Chairman Rich Wagner called the meeting to order at 5:30 p.m. in Conference Room #3 located on
the second floor of Auburn City Hall, 25 West Main Street, Auburn, Washington. Committee
members present were: Chairman Rich Wagner, Member Gene Cerino, and Member Roger
Thordarson. Also present during the meeting were: Mayor Peter B. Lewis, Public Works Director
Dennis Dowdy, City Engineer/Assistant Director Dennis Selle, Senior Project Engineer Ingrid Gaub,
Utilities Engineer Duane Huskey, Traffic Engineer Laura Philpot, Sanitary Sewer Engineer Jeff
Roscoe, City Attorney Dan Heid, and Secretary Lorna Dahlke.
II. CONSENT AGENDA
A. APPROVAL OF MINUTES
It Was moved by Member Cerino, seconded by Member Thordarson, that the Committee
approve the Public Works Committee minutes for February 9, 2004, as submitted. Motion
carried.
B. RIGHT-OF-WAY USE PERMIT 04-1, LIHI PENNEY ASSOCIATES, FOR STREET AWNINGS
AT 205 EAST MAIN STREET
It was moved by Member Cerino, seconded by Member Thordarson, that the Committee
approve Right-of-way Use Permit No. 04-1. Motion carried.
C. CONSULTANT AGREEMENT NO. AG-C-169 WITH TMODEL CORPORATION FOR WORK
RELATED TO PROJECT NO. C213A, COMPREHENSIVE TRANSPORTATION PLAN
It was moved by Member Cerino, seconded by Member Thordarson, that the Committee
recommend Council approve Consultant Agreement No. AG-C-169 with Tmodel Corporation.
Motion carried.

ENGINEERS FOR WORK RELATED TO PROJECT NO. C404A, D STREET SE
IMPROVEMENTS
It was moved by Member Thordarson, seconded by Member Cerino, that the Committee
recommend Council approve Consultant Agreement No. AG-C-227 with Barghausen
Consulting. Motion carried.
III.
ISSUES
RESOLUTION NO. 3660 AUTHORIZING AN INTERLOCAL AGREEMENT WITH THE
MUCKLESHOOT INDIAN TRIBE FOR COST SHARING IN THE REPLACEMENT &
MAINTENANCE OF A NEW WASTEWATER CONVEYANCE FACILITY
This is a new agreement which commits the Muckleshoot Indian Tribe (MIT) to pay 50% of
the project costs to replace the Auburn Way South sanitary sewer conveyance system. It

also lists capacities that are available for the City and the MIT. Engineer Roscoe said this
agreement anticipates the MIT receiving King County component agency status, for which the
MIT has applied. If the MIT request is denied, the previous agreement would govern. All
changes to the agreement requiring City Council approval, would also require notification to the
MIT. The term of the agreement will continue until the pipe needs to be replaced or 50 years,
whichever is longer, with no automatic extension.
It was moved by Member Cerino, seconded by Member Thordarson, that the Committee
recommend Council adopt Resolution No. 3660. Motion carried.
B. ORDINANCE NO. 5831 CREATING A NEW SECTION 2.06.045 OF THE AUBURN CITY
CODE RELATING TO CITY COUNCIL COMMITTEES OF THE WHOLE
This item was brought before the Committee through an agenda modification.
It was moved by Member Cerino, seconded by Member Thordarson, that the Committee
recommend Council adopt Ordinance No. 5831. Motion carried
IV. DISCUSSION AND INFORMATION
A. DRAFT STORMWATER MONITORING AND INSPECTION PROGRAM
This program establishes a base program for the monitoring and inspection of public and
private storm facilities, and new construction. The intent is to identify the most pressing water
quality and/or quantity problems in Auburn. It is expected that the program will also provide a'
response to the National Pollutant Discharge Elimination System (NPDES) permit
requirements, as well as obligations under the Endangered Species Act. The NPDESll permit
application is expected to be required some time in 2005. It is expected that this program
could be administered with current staff in the Planning and Public Works Departments.
B. LETTER FROM DEPARTMENT OF HEALTH, COAL CREEK SPRINGS NORTH COLLECTOR
The City recently received a letter from the Washington State Department of Health stating that
the North Collector of Coal Creek Springs has been determined not to be under the influence of
surface water, and that no further treatment or testing is required.
C. 2004 ARTERIAL PAVEMENT PRESERVATION PROGRAM
Engineer Philpot presented the City's Pavement Preservation Program, summarizing the
inventory process that was recently completed and the rating of the streets to determine
preservation and restoration needs throughout the City. She also provided a map, which
showed the street ratings.
An amount of $400,000 has been budgeted this year for classified street preservation. Two
project candidates were identified; one was 6th Street SE from A Street SE to Auburn Way
South; the other was Auburn Avenue between 5th Street NE to 3rd Street NE. Both streets are
in very poor condition and generate a number of complaints to the City. The total project cost
estimate on each of these projects is approximately $250,000, so both cannot be done within
the budget. By doing one of the two projects, alternative projects for the remaining $150,000
were identified. One alternative project would be to improve the remainder of Auburn Avenue
from 3rd Street SE to Main Street. Another alternative would be to improve 41st Street SE from
C Street SW to east of A Street SE. There is a current project to add a right turn lane from

Ellingson Road southbound onto A Street SE, which included some pavement patches. By
expending the $150,000, this project could improve the entire eastbound lanes from C Street
SW to A Street SE.
With the possibility of development along 6th Street SE, which could help in the costs of
improving the street, the Committee decided to delay improvements at that location until that
time. Committee members discussed the project for A Street SE, and determined that once
street improvements are completed along C Street SW and Ellingson Road for the Safeway
development, it will be clearer what improvements will be needed from C Street SW to A Street
SE. It was the consensus of the Committee to use the $150,000 to complete the Auburn
Avenue improvements. This would result in one continuous improved street from 5th Street NE
south to Cross Street, complementing other street improvements.
D. FEEDBACK ON DRAFT STREET FUNDING PAPER
Director Dowdy provided a draft white paper for funding for street repairs, stating the rising' cost
projections are not only attributed to inflation, but the street system in the City is growing. With
state funding shrinking to local municipalities for road repairs, local funding for local road
improvements may be the only alternative to raise the revenues needed in the future. Local
voters could approve raising revenue for needed local road improvements, or to approve a
street utility provided the necessary legislation can be approved to authorize a street utility.
Once the sidewalk inventory is completed, financial figures for total street improvements will be
brought back to the Committee in an updated white paper.
ACCEPTANCE OF THE ECONOMIC DEVELOPMENT GRANT FOR PROJECT NO. C326A,
'C' STREET SW IMPROVEMENT PROJECT
In order to comply with the thirty-day time schedule for signing the grant agreement, Engineer
Gaub requested permission from the Committee to forward the grant agreement to the City
Council at the March 1st meeting, without review by the Public Works Committee.
It was moved by Member Cerino, seconded by Member Thordarson, that the Committee
recommend Council accept the economic development grant for Project No. C326 A. Motion
carried.
F. CAPITAL PROJECT STATUS REPORT
The following projects were briefly discussed:
#-4, C214A, Lakeland Hills Wa¥/E. Valley Hwy. Signal: The signal poles for the project were
shipped on Feb. 20, 2004, and installation should happen in early March.
#6, C317B/C, GSA Ballfield Improvements: Assistant City Engineer Gaub said the project is
being directly managed by the Parks Department, and it's anticipated to be close to being done
by the end of March. The Parks Department has been in contact with the Little League
Baseball Program regarding the progress of the park, and whether it will be ready for League
play this year.
#14, C1006, 3rd St. SE/Cross Street Improvement Project: This project is expected to be
advertised in June 2004, with construction to be completed by November 2004, and is
dependent on ROW acquisition.

#15, PR529F, A Street SW Loop: Engineer Gaub stated that it was anticipated that the
Burlington Northern Santa Fe Railroad would not have an objection to the purchase needed
by the project, since a relatively small piece of their property is required.
#17, C307A, City Wide ITS Improvements Proiect: The City has not had a response regarding
funding from the Federal government. The Muckleshoot Indian Tribe was expected to provide
funding, as well as King County.
As a point of information, City Engineer Selle reported that a proposed $25,000 contract
with the ECOS group, to provide public relations and research/evaluate funding opportunities
associated with the Auburn Environmental Park Project, was under review.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 6:40 p.m.
