CALL TO ORDER The meeting was called to order at 4:03 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Pete Lewis, and Council/Committee member Sue Singer. Staff in attendance were Public Works Director Christine Engler, City Engineer Dennis Dowdy, Assistant City Engineer Dennis Selle, Traffic Engineer Michael Fuess, Transportation Planner Joe Welsh, Assistant City Engineer - Utilities Duane Huskey, and Public Works Secretary Lorna Dahlke. INFORMATION OR DISCUSSION SIX-YEAR TRANSPORTATION IMPROVEMENT PROGRAM (TIP) Transportation Planner Welsh presented the draft of the Six-Year Transportation Improvement Program. The TIP outlines advanced plans for a coordinated street construction program. Lengthy discussion was held on the review of the budget matrix, improvements to SR 164, City street maintenance, and non-motorized projects. Planner Welsh stated the proposed Transportation Improvement Plan was based on conservative projections for funding sources, and contained a breakdown of funding streams for specific projects. Planner Welsh reviewed that the City has ownership and responsibility for a portion of West Valley Highway, which was transferred from the state to the city. The roadway functions as access ramps connecting the State routes of eastbound SR 18 to southbound SR 167, where traffic is funneled from the exit ramp on SR 18 south onto West Valley Highway, east onto 15th Street SW and south at the access ramp to SR 167. PUBLIC WORKS COMMITTEE MINUTES AUGUST 20, 2001 Page 2 of 2 The Committee discussed the state's project for improving SR 164. The project includes channelization to limit left turns, installation of a traffic signal at Auburn Way South and 'F' Street SE, and acquisition of right-of-way for a northbound lane from 'D' Street SE to 6th Street SE. Planner Welsh stated the project would increase safety since there were roughly 121 left turns approach accidents over the last 3 years, which caused 150 injuries and 1 fatality. The City's matching fund share, approximately $500,000, or about 33% of the total costs for the project, was higher than the average percent for the City's share in a typical grant. Traffic Engineer Fuess stated there is a need for the City to develop a guardrail program identifying which guardrails need to be replaced and where additional guardrails are needed citywide. The Committee revised the projected 2002 budget to include $350,000 for Pavement Preservation-Arterials in 2002, $150,000 for the Pavement Preservation- Non Arterials in 2002, and approximately $50,000 for design of the traffic signal at Oravetz Road and Kersey Way in 2002. Revisions in the budget for 2003 included a decrease in the budget for Citywide Roadway Safety Improvements from $350,000 to $100,000 in 2003, and to $200,000 in 2004. The projected amounts for the Auburn Way South SR 164 project reflected the amounts presented in the grant documents. The Committee requested that with the large number of non- motorized projects identified in the TIP, they be outlined on a separate matrix for Council members to prioritize prior to inclusion in the final TIP.
