. City Attorney Dan Heid
explained that the procedures for the City Council are not required to be incorporated within the
City Code. This ordinance would remove the rules and procedures from the code, which is
expected to allow for greater flexibility in changing the procedures through resolutions rather
than the ordinance process.
It was moved by Councilmember Cerino, seconded by Councilmember Thordarson, that the
Committee forward Ordinance No. 5802 to the City Council for action. Motion carried.

A. DRAFT STORMWATER MONITORING AND INSPECTION PROGRAM
This program would coordinate the efforts of the Planning and Public Works Departments
in the areas of monitoring and inspecting the City's storm drainage system, as well as
inspecting private drainage facilities.
B. REVIEW PROPOSED CHANGES TO CITY FEE SCHEDULE
This item was discussed with Issue Item A.
C. CAPITAL PROJECT STATUS REPORT
The following projects were briefly discussed:
#7, C315A, Downtown Li.qhtin.q Analysis: Engineer Gaub stated that the Downtown Lighting
Analysis is nearing completion, and it is anticipated that discussion with the Auburn Downtown
Association will occur towards the end of February 2004.
#3, C203B, Auburn Station Commercial Improvements, Phase I1: The commercial
improvements to the Auburn Station are expected to be completed in January. The
completion of this project leaves one large commercial space unfinished.
#19, C317B/C, The GSA Ball Field Improvements: This project is being managed by the
Parks and Recreation Department. The grading is being done in-house, while contracts
are being issued for the construction of the fencing, backstops, and pavement.
D. OTHER DISCUSSION
Director Dowdy informed the Committee that the City received a letter from the Lakehaven
Utility District inviting water purveyors in the area to take advantage of their aquifer storage and
recovery "OASIS" project, which could potentially store Auburn surplus winter water for
consumption during peak periods. At this time, Lakehaven is requesting local water purveyors
who are interested in the project, to provide their water rights information to Lakehaven, so that
the information can be incorporated in the application for permit to the Department of Ecology.
Director Dowdy said he did not see a downside to providing Lakehaven with the City's water
rights information, which are a matter of record. The Committee agreed with providing the
information to Lakehaven and communicating interest in the project.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 6:30 p.m.
