CALL TO ORDER CITY OF AUBURN PUBLIC WORKS COMMITTEE August 27, 2007 MINUTES Chairman Rich Wagner called the meeting to order at 2:30 pm in Conference Room #3, located on the second floor of Auburn City Hall, 25 West Main Street, Auburn, Washington. Committee members present were: Chairman Rich Wagner, Vice-Chair Roger Thordarson, and Member Bill Peloza. Also present during the meeting were: Mayor Peter B. Lewis, City Engineer/Assistant Director Dennis Selle, Assistant City Engineer Ingrid Gaub, Senior Project Engineer Bill Helbig, Utilities Engineer Dan Repp, Traffic Engineer Laura Philpot, Transportation Planner/Grants Manager Tiffin Goodman, Project Engineer Ryan Vondrak, Development Services Coordinator Steve Pitcher, Water Utility Engineer Ben Hennebert, Assistant Finance Director Shawn Hunstock, Project Engineer Jacob Sweeting, and Engineering Aide Megan Robel. II. CONSENT AGENDA A. APPROVAL OF MINUTES It was moved by Vice-Chair Thordarson, seconded by Member Peloza, that the Committee approve the Public Works Committee minutes for August 13, 2007. Motion carried. B. AWARD CONTRACT 06-10, PROJECT C523A, 2006 STORM POND IMPROVEMENTS TO NOVA CONTRACTING INC. ON THEIR LOW BID OF $239,721..57 These ponds were installed by developers, the 1St pond is about 20 years old and the 2"d pond is probably less than 10 years old. At the pond on 15th NW and Terrace Drive, this project will add another pipe next to the existing perforated pipe to make the pond function more efficiently. It was moved by Vice-Chair Thordarson, seconded by Member Peloza, that the Committee recommend Council award Contract 06-10 to NOVA Contracting, Inc. Motion carried. C. AWARD CONTRACT 07-15, PROJECT CP0740, CITYWIDE ARTERIAL CRACK SEAL PROJECT TO THE LOWEST RESPONSIBLE BIDDER In response to committee inquiries as to why some arterials are not included, staff explained that a road has to be in fairly decent shape to benefit from crack seal. If it is too deteriorated, crack sealing will not help extend the life of the roadway. It was moved by Vice-Chair Thordarson, seconded by Member Peloza, that the Committee recommend Council award Contract 07-15 to the lowest responsible bidder. Motion carried. D. AWARD CONTRACT 07-17, PROJECT CP0724, LEA HILL PUMP STATION DECOMMISSIONING PHASE 1 TO NOVA CONTRACTING INC. ON THEIR LOW BID OF $638,150.83 It was moved by Vice-Chair Thordarson, seconded by Member Peloza, that the Committee recommend Council award Contract 07-17 to NOVA Contracting, Inc. Motion carried. E. AWARD SMALL WORKS CONTRACT 07-18, PROJECT CP0732, 2007 CITYWIDE MANHOLE RING & COVER REPLACEMENT TO THE LOWEST RESPONSIBLE BIDDER Public Works Committee Minutes August 27, 2007 It was moved by Vice-Chair Thordarson, seconded by Member Peloza, that the Committee recommend Council award Small Works Contract 07-18 to the lowest responsible bidder. Motion carried. III. ISSUES A. RESOLUTION NO. 4228, TO ACCEPT FUNDS FOR OLYMPIC MIDDLE SCHOOL SAFE ROUTES TO SCHOOL GRANT There will be a curb to ensure that cars cannot park on the trail. The city has received no feedback related to forming an LID on H Street SE so this project will go forward without the LID. Mr. Joe Binetti commented that he was interested in heading the effort to form the LID, but the Committee is in agreement with staff that the effort should be led by a resident of H Street SE. It was moved by Member Thordarson, seconded by Member Peloza, that the Committee recommend that Council adopt Resolution No. 4228. Motion carried. B. RESOLUTION NO. 4230, CALLING FOR A PUBLIC HEARING FOR THE 2008-2013 SIX- YEAR TRANSPORTATION IMPROVEMENT PLAN (TIP) It was moved by Member Thordarson, seconded by Member Peloza, that the Committee recommend that Council adopt Resolution No. 4230. Motion carried. IV. DISCUSSION AND INFORMATION A. ORDINANCE NO. 6120, ZONING CODE AMENDMENT TO ALLOW RESIDENTIAL USE IN THE M1 LIGHT INDUSTRIAL ZONE This change would permit some residential in the M1 light industrial zone to allow for mixed use development. The residential would have to be above the first floor. The Committee would like to stipulate that sexually oriented businesses and residential uses could not be located in the same building. B 8T" AND R STREET NE TRAFFIC SIGNAL A public meeting was held on July 26, 2007 to talk to the residents of the apartments and condos. The residents were concerned about the speed of traffic on 8th Street, pedestrian safety when crossing the street, and their own safety when turning into their driveways. The city proposed a signal, but it would make one of the driveways right-in, right-out only. The residents were in favor of this idea, but they did have concerns, which seemed to be alleviated by providing a cross access easement between the two properties. The owner of the apartments was also in favor of the signal and opening the gate in the back of his property to allow the condo owners to use that access. The condo residents would like to have a gate that is opened with a programmed opener, and staff have indicated that it is likely that they would have to fund the purchase of that kind of gate themselves. C. ESTABLISHMENT OF RETAIL WATER SERVICE AREA State law requires that municipal water suppliers define the areas that they will serve water in a timely and reasonable manner. These areas are called retail service areas (RBA's). The move toward RBA's is because some agencies have very large service areas, but may not be able to Page 2 Public Works Committee Minutes August 27, 2007 efficiently supply water to someone who was too far from the core of water infrastructure. The Department of Health wants water suppliers to narrow down their service areas to include only those areas that they could actually serve in a timely and reasonable manner. Two water service area options were introduced to the Committee; option one includes most of the City's service area, and option two excludes a rural area south of Kersey. The committee is in favor of option one. D. 2008-2013 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) This item was discussed with Issue B. The Committee reviewed the draft of the TIP asking for clarification on some of the proposed projects and making suggestions for improvement of the document. Staff will incorporate their suggestions and bring the revised TIP to the public hearing. The committee was concerned that the list does not include projects in the annexation areas. It is unclear at this point how much revenue will be gained from development and real estate excise taxes in those areas. Staff will work with Finance to determine how more money can be allotted to projects that affect the annexation areas. Additional annexation area projects will be defined as part of the Comprehensive Transportation Plan update that is scheduled for 2008. E. CAPITAL PROJECT STATUS REPORT Item 1, C1006, 3`d Street SE/Cross Street Improvement Project: Staff is still working with the property owner to finalize the required paperwork. Item 18, CP0730, 2007 Pavement Preservation - 6th Street SE: The detour will send people to 3~d Street SE and Cross Street. Item 21, CP0635, 2007 Gateway Project - M Street SE: The style of this sign will be the same as the one at Peasley Canyon Road and West Valley Highway, but it will be smaller and will be installed by the City at the City's expense. Item 32, CP0702, Auburn Way South Pedestrian Crossing: The committee discussed the email correspondence between Director Dowdy and Kathleen Davis with the Washington State Department of Transportation. This issue has not yet been resolved with the State. Item 40, C421A, M Street Reconstruction: There is a driveway cut issue that staff is working on resolving with the property owner. OTHER ISSUES The small works contract for paving the temporary sidewalks on the Cavanaugh block is planned to be done this Friday. The topsoil is being installed, temporary irrigation will then be installed by Parks, and then the property will be hydro seeded. Member Peloza shared an email from a citizen regarding F Street between 27th and 29th. She saw some patching, but wants to know why this can't be done like M Street SE. Member Peloza would like an estimated schedule for when streets like this will be done. Mayor Lewis responded that later this year the council will be discussing the schedule of the SOS program and the needs of the arterial streets. Chairman Wagner asked for a c-curb briefing to discuss warrants that are used to determine when these should be installed. He also asked how the city deals with u-turns. Traffic Engineer Page 3 Public Works Committee Minutes August 27, 2007 Philpot stated that under state law u-turns are allowed anywhere that it is safe to do so as long as it is not specifically prohibited. Chairman Wagner noted that the lighted sign for the Kersey closure is hard to read. Staff will address this issue. In addition, Engineer Gaub indicated that the closure of Kersey will begin on September 4 through October 15th and that the agreement with the developer includes Liquidated Damages in the amount of $3,300 per day if the roadway is not open to traffic at the end of the allowed 6 week closure.
