CALL TO ORDER Chairman Roger Thordarson called the meeting to order at 9:00 a.m. in the Council Conference Room, located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, Washington. Committee members present were: Vice-Chair John Calnan, Member Angie McCarr, and Member Michael Pratum. Also present during the meeting were: Public Works Director Dennis Dowdy, Transportation Planner Chris Hankins, and Public Works Department Secretary Jennifer Rigsby. II. CONSENT AGENDA A. APPROVAL OF MINUTES It was moved by Vice-Chair Calnan, seconded by Member Pratum that the Committee approve the Public Works Committee minutes for date, October 22, 2008. Motion carried. III. DISCUSSION AND INFORMATION A. STEWART ROAD - PETITIONS AND PLANNING UPDATE Chairman Thordarson reported there will be a petition drive November 25th and 29th from 9:00 a.m. until 3:00 p.m. at the Top Food & Drug at 1406 Lake Tapps Parkway East, Auburn. Volunteers will be working two hour shifts. The Committee can contact Member Chambers for additional information. Director powdy stated Public Works staff is planning to schedule a meeting with the Mayors of Auburn, Sumner, and Pacific and the Pierce County Executive, who is yet to be determined. The goals of the meeting will be to brief the new County Executive on the Stewart Road project, so they know where traffic is originating and why the agreement with the City of Pacific is not currently equitable, to discuss funding options, why TIB funds are in danger of being withdrawn from the project, and to determine how to show the TIB that work is being done on Phase I of the project within the authorized schedule. The meeting will also cover the history of the Stewart Road situation and the project and how to finance all phases of the corridor. Transportation Planner/Grants Manager Hankins distributed a white paper about the project that will be available to the public at the Top Food & Drug petition drive. Director powdy asked if Member Chambers has been successful in soliciting help from the Home Owners' Associations (HOAs) in the Lakeland Hills area. Chairman Thordarson responded that a lot of contact has been made but there have yet to be any requests from the HOAs for a presentation. This may take some time as HOA's have to schedule meetings based on their operating rules. Chairman Thordarson emphasized that the Committee and representatives need to be diligent about demonstrating to Pierce County the traffic count and flow on Stewart Road. Member Pratum stated Pierce County needs to be made aware of all of the benefits they would gain if the project is completed. Transportation Planner Hankins said the petition would be presented to the Pierce County Council at their meeting on December 2, 2008 (the meeting is to be held at Sumner City Hall, Council Chambers, 1104 Maple Street, Sumner, WA at 5:30 p.m.). Transportation, Transit, and Trails Committee November 19, 2008 DRAFT MINUTES Chairman Thordarson asked if the City of Sumner had announced an invitation to bid on Phase IV of the project. Director powdy answered they have not because they are still in the process of acquiring a portion of right-of-way. An invitation to bid is anticipated in Spring 2009. B. LAKELAND HILLS SHUTTLE SERVICE Director powdy reported Resolution No. 4417 and Resolution No. 4418 passed City Council on November 17, 2008. These resolutions provide for the Lakeland Hills commuter shuttle service. Transportation Planner/Grants Manager Hankins said the effort to educate the public about the new routes will now begin. The Committee discussed various locations information could be posted. Information about the shuttle service will be advertised in the newspaper and posted on the City of Auburn website. C. SOUTH KING COUNTY TRANSPORTATION BOARD MEETING Director powdy stated Councilmember Julia Patterson encouraged the cities in South King County to increase their "voice" and develop a strategy to better represent them when we are competing with other regional interests. In the past when she has attended some regional meetings she has observed that South County interests are not well presented and consequently have not gotten their fair share of available funds or resources. Councilmember Patterson is open to ideas for how to improve our strategy for obtaining transportation resources. IV. ADDITIONAL DISCUSSION  The Committee discussed the tolls on the Tacoma/Narrow Bridge and the proposed tolls for the 190 and 1520 floating bridges.  Chairman Thordarson recommended the December 24, 2008 Transportation, Transit, and Trails Committee Meeting be cancelled and the Committee to reconvene on January 28, 2009. The Committee concurred.  Vice-Chair Calnan proposed an update on the Interurban Trail and flooding issues be added to the January 2009 agenda. Chairman Thordarson stated Member Chambers requested to discuss SR167 and the HOT lanes at the January 2009 meeting as well. Additional updates on the Stewart Road Project will also be on the agenda. IV. ADJOURNMENT There being no further business to come before the Transportation, Transit, and Trails Committee, the meeting was adjourned at 9:36 a.m. Approved this day of , 2008.
