CALL TO ORDER Chairman Roger Thordarson called the meeting to order at 9:05 a.m. in the Council Conference Room, located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, Washington. Committee members present were: Dirk Bidleman, John Calnan, Angie McCarr, Lonnie Tealer, and Michael Pratum. Also present during the meeting were: Public Works Director Dennis Dowdy, Transportation Planner/Grants Manager Chris Hankins, Government Relations Manager Carolyn Robertson, and Public Works Department Office Assistant Heather Mustain. II. CONSENT AGENDA A. APPROVAL OF MINUTES It was moved by Member Tealer, seconded by Member Calnan that the committee approve the Transportation, Transit and Trails Committee minutes for date, September 24, 2008. Motion carried. III. DISCUSSION AND INFORMATION A. SR164 BYPASS STUDY Director powdy provided the Committee with background information regarding the SR164 Bypass Study. Muckleshoot Tribe, WSDOT, and the City of Auburn are all currently involved in the SR164 Bypass Study and they have reconvened the SR164 Bypass Corridor Working Group. The focus of the study is to find an alternate route off the plateau. Director powdy expressed the importance of an alternate route off the plateau in the case of an emergency. Currently emergency vehicles have a difficult time getting to areas on the plateau due to congestion on SR 164. Enumclaw's only bridgeless route off the plateau is through SR 164, which could isolate their city from the region if in fact a serious emergency occurred. Director powdy shared with Committee Members the goal of the SR164 Bypass Study, to relieve congestion on SR164 and give drivers another option off the plateau. As of right now, the SR164 Bypass Study Committee is looking into two current options. Both economical and environmental factors are being researched closely. Director powdy answered questions from the Committee regarding bus routes on SR164 stating that bus routes, both metro and school, will not be affected due to the implementation of a SR164 bypass. Director powdy also stated the State Route Development Plan Committee is looking into ways to develop bus pullouts along SR164 for both Metro and the Auburn School District. STEWART ROAD/LAKE TAPPS CORRIDOR MEETING UPDATE Chairman Thordarson reminded the committee of the up coming meeting, October 29, 2008 from 6:00 p.m. until 9:00 p.m. at Lakeland Hills Elementary. The goal of the meeting is to get enough input from citizens that Pierce County will show an interest in the project. Member Bidleman informed the Committee that Member Chambers was turned away from Top Foods in Lakeland Hills when he attempted to receive signatures for the project petition from citizens. Member Bidleman is going to meet with the Manager of Top Foods to discuss the importance of the project and see if inembers of the committee may be able to gather signatures for the petition outside of the business. Member Bidleman discussed his involvement with the Home Owners' Associations in the area stating that most are in favor of the project and willing to help in any way possible. There will be signs posted at the Lakeland Hills Community Center as well as on the reader board informing the community of the upcoming meeting. Transportation Planner/Grants Manager Hankins will be working with Member Bidleman to compose an information sheet based on the information from both the project and the petition to distribute to citizens at the upcoming meeting. Member Bidleman informed the Committee that when he spoke to HOAs they were unaware of the upcoming Pierce County shuttle off the hill. Transportation Planner/Grants Manager Hankins informed the Committee that information would be available to the public in November when the shuttle project goes to Council. Director powdy presented contact information for the PSRC's 2009 Project Selection Task Force to the Committee. Director powdy stressed the importance of contacting the Members of the Task Force regarding new policies that will be implemented for the 2011 allocation of federal funds within the region. Transportation Planner/Grants Manager Hankins stated he would be willing to work with Committee Members to compose a letter for their use in contacting the Task Force. C. COMMITTEE MEETING SCHEDULE FOR NOVEMBER AND DECEMBER Chairman Thordarson rescheduled the November meeting for November 19, 2008 and Committee members agreed on the date. December's meeting is yet to be decided. IV.ADJOURNMENT .
