CALL TO ORDER Chairman Rich Wagner called the meeting to order at 5:30 p.m. in Conference Room #3, located on the second floor of Auburn City Hall, 25 West Main Street, Auburn, Washington. Committee members present were: Chairman Rich Wagner, Member Gene Cerino, and Member Roger Thordarson. Others present during the meeting were: Public Works Director Dennis Dowdy, City Engineer/Assistant Director Dennis Selle, Assistant City Engineer Ingrid Gaub, Utilities Engineer Duane Huskey, Traffic Engineer Laura Philpot, Transportation Planner Joe Welsh, Traffic Operations Engineer Ryan Johnstone, Senior Project Engineer Bill Helbig, Assistant Project Engineer Brian Coleman, and Secretary Lorna Dahlke. I1. CONSENT AGENDA A. APPROVAL OF MINUTES It was moved by Member Thordarson, seconded by Member Cerino, that the Committee approve the Public Works Committee minutes for February 23, 2004, as submitted. Motion carried. B. RIGHT-OF-WAY USE PERMIT 04-2, LIHI PENNEY, 205 EAST MAIN STREET, FOR BASEMENT VAULTS/AREA WAYS It was moved by Member Cerino, seconded by Member Thordarson, that the Committee approve Right-of-way Use Permit No. 04-2. Motion carried. C. PERMISSION TO ADVERTISE PROJECT NO. C301A, PAVEMENT PRESERVATION (CHIP SEAL Committee members emphasized the need to inform residents along the proposed streets to be chip sealed. Engineer Coleman said the residents will be informed with door knockers three working days prior to the start of the chip seal, and efforts will be made to contact owners of vehicles parked on the streets prior to the City towing them. It was moved by Member Cerino, seconded by Member Thordarson, that the Committee recommend Council grant permission to advertise Project No. C301A. Motion carried. FINAL PAY ESTIMATE NO. 2 TO CONTRACT 03-11 WITH PETERSEN BROTHERS, INC., AND ACCEPT CONSTRUCTION OF PROJECT NO. C319A, LAKE TAPPS PARKWAY MEDIAN GUARDRAIL It was moved by Member Cerino, seconded by Member Thordarson, that the Committee recommend Council approve Final Pay Estimate #2 to Contract 03-11 with Petersen Brothers, Inc. Motion carried. It was moved by Member Cerino, seconded by Member Thordarson, that the Committee recommend Council accept construction of Project No. C319A. Motion carried. Public Works Committee Minutes March 8, 2004 III. ISSUES None IV. DISCUSSION AND INFORMATION A. REQUEST FROM METRO KING COUNTY TRANSIT, JOINT TIB APPLICATION FOR DOWNTOWN TRANSIT IMPROVEMENTS Engineer Johnstone presented the request from Metro King County Transit for proposed revisions to some of the intersections in the downtown area, which would allow buses to safely turn around corners, without encroaching into the other lane. The majority of the improvements would include replacing the curb and gutter to allow additional room for turning. Proposed Intersections for improvements include A Street SE and 37th Street SE; 1st Street NW and A Street NW; 1st Street NE and Auburn Avenue; 2® Street SW and A St SW: The Committee was in favor of the proposed revisions, except for A St SW and 2® St SW near the Alverson property and stated that it would need to be coordinated with the development proposal to assure compatibility if it occurs. The COmmittee was in favor of looking at the option of one-way streets on A Street SW, Division Street, 1st Street SW, and 2n°Street Southwest, if it would allow for easier access for buses into and out of the parking garage, and also allow for possible development in the area. B. CAPITAL PROJECT STATUS REPORT The following projects were briefly discussed: #7, C Street SW Improvements: Engineer Gaub responded to a question from the Committee about what agreement with Metro and GSA was pending. Engineer Gaub explained that we are negotiating with Metro to take on the responsibility of the overlay portion of the Metro sewer line work and use their funds to increase the City's available match. For GSA, we are negotiating a trade of the rights needed to build the road along their frontage in exchange for a signal for access to the GSA property. #9, City Wide ITS Improvement Proiect: Director Dowdy indicated that the City will move forward and file an application for the proposed federal grant of $1.6 million, and hire a consultant to obtain a scope of work by next year's legislative session. At that time, depending on whether or not state monies are available, the scope of the project can be determined. The $1.6 million of federal funds would require a $1.6 million match in local funds. Once we have a better defined scope, we may find other partners. There is a total of $3.2 million for the project, which is approximately $800,000 more than is currently scoped for the project. C. OTHER DISCUSSION Pedestrian Traffic on Main Street: Assistant Director/City Engineer Selle informed the Committee that while an awning was being installed on the Heritage Building on East Main Street, the fascia of the building fell off. Engineer Selle suggested three alternatives that could be used to allow safe pedestrian traffic along Main Street during times of construction (est. one month); a tunnel could be constructed that pedestrians could walk through; a fence could be erected that would close off the sidewalk to pedestrians; or a fenced walkway could be installed routing pedestrian traffic around the construction site, which would require eliminating a parking spot on either end of the pedestrian route. The Committee favored the latter option. Page 2 Public Works Committee Minutes March 8, 2004 Traffic Signal Request: For the purpose of these minutes, this discussion took place at the beginning of the Discussion and Information portion of the agenda. Ms. Colleen Fletcher requested to speak to the Committee regarding a request for a traffic signal to be installed at the intersection of Auburn Way South and Noble Court. Noble Court serves as the main entrance to Chinook Elementary School. Ms. Fletcher said that there are over 500 children that attend various educational and day care facilities in the vicinity of the intersection of AWS and Noble Court. Although the Auburn School District uses bus transportation for all the children to the school, Ms. Fletcher said she has noticed a few children walking and biking across Auburn Way South to attend school and to play on the basketball courts after school hours. Engineer Philpot said that staff is currently collecting data in the area, with at least a ten day count of traffic volumes, and before and after school turn movement counts, which would assist in developing alternatives to improve safety. Proposed modifications may include access management and/or improvements to make the entrance safer will be brought back to the Committee for review at a future meeting. The Committee was in support of looking at alternatives for added safety around the school. V.
