I. CALL TO ORDER
The meeting was called to order at 4:30 p.m. Those in attendance were Mayor
Booth, Committee Chairman Rich Wagner, Council/Committee member Pete Lewis,
and Council/Committee member Sue Singer. Staff in attendance were Public
Works Director Christine Engler, City Engineer Dennis Dowdy, Assistant City
Engineer Dennis Selle, Assistant City Engineer-Utilities Duane Huskey, Storm
Sewer Engineer Tim Carlaw, Traffic Engineer Michael Fuess, Transportation
Planner Joe Welsh, Project Engineer Ingdd Gaub, Project Engineer Peter Gates,
Assistant Project Engineer Laura Philpot, Finance Director Shelley Coleman,
Planning Director Paul Krauss, Principal Planner David Osaki, Associate Planner
Jeff Dixon and Public Works Secretary Lorna Dahlke.
Guest in attendance was Bill Peloza.
II. CONSENT
A. APPROVAL OF MINUTES
It was moved by Council/Committee member Singer, seconded by
Council/Committee member Lewis, that the Committee approve the Public Works
Committee minutes for September 24, 2001, as submitted. Motion carried.
B. RIGHT-OF-WAY USE PERMIT 31-01, CITY OF AUBURN PARKS & RECREATION, USE
OF MAIN STREET FOR ANNUAL COMMUNITY HALLOWEEN FESTIVAL
It was moved by Council/Committee member Singer, seconded by
Council/Committee member Lewis, that the Committee approve Right-of-Way Use
Permit 31-01. Motion carded.
C. AMENDMENT #3 TO AGREEMENT NO AG-C-130 WITH TETRA TECH/KCM FOR WORK
RELATED TO THE COMPREHENSIVE STORM DRAINAGE PLAN UPDATE
Amendment #3 develops altematives for subbasins E and P based upon the findings
of the additional studies performed in Amendment #2. The results of this analysis
will be incorporated into the City's 2001 Stormwater Comprehensive Drainage Plan.
Director Engler requested the Committee table this item, along with Item IV. A, until
the October 22nd Committee meeting.
Storm Utility Engineer Cadaw explained that the sub-consultants experienced
difficulty with the hydraulic model and were unable to prepare maps, both of which
were going to be used as the basis for the presentation of this item. The consultants
will be available to answer questions at the October 22nd meeting. This information
will aid in the recommendations regarding alternative solutions to the drainage
problems along Mill Creek and regarding Council action on the moratorium.

D. CHANGE ORDER #1 AND FINAL PAY ESTIMATE, CONTRACT # 01-15, C8049
BRANNAN PARK PUMP STATION MODIFICATION, C.A. GOODMAN CONSTRUCTION
COMPANY
Change Order #1 is for repairing the existing irrigation control wires not located on
the prints, repairing the existing infrastructure at the Pump Station, relocating
existing irrigation not originally in the scope of the project, re-marking the
channelization in the cul-de-sac caused by the fog seal, and adding two four-foot
gates and associated hardware not in the original scope for the project.
Storm Drainage Engineer Cadaw said the City has discharged to the metro line
during rain periods, and has authorization to continue discharging until the end of
October, which will give the bioswale (C8049A) as much time as possible to
stabilize. Additional matting will further aid in the stabilization of this project.
It was moved by Council/Committee member Lewis, seconded by
Council/Committee member Singer, that the Committee recommend Council
approve Change Order #1 and Final Pay Estimate, Contract #01-15. Motion carried.
III. ISSUES
A. ORDINANCE NO. 5590, APPROVING A LOCAL AGENCY AGREEMENT WITH THE
STATE AND ACCEPTING FEDERAL GRANT FUNDS FOR PROJECT NO. C1014,
AUBURN WAY SOUTH SAFETY IMPROVEMENTS
Ordinance No. 5590 authorizes the Mayor and City Clerk to sign a Local Agency
Agreement between the City and the Washington State Department of
Transportation (WSDOT), which provides for Federal Hazard Elimination and Safety
(HES) funding for SR164 1_ Auburn Way South Improvements between 6th Street SE
and 'M' Street SE (Project No. C1014).
Committee Chairman Wagner asked what additional grants had been applied for.
Assistant Project Engineer Philpot responded that staff had submitted an application
for a Transportation Improvement Board Grant on September 28th. Committee
Chairman Wagner asked if staff knew what our chances were. Assistant Project
Engineer Philpot answered that it appeared our chances were very good.
It was moved by Council/Committee member Singer, seconded by
Council/Committee member Lewis, that the Committee recommend Council adopt
Ordinance No. 5590. Motion carried.
B. ORDINANCE NO. 5591 AMENDING AUBURN CITY CODE CHAPTER 10.36, PARKING IN
DOWNTOWN
Ordinance No. 5591 amends Auburn City Code Chapter 10.36, Section 290 entitled
"Prohibited Parking Areas - Northeast Auburn" and Section 380 entitled "One-hour
Parking Zones" to eliminate parking along the east side of Auburn Avenue, between
Main Street and Ist Street NE.

Due to the fact that one of the Committee members had not received the Public
Works Committee agenda packet in time to review the packet material with regard to
this issue, the Committee tabled this item until review was complete.
C. RESOLUTION NO. 3391, APPROVING AN INTERIM SANITARY SEWAGE AND WATER
CONNECTION AGREEMENT WITH THE MUCKLESHOOT INDIAN TRIBE
Resolution No. 3391 authorizes the execution of an Interim Sanitary Sewage and
Water Connection Agreement between the City of Aubum and the Muckleshoot
Indian Tribe, to secure the provision of sewer, water and related services to those
Tribal families residing on trust lands, all within that portion of the City of Auburn
within the Muckleshoot Indian Reservation.
Director Engler said the intedm agreement with the Muckleshoot Indian Tribe had
been expected by October 5th, but had not been received. There was concern
regarding the metered service to the mobile home park on a portion of the property,
with the Tribe thinking there would be individual meters for each home and not one
for the entire park, as existing.
The Committee discussed proposed development of tribal land within the City limits
and the potential demands on the City water and sewer systems. Tribal land within
Auburn city limits is classified as lower density residential. The Agreement
contemplates supplying water and sewer services in accordance with the City's
Comprehensive Plan. Concerning the repair and replacement of the Auburn Way
South sewer, Director Engler stated staff would be working to identify what state of
development would trigger the need to construct the project. Committee Chairman
Wagner requested reconsideration of the Agreement's indemnification language by
the City Attorney.
It was moved by Council/Committee member Lewis, seconded by
Council/Committee member Singer, that the Committee recommend Council adopt
Resolution No. 3391, contingent on the interim agreement signed by the
Muckleshoot Indian Tribe be as written or with minor changes. Motion carried.
D. RESOLUTION NO. 3392, APPROVING A WORK AUTHORIZATION/STORES SERVICES
AGREEMENT WITH KING COUNTY DEPARTMENT OF TRANSPORTATION
King County Supplies Store provides purchasing of fleet and transportation supplies
and equipment at their costs, plus 15%, which would be of benefit to the City due to
bulk purchasing discounts and stock availability.
It was moved by Council/Committee member Singer, seconded by
Council/Committee member Lewis, that the Committee recommend Council adopt
Resolution No. 3392. Motion carded.

IV. INFORMATION OR DISCUSSION
A. MORATORIUM UPDATE
This item, along with item II.C, was tabled for further discussion at a later meeting.
B. PROPOSED SENSITIVE AREAS ORDINANCE
Associate Planner Dixon stated the proposed ordinance, which will establish
regulations for managing sensitive areas, is under review by the Planning
Commission. The proposed ordinance would include regulations on wetlands,
streams, wildlife habitat, and aquifer recharge areas. Associate Planner Dixon
stated that the drafting of the ordinance was in response to developer requests for
guidelines, as well as in response to federal, state and local law and policy
regulations. It would also move the City away from reliance on the SEPA process.
Planner Dixon stated the projected benefits for the adoption of the proposed
ordinance would include clear procedures, avoid duplication and delay, greater
predictability for landowners, and greater consistency in city's decisions. The intent
is not to create an additional permit process, but include this as a review process as
part of the existing permit process. In drafting the proposed ordinance, staff tried to
ensure it embodied the way the City currently does business. It was projected an
open house and/or workshops to elicit public comments would be held early next
year. Chair Wagner stated concem that the proposed ordinance was too broad in
defining aquifer recharge area, which could include the entire area within the City
limits, and wildlife habitats, and needed. to be more specific.
C. COMP PLAN POLICY TR13- MEANING OF "SUBSTANTIAL"
Transportation Planner Welsh distributed some draft edits to Policy TR-13, referring
to traffic access to city neighborhoods, of the comprehensive plan. After some
discussion of the concepts contained in the policy, the Committee requested that a
revised policy be retumed to Committee at the next meeting.
D. CAPITAL PROJECT STATUS REPORT
Providing a status report on the Bonney Lake Intertie Agreement, Assistant City
Engineer-Utilities Huskey stated that Bonney Lake was waiting for the review and
recommendations of their consultant. Since there would not be a benefit to the
Bonney Lake water system currently, they don't want to pay for it. The Committee
suggested that the City of Auburn could pay the entire cost up front and if there is a
benefit to Bonney Lake in the future, Bonney Lake could pay Auburn at that time.
E. This item was added to the agenda. In accordance with the City's Purchasing
Policy, a budget amendment for water service line replacements, in connection with
storm drainage improvements along 21st SE, was brought to the Committee for
approval. Project Engineer Gates informed the Committee that in constructing the
storm drainage project on 21st St. SE between 'F' St. and 'M' St., it was found that all
the water service lines being crossed, which were placed in 1959, were
disintegrating. With the restoration of the street occurring at the same time, there is

an opportunity to replace the services without future trenching in the street. The cost
is estimated at $26,000. The Committee concurred with staffs request. When the
change order has been negotiated, the contract amendment will be brought forward
for Committee and Council action.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the
meeting was adjourned at 6:20 p.m.
