I. CALL TO ORDER
CITY OF AUBURN
PUBLIC WORKS COMMITTEE
September 24, 2007
Chairman Rich Wagner called the meeting to order at 2:30 pm in Conference Room #3, located on
the second floor of Auburn City Hall, 25 West Main Street, Auburn, Washington. Committee
members present were: Chairman Rich Wagner, Vice-Chair Roger Thordarson, and Member Bill
Peloza. Also present during the meeting were: Director Dennis Dowdy, City Engineer/Assistant
Director Dennis Selle, Assistant City Engineer Ingrid Gaub, Senior Project Engineer Bill Helbig,
Utilities Engineer Dan Repp, Senior Planner Jeff Dixon, Traffic Engineer Laura Philpot,
Transportation Planner Joe Welsh, Assistant City Attorney Stephen King, IS Director Lorrie
Rempher, Project Engineer Leah Dundson, Engineering Aide Megan Robel, and Secretary Alison
Hudson.
I1. CONSENT AGENDA
A. APPROVAL OF MINUTES
It was moved by Vice-Chair Thordarson, seconded by Member Peloza, that the Committee
approve the Public Works Committee minutes for September 10, 2007. Motion carried.
B. AWARD CONTRACT 07-21 PROJECT C507A, C STREET TRAIL TO THE LOWEST
RESPONSIBLE BIDDER
In response to questions to the committee a short discussion followed regarding the project
scope and an assurance that following bid opening and evaluation, the bid summary would be
provided to the committee members before the council meeting.
It was moved by Vice-Chair Thordarson, seconded by Member Peloza, that the Committee
recommend Council award Contract 07-21 to lowest responsible bidder. Motion carried.

IV. DISCUSSION AND INFORMATION
A. ROW CODE CHANGES
Transportation Planner Welsh, Engineering Aide Robel, and Traffic Engineer Philpot reviewed
and provided explanation to the items that had been changed in Chapter 12.60 Right-Of-Way.
Staff will bring the changes forward as an ordinance at the next committee meeting.
B. COMMUNICATION CONDUIT DESIGN
Assistant City Engineer Gaub responded to questions from Committee and explained that the
standard details referred to in the proposed standards were still under development. Staff will
bring the proposed standards forward for Committee action at the next meeting.
C. ACCESS TRACT DESIGN STANDARDS
Assistant.City Engineer Gaub and City Engineer/Assistant Director Selle responded to

questions from the Committee in regard to the specifics on shared driveways (access tracts),
clarifying the standards in further detail. Staff will also get feedback from the Planning and
Community Development Committee and then bring revised standards back to the Committee
for discussion and adoption at a future meeting.
D. CAPITAL PROJECT STATUS REPORT
Item 2 C1014 Auburn Way South Safety Improvements: Chair Wagner expressed the desire
for the pervious median pavers to be colored so that the islands do not remain grey after the
acceptance of the project by the State. Engineer Gaub indicated that staff will research
products that can be used that do not impact the pervious nature of the pavers.
OTHER DISCUSSION
Chairman Wagner, presented questions regarding the Water/Sewer Comprehensive Plan.
Utilities Engineer Repp explained how the same land use data gathered for the water portion of
the plan would be used for the Sanitary Sewer Comprehensive Plan. For the sewer
comprehensive plan work the data would just need to be broken down by basins.
Traffic Engineer Philpot responded to questions regarding the size of two traffic circle options
that are going in on Second Street SE, She noted that tests were performed with a fire truck
and school bus and it was determined that the smaller traffic circle was needed to
accommodate school buses. Staff is waiting for positive feedback from the residents in the
area before expanding the program.
City Engineer/Assistant Director Selle responded to a question regarding follow-up to a
complaint from a citizen regarding a water shutdown notification issue. He explained that
notices did go out appropriately regarding the shutdown and the particular citizen who did have
a complaint was notified in a timely manner. City Engineer/Assistant Director Selle stated that
staff was considering options for enhancing such notifications to property owners in the future.
Member Peloza requested litter signage on 306th due to an ongoing problem with litter in that
area.
Member Peloza had questions regarding traffic signal operations at 4th St. NE and Auburn Way
which were clarified by Traffic Engineer Philpot.
Member Peloza asked again about a stormwater drainage issue at 326th. Staff explained that
they were working on these issues at this time.

V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 3:44 p.m.
