CALL TO ORDER Chairman Rich Wagner called the meeting to order at 3:30 p.m. in Conference Room #3, located on the second floor of Auburn City Hall, 25 West Main Street, Auburn, Washington. Committee members present were: Chairman Rich Wagner, Vice-Chair Roger Thordarson, and Member Bill Peloza. Also present during the meeting were: Public Works Director Dennis Dowdy, City Engineer/Assistant Director Dennis Selle, Assistant City Engineer Ingrid Gaub, Senior Project Engineer Bill Helbig, Traffic Engineer Laura Philpot, Transportation Planner/Grants Manager Tiffin Goodman, Planner Bill Mandeville, Project Engineer Scott Nutter, and Engineering Aide Megan Robel. II. CONSENT AGENDA A. APPROVAL OF MINUTES It was moved by Vice-Chair Thordarson, seconded by Member Peloza, that the Committee approve the Public Works Committee minutes for September 25, 2006. Motion carried. B. CHANGE ORDER #6 IN THE AMOUNT OF $22,659 AND FINAL PAY ESTIMATE #7 TO CONTRACT NO. 05-03 WITH RODARTE CONSTRUCTION AND ACCEPT FINAL CONSTRUCTION OF PROJECT NO. C1006, 3RD AND CROSS STREET IMPROVEMENTS It was moved by Vice-Chair Thordarson, seconded by Member Peloza, that the Committee recommend Council approve Change Order No.6 to Project No. C1006. Motion carried. III. ISSUES NONE IV. DISCUSSION AND INFORMATION A. ORDINANCE NO. 6052 AMENDING THE LEGAL DESCRIPTION CONTAINED IN ORDINANCE NO. 5979 RELATED TO SOUTH 358TH STREET (31sT ST SE) RIGHT-OF-WAY The Committee had no questions and concurred with the ordinance. B. UPDATE ON MEETING WITH PIERCE COUNTY REGARDING STEWART ROAD Assistant Director/City Engineer Selle explained that the City of Sumner, City of Pacific, and Pierce County are looking to improve Stewart Road between BNSF railroad and SR 167. The project consists of four separate roadway segments. The City is offering assistance to the agencies involved to help with securing funding for the project. REVIEW SIGNALIZATION FOR "A' STREET SE/CROSS STREET (DOUBLE LEFT TURNS) Chairman Wagner reminded the Committee and staff of his concern about the signal lights at this intersection. He has seen people go straight from the middle lane, and he speculates that this is because there are two signal heads for the through movement which may lead the driver to believe there are two lanes for the through movement which is not the case. Traffic Engineer Philpot gave the Committee information on the RCW, WAC, and MUTCD guidelines explaining why the signal heads are installed as they are. After a brief discussion, the Committee requested the staff consider advance pavement markings and signing modifications to enhance the delineation of the directional movement of each lane. D. GRANT STATUS UPDATE Item 4. M Street SE Grade Separation Project (C201A): The City will not begin the design work with the $300,000 likely to be secured until more funds are available because the current amount is not enough to begin any significant design work. Item 7. Vanshare/Shuttle service (Lakeland to Transit Station): Metro is seeking Van Share participants from the Lakeland area. The Van Share has to start or end in King County, but it can go into Pierce County. Vice-Chair Thordarson is not happy with the 180 route, which Metro said would use 40 foot busses, but instead they are using 30 foot busses. They say the problem is the A Street to 3ih Street turn, but this is something that will be taken care of soon by another project. Also, the schedules are too tight and people are missing their train because the bus is getting to the transit station late. Item 13 Sidewalk on Emerald Downs Drive: This work is located from the southern improvements in front of Emerald Downs to the intersection of 15th St. NW and is beyond what the developer owes the City. Item 18 Fence between B Street NW and the BNSF Railway: Transportation Planner/Grants Manager Goodman is applying for a grant to put a fence between B Street NW and the BNSF Railway. The Committee is okay with this and understands we will lose some parking spaces; however, the safety benefits for pedestrians and particularly minors would be significant. Item 24 Auburn Way Corridor (4th Street NE to 4th Street SE) - Pedestrian Crossinq (C409A): This road will probably need some interim patching. Item 25 Auburn Way South Improvements - Enqineerinq Phase: Staff will try to use the SR164 report to help with this grant application. Item 27 and 28 East Valley Hiqhway Transmission Main and Lakeland Hills Booster Pumpinq Station: remove from report E. CAPITAL PROJECT STATUS REPORT The Committee had no questions or comments. OTHER DISCUSSION 1. The temporary no parking signs on 11 Oth on Lea Hill are there until the shoulder work is finished for the SOS paving project. 2. The 4 way light at 11 Oth and 320th is waiting for delivery of beacons and probably will not be on for a month. 3. 116th at 322nd Place looks like maybe the contractor forgot to seal with tar. Member Peloza told the group that he was at a meeting in Phoenix and they were considering a coal tar resolution limiting what kind residents can use because of chemicals that can get into water sheds. 5. The Committee requested staff consider the addition of flashing red warning lights at the east and west approaches to the intersection of East Main Street and liD" Street. 6. Staff will check to see if Muckleshoot open house is still scheduled for October 11.
